This Pathways to Performance Plan is one of four plans that underpin the Netball Scotland Strategic Plan 2010-2015

Performance Overview

The Performance Plan 2009-2015 gives specific detail as to processes and systems for achieving it’s Objectives. It is an ambitious plan that is realistic and achievable, one which acknowledges the starting point and the distance to travel to compete with the best in the world as well as one which sets an ‘honest’ target for providing the necessary support.

During the period 2008 to date, there has been significant progress made largely in ‘creating an elite training environment’, ‘establishing effective working relationships’ and findings ways to ‘maximise learning’. Netball has established a ‘baseline’ in performance competing domestically in the UK’s premier netball competition the ‘Co-operative Netball Superleague’ improving 2nd half season scores by double (see attached Appendices 1.6 Cooperative Superleague Statistics) as well as winning 9 out of the last 16 Internationals, 2 of which were against the No.1 World Champions .

‘Pathways to Performance’ outlines the performance pathway established to provide a sound structure for athlete development from primary children through to national squad athletes. This pathways structure is developed in line with Long Term Athlete Development (LTAD) principles and is supported by three major underpinning pillars of performance which can be found in our Pathways Development Plan and Education and Training Plan.

Assessment has been made of the areas in netball which need addressing not only to guarantee a world ranking of 8th and above in 2014 but to ensure that the legacy post 2014 remains strong and powerful. It is essential that staffing meets the demands of the sports growth and development each year, where involvement in netball at all levels of the game escalates and that competing at the highest level is a real opportunity for talented young netballers in all areas of Scotland.

A key partnership has been formed this year with the Sportscotland Institute of Sport Network, who now provide a comprehensive level of sport science support to a group of identified talented athletes the ‘2wards 2014’ squad.

An extensive review of the Gap Analysis and the relevant support provided by the Institute of sport network in year one has taken place, an outcome of this review is for the Institute of Sport Network to provide additional services with immediate effect ie March 2009 onwards, these disciplines being Physiology and Skill Acquisition.

Progress and update - one year ahead

A gap analysis is conducted which then defines the key objectives each year. Process targets are established, benchmarked against where we need to be by 2014 and beyond. The key disciplines of support necessary throughout the process are highlighted and agreed. These may change over the period of the plan in accordance with the athletes’ needs and robust annual review systems.

Following consultation days around Scotland there is clear message, which Netball Scotland should continue to provide a service to the whole of Scotland and that to do this there must be in place an overall manager/director who is responsible for ensuring an integrated, cohesive way forward to guarantee a Legacy beyond 2014.

In order to fulfil our objectives of creating a Legacy beyond 2014, it is imperative that the 3 underpinning pillars of performance, 1) Talent Identification, 2) Talent Development and 3) Performance Coach Development be given high priority in the year 2010/2011. In order to achieve this 1) and 2) above will be covered in the Pathway Development Plan and 3) be address in the Education and Training Plan.

A full-time ‘Pathway Development Manager’ is therefore a priority appointment to action and implement development structures pertaining to the 3 underpinning pillars of performance as well as duties relating to the wider development plan. The PDM would work very closely with the full time national coach and the education and training manager to ensure an integrated approach across all plans. Prior to making this appointment it is intended to employ a Talent Officer (Part-time) to commence work on Talent Identification and Development work.

Performance Coach Education programme is now in place to support the Pathways to Performance structures. It is the intention to establish a ‘high performance coach’ programme in the year 2010/2011 where future national coaches will be identified and trained accordingly. This will be covered and managed by the Education and Training Plan.

Financial support will be given to the National Assistant Coach and National Squad Open Manager in the year 2010/2011 in the form of an honorarium. Providing financial support to all National and Technical Centre Coaches is prioritised by the season 2011/2012.

Pathways to Performance

The diagram which follows on page 9 presents a visual outline of the performance pathway available from primary school age through to national squad athlete. The pathway is developed in line with Long Term Athlete Development (LTAD) principles.

