He's replacing Stagg Newman, who's ending a two -year stint at the Commission on January 14 and moving to North Carolina for family reasons. University of Pennsylvania professor David Farber helped create the first electronic telephone switching technology at Bell Labs over 30 years ago and has been involved in cutting -edge Internet applications since then. Farber will keep his teaching appointment at Penn after starting the position at the FCC (he was an expert witness for the Justice Department in last year's antitrust trial against Microsoft).
