    JACOBSTOW PARISH COUNCIL Minutes of Meeting held on 7th November, 2017 1) Attendance – Cllr. Norman Osborne chaired the monthly meeting of the Parish Council with a full attendance of Councillors and five members of the Public. Apologies received from County Cllr. Nicky Chopak. 2) Declaration of Interest/Dispensations – No Declarations in respect of this Agenda. 3) Minutes – The minutes of the previous meeting were read and signed as correct. 4) Planning – The Granary. Higher Langdon – The Meeting was thrown open at this point as a neighbour Mr Andrew Vogel explained that the window modification of the Barn is not as in the original plan submitted in 2009. Clerk to write to Cllr. Chopak and the Planning Officer regarding this. 5) Balance at Bank – It was noted that the balance at the Bank is £14,827.53 in the Current A/C and £6,200.12 in the Primrose A/C. 6) Scott Mann - Posters received giving details of Scott Mann’s Advice Surgeries held in Bude, Bodmin, Launceston & Wadebridge. 7) Age UK - Transport - Clerk confirmed that Age UK Transport do operate in this area. 8) Planning Application - Mr & Mrs Jose, Higher Cavans, Jacobstow – Cornwall Council refused this Application. 9) Planning Application – Ms J Marriott . Langdon Hill Cottage, Canworthy Water. Cornwall Council approved this. 10) Planning Application PA17/09450 – Dr & Mrs Waumsley, Southcott Meadows, Jacobstow. Rear & Side extensions & alterations. This is a modification to the original plans in that there is to be no balcony. Councillors support this application. 11) Planning Application PA17/09368 – Mr & Mrs Palmer, Knowle Farm, Poundstock, Bude – Conversion of adjacent barn as additional accommodation to house with new single-storey link.

Cornwall is a historic nation, with its own culture, traditions and language, while the Cornish are recognised as a national minority. This places many obligations on the UK Government and, with this in mind, it is my hope that Members of Parliament will wish to ensure that the Cornish border which has been in existence for more than one thousand years is respected in all future boundary reviews and no seats will be created that span Devon and Cornwall. The Parliamentary Voting System and Constituencies Act was passed in 2011 and put in place a process to reduce the number of MPs to 600 and ensure that all seats (except for four named examples) would be within 5% of the average UK electorate. This meant that it was statistically impossible to ensure that all Cornish constituencies would lie entirely within the boundaries of Cornwall (and the Isles of Scilly). When the Boundary Commission for England published its proposals for new constituency boundaries, it inevitably included a parliamentary seat that straddled Devon and Cornwall. This caused considerable upset in Cornwall. Hundreds and hundreds of people opposed the new seat and there was even a protest at Polson Bridge on the Cornish border. Since the Parliamentary Voting System and Constituencies Act (2011) came into being, there has been a significant development that requires consideration.

    Chair’s Report by Joy Bassett, May 2021 Since our AGM in July 2020, despite the pandemic and most of the year spent in Lockdown, I am pleased to report that we still managed to achieve a great deal. 1. Holding our meetings via Zoom, in addition to our monthly meetings we managed to continue with the twice monthly breakfast meetings to help maintain contact with members of the business community and to help keep them encouraged, informed and provided with a space to share thoughts and ideas. Our MP, Scott Mann, came on the first Tuesday of each month to hear from business owners about their concerns and to keep us informed of any new COVID support and updated guidelines. During the last year, we have had some interesting and informative guest speakers attend the breakfast meetings. These include Darren Buckley from Cornwall Chamber, John Negus also from Cornwall Chamber to talk about making the most of Brexit, Cllr Jayne Kirkham on Cornwall Council’s Procurement Policy and her proposed motion to spend more of the Council’s budget with Cornish suppliers, Cllr Tim Dwelly, as the Portfolio Holder at the time for Culture, Economy and Planning on investment in Bodmin as well as local business owners such as Dan Dicker from Circular & Co and Russell Cosway from Gydeline. 2. Bodmin Chamber took part in the Cornwall Virtual Festival of Business on 3rd November with the spotlight on Flann Microwave, Cornwall Dairy Vets, Cornish Lime, Bodmin Jail Hotel & Resort and Proper Cornish. Five successful local Businesses that Bodmin is proud to celebrate and boast about! 3.

We are over the moon to see that we are firmly lodged into people’s minds and they think of us whenever they need to let the whole village know about something they are planning This is the situation we have been hoping for since we set the Journal up. The flip side to this is that sometimes the deadline gets a bit squeaky and we end up having to do a major juggling act to get everything in. So in future the deadline for articles will be on the 15th of the month before the Journal is due to be published. So, for example, for this Journal dated June/July, the deadline was 15th May. I am afraid we are going to have to be strict about this if the Journal team are to remain sane!. If you do miss the deadline, don’t despair, you can always post the village event or club on our Facebook page at jacobstow village. Why not join and get involved, we can also maybe share ideas and anything that you want to sell or swap can also be bunged on. As this is a page for the community the same rules apply here as for this Journal, the Website and indeed the community notice boards. You cannot advertise a business or event that does not have the interest of the village at heart.
