HOUSING DIVERSITY AND AFFORDABILITY IN NEW JERSEY’S TRANSIT VILLAGES By Dorothy Morallos Mabel Smith Honors Thesis Douglass College Rutgers, The State University of New Jersey April 11, 2006 Written under the direction of Professor Jan S. Wells Alan M. Voorhees Transportation Center Edward J. Bloustein School of Planning and Public Policy ABSTRACT New Jersey’s Transit Village Initiative is a major policy initiative, administered by the New Jersey Department of Transportation that promotes the concept of transit oriented development (TOD) by revitalizing communities and promoting residential and commercial growth around transit centers. Several studies have been done on TODs, but little research has been conducted on the effects it has on housing diversity and affordability within transit areas. This research will therefore evaluate the affordable housing situation in relation to TODs in within a statewide context through the New Jersey Transit Village Initiative. Data on the affordable housing stock of 16 New Jersey Transit Villages were gathered for this research. Using Geographic Information Systems Software (GIS), the locations of these affordable housing sites were mapped and plotted over existing pedestrian shed maps of each Transit Village. Evaluations of each designated Transit Village’s efforts to encourage or incorporate inclusionary housing were based on the location and availability of affordable developments, as well as the demographic character of each participating municipality. Overall, findings showed that affordable housing remains low amongst all the designated villages. However, new rules set forth by the Council on Affordable Housing (COAH) may soon change these results and the overall affordable housing stock within the whole state. -

Thousands of NY Waterway ferry commuters save an hour or more per trip, the equivalent of a one-month vacation every year. Ferries provide comfortable seating in climate-controlled cabins, but many passengers elect to ride outdoors, experiencing the exhilaration of the trip and the breath-taking views. Passengers’ biggest complaint is that the ride is too short. A fleet of 70 NY Waterway buses provide a free, seamless commute between ferry terminals in New York and New Jersey and inland locations. “Our commuter ferries provide safe, convenient and efficient commuter services, reducing traffic and pollution in the Metropolitan area,” says NY Waterway President & Founder Arthur E. Imperatore, who started the business in 1986. Operating out of beautiful ferry terminals on both sides of the Hudson River, NY Waterway provides an unrivaled commuting experience. Commuter routes include: Port Imperial in Weehawken NJ, to West 39th Street in Manhattan, all day, seven days a week. Port Imperial to Brookfield Place / Battery Park City Ferry Terminal, morning/evening rush hours, weekdays; all day weekends. Garden State Preservation Trust Fiscal Year 2011 DRAFT Annual Report This is the Annual Report of the Garden State Preservation Trust for the Fiscal Year 2011 from July 1, 2010 to June 30, 2011. It has always been goal and mission of the Garden State Preservation Trust to place preservation first. This report reflects that priority. The most common suggestion concerning prior annual reports was to give more prominent placement to statistics about land preservation. This report is structured to place the preservation data first and to provide it in unprecedented detail. Information and financial data concerning GSPT financing, recent appropriations and agency operations are contained in the chapters which follow the acreage tables. This is to be construed as the full annual report of the Garden State Preservation Trust for the 2011 Fiscal Year in compliance with P.L. 1999 C.152 section 8C-15. It is also intended to be a comprehensive summary of required financial reporting from FY2000 through FY2011. This document updates the financial and statistical tables contained in prior annual reports. -

Our goal will to be to gain an understanding of both the critical events that shaped the city specifically, but also to engage in the narrative threads that define urban evolution in the United States more broadly. We will begin our story before the Puritans arrived and end it with an assessment of where we are today. This course is how Newark became Newark, and all the meanings that encompasses. Learning Goals Through class discussion, students will interact with the materials, the instructor, and their peers. In the process, they will practice both their public speaking skills, and learn how to engage critically with the arguments and evidence of the texts. Students will also regularly practice their writing skills in essay exams and papers. In both the written assignments and the class discussions, students will develop their analytical skills by identifying the course readings’ main theses, supporting arguments, evidence, assumptions, and rhetorical strategies.