The table below indicates the timescale for introducing these pathways and the target number of centres at primary, junior and under 15 age groupings as well as the necessary Technical Centres to ensure a progress step to providing Technical Support to all National Athletes (Open U19 and U17’s):

Objectives:

This Performance Plan therefore allows for the areas pertaining to the development of identified potentially talented, talented and elite athletes and their comprehensive performance programme:

1) Performance Athletes: Identify and manage a group of talented athletes ie, a ‘2wards 2014’ squad. These athletes currently feed all three squads National Open, U21/U19 and U17’s. It is an objective that in 2012/2013 this group will be feeding primarily the Scotland National Open squad leading into CWG 2014. A comprehensive performance programme is in place to develop and nurture all performance squads’ athletes.

2) Technical Support: To establish links with Universities to create up to 6 Technical Training Centres by 2011/12, also linked to Sportscotland Institutes of Sport and to progressively provide weekly technical training to all National squad athletes, (Open, Under 19 and Under 17), managed and directed by the Scotland National Coach

2) Competition: To establish a 5 year competition programme ensuring appropriate high performance competition opportunities for all performance athletes, (Open, Under 19 and Under 17’s).

3) Sport Science: To continue to work with Sportscotland Institute of Sport Network to continue to develop and implement a complete sport science programme, including performance analysis, physiotherapy, strength and conditioning, performance lifestyle, skill acquisition, sports medicine, psychology, performance nutrition, physiology and ongoing support and elite athlete education to individual athletes.

4) Superleague Franchise Partnership: To work with Glasgow Culture & Sport as a key partner and franchise holder of the Glasgow Wildcats; this holds a place in the Co-operative Superleague. Ensure that the majority of Glasgow Wildcats athletes are National Long squad Athletes each year.

The philosophy underpinning the plan is that the all staff involved work together effectively and accept collective responsibility to achieve our objectives:

1) Performance Athletes

2wards 2014 Squad

 Maximum 28 athletes, reducing to a squad of 18 by season 2011/2012  Athletes identified by national coaches from open, U.21 and U.17 squads as potential 2014 athletes. Exceptional U. 15 pathway centres athletes may also be identified during seasons 08/09, 09/10 and 10/11 and included in this squad.  All of these athletes will train within their own squad but come together for additional technical training opportunities with the national coach.  Athletes will be supported by the sportscotland Institute of Sport Network.  Review progress to be carried out annually by the NGB High Performance Group in conjunction with the sportscotland Institute of Sport staff.  Athletes will follow the programme set by the sportscotland Institute of Sport in conjunction with the Scotland National Coach.  There will be an Integrated approach to improving performance - Institute & NGB support personnel working together.  Athletes to be identified as playing a key role in the journey to 2014 CWG  Athletes must be a Scotland National athlete either at senior or age group level  Athletes to attend a Technical training session at least once per week at the Area Technical Centre under the supervision of the National Coach

National U.21/U.19 Squad

 U.19 – maximum 20 athletes; U.21 – 16 -18 athletes  Changes from U.19 to U.21 in season of World Youth Championships  National programmes, nationally resourced  Lead coach and assistant coach appointed through interview process  Focussed on Training to compete stage (LTAD)  Open Invitation to national U.21/U.19 trials  Compete in Netball Europe and WYC, other International matches / tours where possible  Some U.21/U.19 athletes may be selected to compete in the Co-operative Super League as Glasgow Wildcats to experience regular elite level competition against the top players in UK.  Possible entry to England’s Talent League (U.19) in future seasons (to be explored BY HPG over seasons 2010/2011 and 2011/2012)

National U.17 Squad

On court Technical/Tactical training for all ‘2wards 2014’ and National Athletes:  Technical skill development through NGB Technical Centres which are linked to the sportscotland Institute of Sport and/or key partners i.e. Universities  Glasgow 2009/2010 – NGB in partnership with Glasgow Culture & Sport  Edinburgh 2009/2010 – Edinburgh University  Aberdeen 2010/2011  Perth 2010/2011  Managed by Scotland National Coach – delivered by NGB approved Technical Coaches  2010/2011 Scope additional Technical Training Centres (TTC’s)

On Court Technical/Tactical training for all National age group ie U17 and U19 athletes aspiring to be part of the ‘2wards 2014’ group of athletes:  Access to above Technical Centres as directed throughout the year  2011/2012 Increase no of Technical Centres to ensure that all National squad athletes access at least one technical session per week directed and managed by the Scotland National Coach

