Placer County Transportation Planning Agency Page ii Chapter 1 Introduction The Placer County Transportation Planning Commission (PCTPA) is currently undertaking an update of the Short Range Transit Plans (SRTPs) for the transit services in western Placer County. Using the services of LSC Transportation Consultants, Inc., SRTPs are being developed for Auburn Transit, Roseville Transit, Placer County Transit (including services provided for the City of Rocklin and the City of Lincoln), as well as the Western Placer Consolidated Transportation Services Agency. As an initial step, individual technical memoranda have been developed for each of the four transit/transportation entities that describe and review existing services. This specific document provides this review for the Placer County Transit program, operated by Placer County Department of Public Works. Subsequent study documents will evaluate potential improvements to transit services, capital enhancements, funding strategies and management/marketing programs. As a whole, the individual documents will be melded into the draft and final SRTP reports for each transit provider. Section 14036 of the Government Code requires the Department to produce a five-year Rail Passenger Development Plan every other year. Caltrans is producing this ten-year California Rail Passenger Program Report, which includes all of the information required by Section 14036 for the five-year plan, in order to provide an extended planning horizon for rail passenger service in California. The Report examines passenger rail transportation in California. The Report reviews the current operations of State-supported intercity rail passenger service and outlines the Department's ten-year plan for intercity service for the period 1993/94 through 2002/03 for capital improvements and service expansions. Also, for the first time the State's rail report includes a summary of current operations and expansion programs for all forms of passenger rail: intercity, commuter and urban. Chapter V - The State Intercity Rail Capital Program displays a ten-year program of capital improvement projects to upgrade and expand the three State-supported intercity routes. The program totals $1.2 billion, of which 77 percent has identified funding sources.

    Chapter 4 Existing Services OVERALL SERVICE DESCRIPTION Placer County Transit Placer County Transit is operated by the Placer County Department of Public Works and Facilities (DPWF). Services initially began in 1974. Local fixed route service is provided directly by Placer County and operation of Dial-a-Ride (DAR) services and commuter routes are provided by contract. Maintenance, operations and administrative services are operated out of offices and facilities located on F Avenue and Second Street in Auburn, California. Services are provided Monday through Saturday. No services are operated on Sundays. PCT services are described below and displayed and summarized in Tables 6 and 7. Figure 24 graphically displays the routes. PLACER COUNTY TRANSIT SERVICES The regional fixed route service consists of a total of six routes that connect and serve the population centers of western Placer County. Route 10: Auburn to Light Rail Route The Auburn – Light Rail Route provides express service between Auburn Station and the Sacramento RT Watt/I-80 light rail station with only three stops along the way: Rocklin Road at Sierra College, Roseville Galleria, and Louis/Orlando in Roseville. This hourly service operates Monday through Friday from 5:00 AM to 9:00 PM with reduced Saturday service hours from 8:00 AM to 7:00 PM. No Sunday service is provided. Passengers can transfer to and from the Sacramento RT light rail blue line, which serves downtown Sacramento and then continues to Consumnes River College. Two buses are operated over a two-hour round-trip. Route 20: Lincoln/Rocklin/Sierra College Route The Lincoln Sierra College Route runs hourly between Sierra College and the City of Lincoln, through the City of Rocklin.

    This is a trip I’ve toyed with taking for at least a decade. I’ve planned different variations on it, sometimes considering travel by myself and sometimes with my late sister Margaret. This summer was the time it would finally happen. I’d be making a series of hops on Amtrak’s California Zephyr train, stopping in Salt Lake City, Sacramento, Glenwood Springs, and Denver—with time in each to explore the area and make a few side trips. Most of the things I’d see would not be the main tourist sights, but I was still looking forward to the trip immensely. I’m writing this installment while heading west across southern Iowa on the train. Today has already been a long day, so I’m going to see if I can sum things up a bit before I start to forget things. As I do pretty much every Sunday, I read at church this morning. Today’s was an unusual service, because we were serenaded by the Cornbelt Chorus barbershop group. They sang three gospel songs and did a very nice job with them. Unfortunately it was a bit embarrassing that there were nearly as many people singing as there were watching. There were fourteen barbershoppers, plus a photographer, and we had just nineteen in church this morning. That’s the lowest we’ve had in quite a while, and I’m not sure why attendance was so bad. Aside from the music, the most memorable part of the service was what would have been the children’s sermon if any children had actually been present.

Executive Summary Introduction Applegate is a community in Placer County (County) located approximately 9 miles northeast of the city of Auburn along Interstate 80 (I-80) (Figure ES-1). The County provides public sewerage to the portion of Applegate that falls within the County Service Area. The existing sewer collection system currently provides service to approximately 54 equivalent dwelling units (EDUs) (37 active and 17 inactive). The active EDUs consist of 23 single-family homes, and five commercial connections, including a church, a firehouse/civic center, offices, one motel, and the library. Constructed in 1974, the Applegate Wastewater Treatment Plant (WWTP) consists of three evaporation and percolation ponds, each approximately 1 acre in size and about 6 feet deep (Figure ES-2), designed to operate in series. A chlorination system was later added to disinfect partially treated effluent flowing from Pond 2 to Pond 3 in anticipation of annual discharges from Pond 3 to Clipper Creek. The pond treatment and disposal system design capacity is inadequate for the current hydraulic loading. To further compound the hydraulic capacity issue, there is groundwater inflow to Pond 3.
