Abstract: A stroll along the Seine will alert even the most casual observer to the unique presence of houseboats moored along the river’s banks, many of them clustered in small ports and canals. Examining closer, one might even feel a twinge of jealousy at the sight of normally hurried Parisians using the Seine as their own personal backyard — hosting family barbecues, making quick excursions down the river, or simply enjoying long, carefree conversations with their neighbors. However, a real understanding of the linkages between these houseboats — and the people who make their life on them, the houseboaters — requires a more structured process of investigation. We ask ourselves, then, the following research question: How might the conditions of houseboat living on the Seine shape relations between houseboat owners? We hypothesize that houseboaters share practices, produce a specific body of knowledge, and form a sense of common identity in a manner that creates houseboat communities on the Seine. Our paper is organized as follows.

He secured the mooring line to an old snag sticking up out of the water and then went into the galley and started putting the groceries into cupboards and the one operating refrigerator. All the new fishing equipment and tackle got strewn on the table; including live worms, cheese bait and the guaranteed to get fish Red Hot eggs. Kevin looked through all the gear for instructions and found nothing, not even on the jars of bait. Tying the hook and clamping the lead shot on to the line seemed straight forward. Kevin elected to try the eggs first; not sure how to hook on a worm. He'd always had a guide do the grimy baiting and fish cleaning. Out on the front of the lower deck his first cast was short and across an old tree snag. When Kevin started to reel in the line it got hung up; one hard tug and everything was gone. The end of the line was curled where the hook had slipped off. An hour later Kevin hadn't had a bite and was running low on hooks and patience. Kevin always caught Marlin, Tarpon or Swordfish off the Caribbean Islands but the deck hands on the charter would do all the rigging on those trips—all he had to do was reel in the catch. As the temperature approached triple digits Kevin's futile fishing endeavor bowed under for a swim.

But business interests are only part of the story, and the political possibilities created when soil is turned into streams and lakes or when land‐ based construction is given an aquatic focus are vast. As this study of water politics in Amsterdam shows, bringing water back to the forefront of urban planning today is creating an entirely new spatial terrain of action in the city where ideas of class, nature, sexuality, and security collide in tenacious, sometimes troubling, and often inspiring ways. This study of changing land‐water relationships in and around Amsterdam between 1990 and 2010 accomplishes two objectives. First, at the empirical level, I tease out the many significant and surprising ways that water‐oriented urban development has become a hotbed of political maneuvering.
