Thank you for the opportunity to make a submission to this important inquiry Introduction and overview The Conservation Council of WA is the State's leading environmental group representing over 100 local environment groups. We believe there is a lack of clear responsibility for regulating impacts on water quality, a lack of rigor and consistency in protecting the quality and availability of water resources, and a lack of strategic policy in the allocation of water resources at a state level here in Western Australia. As a result, our water resources are being placed at risk by the activities of extractive industries including mining and petroleum developments. Water allocation Water allocation in Western Australia is done on a ‘first come, first served’ basis, and there is no current provision for statutory water allocation plans to be put in place. As a consequence, many groundwater areas have no strategic management framework or objectives to guide allocation decisions, regional groundwater studies are often not undertaken before allocation decisions are made, sustainable yields are not well understood, and planning for future water resource demands is not a feature of allocation decisions. Protection of water quality The regulatory regime applied in Western Australia for the protection of groundwater water quality is in our view inadequate for the maintenance of environmental values and the protection of human health. There is no single agency or regulator responsible for the setting and enforcing of groundwater quality standards or protections.
