Scollay, Associate Professor of Education Lexington, Kentucky Copyright © Michael Allen Garn 2005 ABSTRACT OF DISSERTATION POWER, POLITICS, AND THE 1997 RESTRUCTURING OF HIGHER EDUCATION GOVERNANCE IN KENTUCKY This study describes the policymaking process and policy solutions enacted in the Kentucky Postsecondary Improvement Act of 1997 (or House Bill 1). The study employs both an historical recounting of the “story” of House Bill 1 and a narrative analysis of opinion-editorials and policymaker interviews to reveal and explain how political power comprised both the perennial problem of Kentucky’s higher education policymaking – and the tool with which conflicts over power distribution were resolved. -

ABSTRACT OF THESIS CONSTRUCTING COLDSTREAM: SUSTAINABILITY AND THE POLITICS OF LOCAL ECONOMIC DEVELOPMENT This thesis explores the evolution of the Coldstream Research Campus, a high- tech research park operated by the University of Kentucky. Conceived of in the late 1980s and built in 1992, Coldstream was expected to become the „economic engine‟ of central Kentucky through the commercialization of applied scientific and technological research coming out of the university. Twenty years later, with Coldstream having failed to live up to expectations, the university initiated the process of updating the Coldstream Master Plan to incorporate a decided emphasis on the concept of sustainability. Through a mix of archival research and semi-structured interviews, this thesis argues that the newfound emphasis on sustainability is important insofar as it opens up the possibility for perpetuating the existence of the Coldstream Research Campus as a real estate development, even in spite of its failures in other arenas. -

^yV.i.VH*... ;.«s»rj> 5* KEHTUCKY! l|ilf Jf MS» \ m "I Think the Unions Beat Me" The 1995 Kentucky Governor's Race • Michael Matuszak The political pundits were almost universal in agreement: Republican Larry Forgy would win the governor's race and end a 24-year drought of Republicans in the governor's mansion. Forgy, Ronald Reagan's state campaign manager in both the 1980 and 1984 races, had reached out to the far Right in hopes of insuring his victory. Throughout the cam paign, Forgy emphasized conservative "family values" and a belief "in the natural family order where the man works and the woman stays home and raises the kids." He said, "It's what the people want and what they will get if I am elected governor." Speaking to gatherings of Chris tian Right groups such as the Freedom Heritage Forum, Forgy said, "If people such as yourselves do not take control of this country, people who disagree with you will be glad to run it for you." Some of the "people who disagreed" and threatened Forgy's defini tion of control were the organized workers of Kentucky. Throughout the campaign, Forgy emphasized his anti-labor agenda and voiced strong support for right-to-work legislation, pro-employer reform of workers' compensation, and opposition to a prevailing wage law. He opposed collective bargaining for public employees saying, "If you think state gov ernment is stagnant today. it would be doubly so with an overlay of union organization." • Mike Matuszak is a labor educator at the Center for Labor Education and Research at the University of Kentucky. -

MILLER* F or the past 200 years, women have faced tremendous obstacles in staking their claim to influence the politics of "traditionalis- tic" Kentucky.' Their intermittent forceful impact has been felt through- out the Commonwealth in their various roles as voters, elected and appointed officeholders, policymakers, party activists, interest group participants, lobbyists, and campaign contributors; but in such activities Kentucky women have lagged behind national trends. MCDONNELL CRESST/UNIVERSITY OF CALIFORNIA, SANTA BARBARA ABSTRACT Although advocates of alternatives to multiple-choice testing recognize that such assessments pose significant technical problems, the political dimensions of assessment policy are typically overlooked. Yet because of their link to state curriculum standards, these assessments often embody unresolved value conflicts about what content should be taught and tested, and who should define that content.
