In any process of change, some people or groups are likely to gain more benefit than others. To this end all regeneration programmes need to be managed to ensure that the positive impacts of the regeneration are maximised and correspondingly to ensure that the negative impacts are minimised. In this context, the regeneration of the South Lambeth Estate has undergone an Equality Impact Assessment (EIA). 1.2 This independently commissioned Equality Impact Assessment, a refresh of the 2015 EIA completed for the South Lambeth Estate, is a review of the policy backdrop and key data sources. Indeed, it has itself been refreshed since its first iteration in September 2017. It seeks to understand how this regeneration programme will impact on different equality groups and Protected Characteristics. Central to this EIA is the need to distinguish between regeneration impacts per se and equality impacts specifically. 1.3 This EIA has reviewed the equality impacts of: . The key decisions required of Cabinet . The proposed Compulsory Purchase Order (CPO) . The regeneration proposals including resident engagement, design, planning and phasing . Key guarantees for tenants and leaseholders. Approach and methods 1.4 This EIA has included a comprehensive desktop review of core legislation, policy and council papers. These are set out in Appendix 5 of the EIA evidence base. Data previously held by the borough has also been reviewed. This data only addressed the equality characteristic of age, gender, ethnicity and disability. Moreover, the bulk of this information is related only to the head of each household surveyed as opposed to all those living in each household. 1.5 On this basis, it was agreed with the Housing Regeneration Team that this EIA would be supplemented with targeted household surveys completed by a dedicated survey interview team. $es1hhqdb.docx 4 5-Dec-1810-Aug-18 Key household survey findings 1.6 The survey was undertaken between the 1st and 2nd week of August 2017 and supplemented with a number of update surveys in July 2018. Full details of the household surveys are set out in the main report in Section 4 and further details in Appendix 3. These survey responses were based on self-declarations of the members of each household. 1.7 The headline equality findings of the primary research completed are: o BAME populations on the South Lambeth Estate are larger than those researched through the Housing Needs Assessment (HNA) process in 2015. There is a 17% white British and 85% non-white British population. There is a significant Portuguese/Latin American population on the estate; the data describes some 26% of 'other white' categories on the estate. NB: The survey shows a significantly higher proportion of non-white British residents (85%) than the previous HNA profile of 52% and the borough population profile of 43% (this could be due to boundary change or fluctuation in response rates). o The gender profile of the estate is comparable with the borough gender profile (50%-50% male-female). o 13% of respondents on the estate stated they have a disability. However, there are some residents with serious conditions which are likely to be impacted on by the regeneration proposals, particularly in the context of noise, accessibility and the general disturbance that is a byproduct of regeneration. o There are a significantly smaller proportion of children and young people under 18 within the development red line area than there is outside it o The over 65 population on the estate accounted for 11.7%. In contrast 15.6% of the population inside the development red line area were over 65’s compared to 7.4% over 65 outside the development red line area. Therefore, there are more retirees in the development red line area. o 6.0% of respondents stated they were gay, lesbian or bisexual. 1% of responding tenants stated they were gay or lesbian where as 11% of leaseholders stated they were gay or lesbian. o 61% of respondents said they were Christian and 11% Muslim. o Just under 1% of respondents stated there was someone in their household that is either pregnant or undergoing a period of post birth care or maternity/paternity leave. o In terms of marriage and civil partnership it is worth noting that in some of these cases the legal status does have an impact when tenure and leaseholder status come into play. Moreover, some widowers may have potentially higher levels of vulnerability in a regeneration environment. o English is spoken in 66% of responding households. There is a wide range of other languages spoken on the estate and in virtually all cases English was a secondary language spoken in the household. o 34% of respondents felt there would be a negative impact on the health and wellbeing needs of their household. $es1hhqdb.docx 5 5-Dec-1810-Aug-18 o 12% felt there would be a negative impact on the childcare school provision of members of their household. o 12% felt there would be a negative impact on the employment and skill needs of members of their households. o 10% felt there would be negative impacts on the elderly care and support received by members of their households. o 13% of respondents stated they had a member of their household that was on a means tested benefit although some 64% were on full/partial housing benefit. 1.8 The major issues/concerns raised by residents regarding their perceptions of the impact of the regeneration proposals are highlighted below: Perceived concerns o Residents share feelings of frustration, worry, apprehension and stress about regeneration o Neighbours will move homes, causing difficulties with care and support o Current units need improving with damp and infestations o Concerns over the dismantling of support networks o Concerns around dust, noise, traffic (sleeping for night workers), construction traffic and parking o Concerns around perceived affordability o Loss of trees and green space – thus more unhealthy o Residents with children studying locally have stated that if they move this will negatively impact on their children o Health concerns for children from the dust during the regeneration o Regeneration perceived to negatively affect people’s health conditions o There are some households with residents with severe health conditions which will be negatively affected by the regeneration proposals, these families and their members needs will need to be addressed specifically. Perceived positives o Stairs and kitchen will be bigger and having a downstairs bathroom would be great o Wider for potential wheelchair use o Better, cleaner housing will support better health o Need for more information and knowledge of what is going to happen o More energy efficiency and reduced costs o Better environment

