Political Islam includes the establishment of Sharia (the body of Islamic religious law), which contains harsh restrictions on freedom of expression, as well as harsh punishments for apostasy and blasphemy and standards at odds with modern Western norms of gender equality. Political Islamists are actively attempting to extend the reach of Sharia over Western cultures and legal systems. European countries have been confronting the issues described longer than the U.S. has, and the paper summarizes efforts made by selected European countries to address them. At the end of each section, a summary is provided of U.S. laws (where applicable), and normative recommendations are made as to how gaps in laws and policy in the U.S. might best be filled. Certain U.S. states and localities, such as New York City, may be developing different ways of approaching the issues addressed in this paper – legal and social solutions to violence and restraints on women’s rights in Islamic immigrant communities in the U.S. are still in flux. First, we investigate reports of these crimes and compile data, which is not currently tracked by any law enforcement or government agency. Second, we inform the public and raise awareness about the presence of these crimes in the U.S. Third, we work to persuade politicians and policymakers to prioritize the enforcement of laws that protect women’s rights and, where necessary, to create special legislation to protect the rights and freedoms of women and girls from oppression justified by religion and culture. Fourth, we offer training and support to law enforcement and service providers about these issues and refer women who contact us for help to appropriate services. © Jan Grarup Annual Report 2014 AHA Annual Report | 2014 Dear Friend, It’s easy to feel hopeless with tragic events occurring all around us: terrorists murdering 12 journalists in Paris; terrorists shooting four hostages dead in a Paris kosher market; a school massacre in Pesha- war that killed 150 students and teachers; a gunman in Sydney taking 17 hostages, ending with two hostages killed along with the attacker. These acts of violence and terrorism are brutal and shocking. What’s more, they underscore a discon- nect between societies that value peace, democracy and individual freedoms and extremist groups that are violent, undemocratic and intolerant. Women and girls su!er the most under radical extrem- ism as they are prevented from accessing an education and health care; exposed to violence and abuse such as kidnapping, rape and murder; and marginalized politically and socio-economically. We must stop it. Our founder, Ayaan Hirsi Ali, often states that changing the status of women and girls is the key to challenging radical extremism and ending terror. She’s right. We must change the status of women and girls globally, so they can create peace and prosperity for themselves, their communities and the world. The pages that follow include the AHA Foundation’s 2014 Annual Report. You will see that elevating the status of women and girls is at the heart of our e!orts to create a more peaceful, democratic world. Working under this guiding principle, our 2014 policy advocacy e!orts sparked legislation that protects girls from female genital mutilation. We enabled frontline service providers to understand and more e!ectively address occurrences of honor violence, and we helped survivors of these hor- rible crimes thrive.

ANNUAL REPORT 2016 AHA Foundation Annual Report | 2016 Dear Friends, 2016 was a banner year. During this penultimate year leading up to our ten-year anniversary, we embarked on a project to take stock of our past success, evaluate our programs, and to ensure that our work moving forward was closely aligned with the advocacy and research of our founder, Ayaan Hirsi Ali. Since inception, we have trained more than 2,500 law enforcement and other professionals likely to encounter victims of honor violence. We have helped almost 200 women and girls who came to us in crisis, facing abuse from their families or, increasingly, from their oppressive governments. We have put in place federal and state laws that make our country a safer place to be a woman or a girl. photo © Jan Grarup photo In 2016 alone, we launched an innovative e-learning facility to provide trainings to frontline service providers and created a new online resource for girls at risk of honor violence, a Know Your Rights brochure. As a result of our advocacy efforts, 11 bills that protect women and girls from harmful cultural practices were successfully advanced. NEW YORK, NEW YORK DECEMBER 2011 Dear AHA supporter: We are pleased to present the AHA Foundation 2011 Annual Report. We are very proud of our accomplishments this year and are delighted to share our ongoing initiatives with you. Over the past year, the AHA Foundation has continued its crucial work defending women in the West from oppression and violence perpetrated in the name of religion and culture. Some highlights from our 2011 activities are as follows: • In June, we hosted the first-ever U.S. conference on the topics of honor violence and forced marriages. Ayaan Hirsi Ali, joined by experts from around the world, discussed these important issues before an audience that included representatives from the NYPD, FBI, District Attorney’s Offices, Mayor Bloomberg’s office, and various advocacy organizations. The conference was widely publicized and participant feedback was overwhelmingly positive. • The AHA Foundation has intensified its efforts to expand and strengthen federal and state legislation on issues such as female genital mutilation and domestic violence. We have drafted model legislation for states that have yet to specifically criminalize female genital mutilation and have also proposed an amendment to the federal Violence Against Women Act that would address honor violence. • This fall, we initiated a substantial research project with The John Jay College of Criminal Justice that seeks to quantify the incidence of honor violence, forced marriages and female genital mutilation in the United States – something that has never before been done. Armed with the results of this study, the Foundation will be in a much stronger position to persuade government leaders to direct attention and resources to these issues.