4) Sport Science

Support will be provided by the sportscotland Institute of Sport Network to the ‘2wards 2014 squad’ annually in the following areas:  Strength & Conditioning  Physiology  Performance Lifestyle  Physiotherapy  Performance Analysis  Sports Psychology  Sports Medicine  Skill Acquisition  Elite Athlete Education

Each year there will be a robust review system of support provided as well as athlete commitment, dedication and progress

Strength and Conditioning (provided by NGB S & C Coach to all athletes not part of the 2014 squad supported by the Institute of Sport Network:

 To work with Institute S & C Coaches/personnel for a fully integrated approach to physical development.

 To provide support to all age National group squads as well as 13 – 15 Pathway Squads

 To liaise with Technical centre coaches and advise and educate accordingly.

Performance Analysis

5) Superleague Franchise Partnership

.  Glasgow Wildcats compete in the Co-operative Superleague competition which is the UK Premier Domestic competition. It comprises of 9 franchises across England, Scotland and Wales and runs currently December through to play-offs in June each year.  Glasgow Wildcats athletes train under the supervision and direction of the Scotland National Coach  Glasgow Wildcats athletes must be wherever possible National Long Squad Squad athletes  2009/2010 – All 17 Glasgow Wildcats athletes are National Long Squad athletes  2009/2010 – 13 of the 17 Glasgow wildcats athletes are supported by sportscotland Institute Network for support services

What do we need to close the gap?

Improve Physical Capability linked to key Performance Targets 1 - 6

 Introduce ‘Performance Standards’ for each level of National athlete.  National and talent athletes to meet the ‘Performance standard’ for each level prior to selection and work towards the next level post selection.  Monitoring and evaluation of fitness progress to be carried out throughout each periodised annual training programme.  Athletes to be robust and strong to play consistently well for the entire sixty minutes at International level – all measures need to be taken to prevent knee and ankle injuries  Athletes who are over 1.78 in height in both circles. Average GS/GK from top 12 countries is 1.88 and average GA/GD is 1.78. (Benchmarking spreadsheet for players’ height and positions is in appendix 6.3).  Establish a National Talent Identification structure – draw/attract athletes into our talent programmes who meet the required standards, fitness, height , and skill for each position as set in the Scotland performance standards. (See Pathways Development Plan).

Improve Mental Toughness/Capacity linked to key Performance Targets 1 - 5

Appendix 1:3 Netball Scotland National Selection Policy

GOVERNING POLICY STATEMENT FOR SELECTION OF ATHLETES & MANAGEMENT TEAMS

While all reasonable endeavours are made to follow the policy and procedures laid down in this paper, in extenuating circumstances, Netball Scotland reserves the right to use residual discretion in any selections.

ATHLETE ELIGIBIITY POLICY

National Eligibility The eligibility criteria of the Commonwealth Games Federation (CGF) article 24 shall apply as a condition of entry to compete in the Commonwealth Games,

Netball Scotland requires that registered members meet set criteria to be eligible for selection to a national representative squad.

Procedure

1.1 Athletes must be born in Scotland or have at least one parent born in Scotland or have resided in Scotland continuously for a period of one year prior to the date of inclusion in the squad. 1.2 Athletes who have played for another country either at a World Championship or Commonwealth Games may represent Scotland subject to IFNA & CWG Federation rules accordingly. 1.3 Athletes must be registered with Netball Scotland and not at any time be involved with any unaffiliated events, competitions and/or fixtures. 1.4 Athletes must be of the correct age, if playing in an age category. 1.5 Athletes must not have any outstanding financial debts, or legal or judicial penalties/suspensions with Netball Scotland or it’s member Associations or Clubs. 1.6 Athletes based out with Scotland, may apply for consideration for selection to a national squad, by writing to the Performance Director, stating that they wish to be considered for selection to a specific national squad. If the Performance Director deems the request valid, he/she will then pass a copy of the letter to the appropriate National Coach for their consideration.

NATIONAL SQUADS SELECTION POLICY

It is the policy of Netball Scotland that national squads will only be selected / announced in categories that have confirmed international competition and/or development activities as authorised by the Netball Scotland Board.

