The main goal of the Strategy is to have an efficient transport system, integrated in the region and in the EU network, which promotes economic development and upgrades the citizens’ quality of life. The overall objective of the Sectorial Strategy of Transport and Action Plan 2016-2020 is to (i) further develop Albania’s national transport system, and in addition (ii) to significantly improve its sustainability, interconnectivity, interoperability and integration with the international and European wider transport system and region. The SST is being implemented under the leadership of the Ministry of Infrastructure and Energy, in close cooperation with other line ministries and institutions and with the support and technical assistance provided by many international development partners. In 2016, the European Union (EU) committed support to the strategy by selecting it to receive EUR 21 million budget support and EUR 3 million complimentary supports through a Sector Reform Contract (SRC). The first monitoring report of SST highlighted the successful implementation of transport strategy and fulfilled the obligations under SRC to receive this budget support. The progress made in transport sector reforms were acknowledged by the EU and the fixed tranche of EUR 6 million was granted and payment done to the State Treasury by the end of 2018. The second monitoring report presented in June 2019 showed satisfactory progress in the relevant fields of transport sector. Based on these achievements, we received the first variable tranche of EUR 4,062,500 for 2019, out of the EUR 5 million allowable maximum. This is the 3rdMonitoring Report of the Strategy. Its aim is to measure the progress achieved so far in the implementation of the action plan of the strategy, as well as to identify the challenges and the issues that need to be reviewed in the action plan. This monitoring report covers the progress achieved during 2019. The methodology used is based on information gathered from different institutions which are involved in the implementation of this Strategy. The strategy identified 43 Policies (Priority Actions) for the 5-year period which are deeply interlinked, and strike a balance between soft measures and investments. Each priority action is detailed in specific tasks required for its attainment. The previous monitoring report showed that in 2018, out of 57 tasks planned, 9 were completed, 41 were in progress, 7 not started. The following table gives a status on the implementation of the tasks planned for 2019 across the different modes of transport. Background Sustainable and safe use of public transport faces important challenges in Albania. In particular, in rail transportation there are significant impacts on safety and efficiency stemming from a number of areas. Albania has seen a significant increase in road traffic numbers since the early 1990s, which cause traffic congestion, in addition to significant safety concerns. Drivers may seek alternative routes across rail lines to shorten journey time, adding to the safety risks. There are also pedestrians, including informal land users and vulnerable groups such as children and Roma, as well as animal herders who live and work in close proximity of the railway tracks and use unauthorised crossing points. This situation raises concerns about accidents and delays on the rail line, in addition to a reduced efficiency and reduced benefits of railway rehabilitation works. The European Bank for Reconstruction and Development (“EBRD” or the “Bank”) is considering an investment in ‘Albanian Railways’, for the rehabilitation of the Tirana-Durres railway section and the construction of a connection to the airport, which will also include the introduction of fencing of the track and other measures to increase security. These measures will reduce delays and accidents which are caused by the use of unauthorised crossings and currently lead to a need to lower the speed and efficiency of passenger and freight railway traffic, thereby reducing expected benefits of the investment, such as decreased carbon emissions and less air pollution.

The key to increasing intermodal stands on intermodal terminals. Ports as a link between different types of transport modes in global logistics chains are vital to the efficiency of the entire chain. In addition to its leading role in global trade network, the intensification worldwide competition of ports, states that the efficiency of container ports and terminals is a key issue for terminal operators. The purpose of the paper It is to identify the most important factors for improving traffic management and port performance. The study sets out the proposal that the high performance of the port of Durres as intermodal node, affects the growth of sustainable transport across the Adriatic Sea. Methodology and results Based on the studied literature and the data collected directly in the field, this paper argues the importance of integrating the port of Durres into the Adriatic network of maritime highways and increases its attractiveness in the Mediterranean region. Improving the efficiency of terminal operations and structure, we describe approaches for effective management of the port as intermodal hub. These performance improvements can facilitate port managers and terminal operators in designing their investment strategies more effectively. Policymakers can also regulate port design more effectively. Conclusions Improvement of the performance of the port of Durres brings increased competitiveness of the short-distance shipping and reinforces the attractiveness intermodal transportation solutions serving the ports and logistic centers, for the integration in the chain of logistics maritime routes that serve both Adriatic and Ionian regions.

Crime Threats There is considerable risk from crime in Tirana. The Albanian government is making a concerted effort to improve the country’s law enforcement capabilities and reduce corruption. Organized crime has a noted impact on Albania, with a network of criminal organizations involved in drug trafficking, extortion, bribery, money laundering, prostitution, and human trafficking. Recent crime statistics indicate a decrease in numerous violent crime categories; this includes murder/attempted murder, robberies by force, and armed robberies. Street crime is fairly common in urban areas, predominantly at night. The most notable crimes are burglaries, theft, and domestic violence claims. If confronted by armed assailants, comply with demands. Sexual assault and harassment is an issue mostly in the smaller towns. The victims tend to be females walking alone.

For countries with which the EU imports Albania still ranks last in the 60-with 0.1% or 2,376 million euros. In the list of the trade partners Albania is ranked 68th with 01% of the total, or 3,489 million euros. Developed railway infrastructure will give another impact to the economic development in the country and will contribute positively in trade relations.

The thesis is based on a detailed examination and consideration of the ancient written sources and the subsequent historiography on the subject. The Roman interventions in Illyria during this period have traditionally been treated as a component of wider studies of Roman expansion, although Rome’s involvement in Illyria has recently been examined by Dzino in his 2010 work Illyricum in Roman Politics 229BC-AD68. This work examined the development and integration of Illyricum in Roman political discourse, in which the Roman interventions were a smaller component in the broader study. A study of the Roman interventions in Illyria during the period of 230 – 167 BC has never previously been treated on this scale, nor effectively with a synthesis of the various approaches and pieces of evidence that are now available.
