Since the collapse of the Soviet Union in 1991, governments of the former Soviet republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan have been preoccupied with reforming their mainstream education systems, but they have tended to overlook the dynamic growth of private supplementary tutoring.