Procedure

Netball Scotland national ‘long’ squads will consist of a maximum of twenty four (24) players or as otherwise directed by the Netball Scotland Board following Performance Director recommendations. Official Netball Scotland squads for International matches will consist of a maximum of twelve (12) players. If competing in a series of test matches a maximum of 16 athletes may be selected to cover the series of matches. Where national squad coaches/appointed selectors are available, potential national squad members’ performance will be assessed/monitored during national competition/events and identified athletes will then be invited to attend national trials. After a ‘long’ squad has been selected, if an additional athlete is identified by a national coach or national selector and recommended to the Lead Coach for inclusion in the long squad, the Lead Coach will decide if that athlete should be invited to train with the ‘long’ squad with a view to selection. This decision will remain with the Lead Coach who may involve the assistant coach in making that decision. Netball Scotland will also advertise the opportunity to trial for national squads to all member clubs, member associations and development groups, in writing. An athlete wishing to attend a national trial must complete the official application form and return to the trial organiser by the due date. Netball Scotland High Performance Group (HPG), under the direction of the Performance Director, will appoint a panel of suitably trained national selectors to assist National Coaches with the selection of athletes at trials. Only appointed national squad coaches/selectors will evaluate athletes with a view to national squad selection. The final squad produced by the Lead Coach must be submitted to the Performance Director for release to the media within four (4) days of the agreed selection date. Should an athlete be eligible and able to play in more than one International age group competition, the Performance Director will have absolute discretion as to which squad is most suitable for that athlete. Within fourteen (14) days of the ‘long’ squad being announced, selected players shall receive a letter from Netball Scotland confirming their selection and detailing training and competition information, as well as administration information which may include the level of athlete contributions required.

ANNOUNCEMENT OF NATIONAL SELECTIONS POLICY

It is the policy of Netball Scotland to announce national representative squads upon selection.

Procedure

The announcement of these squads will take place as directed by the Chief Executive of Netball Scotland. A media release of the selected squad will be distributed by the appointed Netball Scotland Media Officer within four (4) days of the selection of the squad/team.

SELECTION DISPENSATION POLICY

It is the policy of Netball Scotland that athletes who sustain an injury and/or illness during training / competition, and feel this could affect their chances of identification and/or selection, can apply for consideration to selection under extenuating circumstances.

Procedure

It is the responsibility of the athlete concerned to notify the Performance Director of their circumstance and request a late trial. Notification must be in writing and should be sent to the Performance Director by e mail to [email protected] The athlete making the enquiry, where possible, will receive a reply in writing from the Performance Director before fourteen (14) days have elapsed from receiving that request.

SELECTION ENQUIRIES POLICY

It is the policy of Netball Scotland that any enquiries regarding the selection/non-selection of an athlete to a national squad must be dealt with as follows:

Procedure

No national official, other than the Lead Coach concerned or where appropriate, the chair of selection panel at national selection events, will answer specific queries regarding the selection/non-selection of an athlete for a Netball Scotland national squad following the announcement of that national squad. Enquiries from an athlete regarding their non-selection to a national squad must be made in writing to the Lead Coach who will co-ordinate the response with those involved in the decision and copy to the Performance Director. The athlete making the enquiry, where possible, will receive a reply in writing from the Lead Coach concerned, before fourteen (14) days have elapsed from receiving that enquiry.

NATIONAL SQUAD ATHLETE REPLACEMENT POLICY

It is the policy of Netball Scotland that if an athlete in a national squad has to be replaced, the replacement will be drawn from the ‘long’ squad. There will be no priority order for athletes who are not in the final squad but are in the long squad.

Procedure

Once it has been confirmed that a replacement is required, the decision on which athlete is to be selected as the replacement, will be made by the Lead Coach, where appropriate, in liaison with their Assistant Coach. The replacement athlete will be notified immediately by the Lead Coach via a phone call. Official notification in writing from Netball Scotland will follow this verbal notification within fourteen (14) days.

PROGRAMME ADHERENCE POLICY

It is the policy of Netball Scotland that national squad members must attend all training sessions, camps and competitions scheduled by the governing body. If a national squad member is unable to attend a training session / camp and/or competition due to extenuating circumstances, they must contact the Lead Coach directly to confirm their non -attendance.