Following Wacquant, it has become the orthodoxy that one of the major vectors of advanced marginality is territorial stigmatisation and that this particularly affects social housing es- tates, for example via mass media deployment of the ‘sink estate’ label in the UK. This article is based upon a multi-method case study of the Aylesbury estate in south London—an archetypal stigmatised ‘sink estate.’ The article brings together three aspects of residents’ experiences of the Aylesbury estate: territorial stigmatisation and dissolution of place, both of which Wacquant focuses on, and housing conditions which he neglects. The article acknowledges the deprivation and various social problems the Aylesbury residents have faced. It argues, however, that rather than internalising the extensive and intensive media-fuelled territorial stigmatisation of their ‘notorious’ estate, as Wacquant’s analysis implies, residents have largely disregarded, rejected, or actively resisted the notion that they are living in an ‘estate from hell,’ while their sense of place belonging has not dissolved. By contrast, poor housing—in the form of heating breakdowns, leaks, infes- tation, inadequate repairs and maintenance—caused major distress and frustration and was a more important facet of their everyday lives than territorial stigmatisation.

It has developed over a number of years in response to the dominance of environmental concerns and technological solutions in urban development and the lack of progress in tackling social issues in cities such as inequality, displacement, liveability and the increasing need for affordable housing. Even though the Sustainable Communities policy agenda was introduced in the UK a decade ago, the social dimensions of sustainability have been largely overlooked in debates, policy and practice around sustainable urbanism. However, this is beginning to change. A combination of financial austerity, public sector budget cuts, rising housing need, and public & political concern about the social outcomes of regeneration, are focusing attention on the relationship between urban development, quality of life and opportunities. There is a growing interest in understanding and measuring the social outcomes of regeneration and urban development in the UK and internationally. A small, but growing, movement of architects, planners, developers, housing associations and local authorities advocating a more ‘social’ approach to planning, constructing and managing cities. This is part of an international interest in social sustainability, a concept that is increasingly being used by governments, public agencies, policy makers, NGOs and corporations to frame decisions about urban development, regeneration and housing, as part of a burgeoning policy discourse on the sustainability and resilience of cities.

From Kidbrooke to Woodberry Down, Clapham Park to Graeme Park, South Acton to West Hendon, there are estates being transformed all across London. All are complicated, but most are moving ahead with pace, delivering more homes of all tenures and types, to a better quality, and are offering improved accommodation, amenities and environments for existing residents and newcomers alike. The key to success in projects as complex as estate regeneration lies in the quality of the partnerships and project teams that deliver them and, crucially, in the leadership offered by local boroughs. That’s why I welcome this new resource from UDL as a useful tool to help those involved with such projects to see what’s happening elsewhere and to use the networks that London offers to exchange best practice. Learning from the successes – and mistakes – of others is usually the key to getting things right. London is a fascinating laboratory of case studies and this new sourcebook is a welcome reference point for those already working on estate regeneration projects or those who may be considering doing so in the future. In cases where specialist ecological surveys have indicated the possible presence of bats, but where bats themselves or signs of bats (such as droppings) have not been detected, it is essential that demolition is carried out in an appropriate and sensitive manner. It should be noted that where bat roosts are found and have potential to be affected by site development, a European Protected Species License (EPSL) from Natural England is required.
