Nineteenth and twentieth century historical chroniclers often downplayed the historic presence of the Mississaugas and their Indigenous predecessors by drawing on doctrines of terra nullius , ignoring the significance of the Toronto Purchase, and changing the city’s foundational story from the establishment of York in 1793 to the incorporation of the City of Toronto in 1834. These chroniclers usually assumed that “real Indians” and urban life were inimical. Often their representations implied that local Indigenous peoples had no significant history and thus the region had little or no history before the arrival of Europeans. Alternatively, narratives of ethical settler indigenization positioned the Indigenous past as the uncivilized starting point in a monological European theory of historical development. i i iii In many civic discourses, the city stood in for the nation as a symbol of its future, and national history stood in for the region’s local history. The national replaced ‘the Indigenous’ in an ideological process that peaked between the 1880s and the 1930s.

One of the key objectives of the study is to better define the role Bathurst plays as a boundary between the area formally designated as "Downtown and Central Waterfront" (Official Plan Chapter 2, Map 2) and the rest of the City. The motion can be found at the following link: http://app.toronto.ca/tmmis/viewAgendaItemHi story.do?item=2012.TE17.57 The study examined the land uses, built-form, heritage, retail characteristics, public realm, and policy framework. Community consultation included four community meetings, one community workshop for the whole corridor, a visioning workshop for the Bathurst and Bloor four corners, and a survey on retail use and shopping patterns. The outcome of the Study is a recommendation to amend Zoning By-law 438-86 Section 12(2)270 to regulate retail and service uses. In Bathurst Street – Queen St W to Dupont Street - Final Report 1 V.05/13 addition, an Official Plan Amendment is recommended to introduce a site and area-specific Official Plan Policy that defines the existing elements of the street to be retained and enhanced along with direction for areas of the street than can accommodate change.

This report recommends that the names "Crestfallen Lane", "Perly Family Lane", "Belmira Fumo Lane", "Mission House Lane", "Sunnyview Lane", "Epworth Manse Lane", "Ken Lai Lane", "Max Hartstone Lane", "John McIntosh Lane" and "Tandy Murch Lane" be approved to identify 10 of the lanes. A future staff report will address the remaining lanes to be named. Community Councils have delegated authority to decide street naming matters which comply with the City of Toronto Honourific and Street Naming Policy.     STAFF REPORT ACTION REQUIRED Bathurst Street – Queen Street West to Dupont Street: Official Plan Amendment – Final Report Date: July 8, 2014 To: Toronto and East York Community Council From: Director, Community Planning, Toronto and East York District Wards: Ward 19 – Trinity-Spadina Ward 20 – Trinity-Spadina Reference 14 155462 STE 19 OZ Number: SUMMARY In July 2012, City Council directed staff to initiate a planning study focussing on built form and land use on both sides of Bathurst Street from Dupont to Queen Street. The study is now complete and this report recommends the adoption of a new Official Plan Site and Area Specific Policy (SASP) to guide development in the study area. The recommended SASP defines the existing elements of the street that should be reinforced and enhanced, along with direction for areas of the street than can accommodate change. The draft policy reinforces the prevailing fine grain character of the street while providing more emphasis on public realm and streetscape, heritage, character of the street, intersections with Avenues and with Dupont Street, and transition to adjacent residential uses. The initial Final Report on the study, which was approved by City Council at its meeting on July 8, 2014, recommended an amendment to former City of Toronto Zoning By-law 438-86, Section 12(2)270 to limit the total amount of non-residential gross floor area of any one retail establishment in the study area to 3,500 Staff report for action – Final Report – Bathurst Street – Dupont St. to Queen St.West 1 V.05/13 square metres, and limit the width of any single retail or service use on the ground floor to 12 metres.

    ATTACHMENT NO. 5 Historical Development of the Bathurst-Bloor Four Corners Study Area Lumsden, The Estates of Old Toronto, 1997, 10: south of Bloor Street West, the arrow marks Bathurst Street, the dividing line between Park Lots 18 and 19 After Toronto was founded as the Town of York, the land north of the townsite between present-day Queen and Bloor Streets was parceled into 100-acre "Park Lots" that were awarded to members and associates of the provincial government for country estates. North of Bloor, 200-acre farm lots were subdivided on either side of Yonge Street, which was surveyed in 1796 as a military road to the northern hinterland Tremaine, 1860 (left) and York County Atlas, 1878 (right) The arrow marks the Bathurst-Bloor intersection. Present-day Bathurst Street originated as "Crookshank's Lane," the road to the estate developed by George Crookshank on the park lots and farm land near Bathurst-Bloor. Crookshank sold the lands northwest of this intersection in the 1850s where, a decade later Seaton Village was laid out as a residential subdivision and developed afterward as an unincorporated area adjoining the north boundary of the City of Toronto. Goad's Atlas, 1884, south (left) and north (right) of Bathurst-Bloor The arrow marks the Bathurst-Bloor intersection in the above and following maps. The former park lots southeast and southwest of the Bathurst-Bloor intersection were also subdivided during the late 19th century when the opening of residential neighbourhoods was traced on Goad's Atlases (fire insurance maps). The 1884 Atlas (above left) was the first to illustrate this part of the city where little development had occurred south of the intersection (although Bathurst Methodist Church was in place to serve new congregants), and to the northeast (above right) Seaton Village was soon to be annexed by the City of Toronto in 1888.