Procedure

Any national squad member applying for a dispensation from attendance at a training session / camp and/or competition must do so directly to the Lead Coach via a phone call. When responding to a request for dispensation, the athlete must clearly state the reason/s for non-attendance at the training session/camp/competition concerned. The Lead Coach must receive the request for dispensation no less than fourteen (14) days prior to that training session /camp and/or competition, or immediately the squad member becomes aware of their inability to attend.

If that national squad member’s request for dispensation is not granted, they will be informed by the Lead Coach or their delegate, that their attendance is required at the training session / camp and/or event. If the national squad member does not comply with the request, their position in the national squad will be immediately reviewed by the Lead Coach.

ATHLETE REMOVAL POLICY

It is the policy of Netball Scotland that athletes may be removed from national squads if it is considered by Netball Scotland that they are not meeting the criteria set out for a national squad member.

Procedure

Any athlete considered by the management of that squad not to be meeting the criteria of the squad, be it non-performance, attitude, injury or behaviour not befitting a national squad member, must have their actions recorded in writing from the first instance of concern by team management. The athlete shall then be spoken to by a representative of team management / Netball Scotland with regard to their not meeting the squad criteria. This meeting is to be recorded in written form. The athlete concerned will then be sent official notification by team management / Netball Scotland of their not meeting the criteria as set for a national squad member. If matters are of such serious nature, either initially or over a period of time, all written documents are to be signed by the management personnel concerned and sent to the Performance Director of Netball Scotland for action. The Performance Director and Lead Coach will then convene a meeting with the athlete concerned to discuss the issues, seek resolution and agree actions. These actions will be recorded in writing and signed by all 3 parties. If the issue is not resolved as agreed during this meeting, the athlete will receive written advice from the Lead Coach confirming that they have been removed from the squad.

ATHLETE WITHRAWAL POLICY

It is the policy o Netball Scotland that athletes who voluntarily withdraw from a Netball Scotland national squad without a confirmed, legitimate reason, satisfactory to the Lead Coach of that squad, will risk not being considered for future selection to national representative squads.

Procedure

Any athlete who is voluntarily withdrawing from a national squad must do so in writing to the Lead Coach of that squad. This letter must be received within seven (7) days of the athlete becoming aware or knowing that they have to withdraw. This letter must contain, in detail, the reason for the athlete’s withdrawal from the national squad. Any Netball Scotland official receiving information that an athlete is withdrawing or intending to withdraw, should inform the athlete of their obligation to notify the Lead Coach immediately.

NATIONAL MANAGEMENT TEAMS SELECTION POLICY

It is the policy of Netball Scotland to select national management teams, only for categories that have confirmed international competition. Wherever possible, national management teams will comprise 4 positions that are Lead Coach, Assistant Coach, Manager and Primary Carer. All national management team appointments, where possible, will be for a 2-year agreement period.

Procedure

Netball Scotland will advertise the national management team positions to all member clubs, member associations and development groups, in writing. Applicants will be required to complete the official application form and submit this form to the Netball Scotland Performance Director by the due date as specified. A 3-person selection panel will be appointed consisting of the Performance Director, National Coach and one other Netball Scotland official. In the case of interview for the full time National Coach position , the 3 person panel will consist of the Performance Director, NS board member or an appropriate member of Netball Scotland appointed by the board and a sportscotland representative. Only the Lead Coach and Assistant Coach applicants will be interviewed by the selection panel, with the Manager and Primary Care applicants considered based on their applications submitted and therefore not interviewed. During the Lead Coach interview, the applicant will be asked to confirm their preferred management team personnel. All applicants will receive written notification of their selection/non-selection within seven (7) days of all interviews having been completed. Appointed national management team personnel will receive an official letter of appointment stating their assigned national management team personnel, appointment period, with position job description attached. All appointed personnel will be required to sign Official Agreements. Their appointments will be made pending their written acceptance of the Official Agreement. An opportunity for appeal regarding the selections made, will be provided as per the Netball Scotland Disciplinary & Appeals Procedures. There will only be two grounds for appeal which are: Selection was not made according to due process or agreed criteria There was unreasonable bias or conflict of interest in one or more selectors.
