EU Funding for Mekorot: Aiding and Abetting the Israeli Settlement Project
Briefing produced by: PENGON/FOEI Palestine member Stop the Wall Campaign EU Funding for Mekorot: Aiding and abetting the Israeli settlement project Summary Mekorot is the Israeli state water company. It has monopoly control over all water sources in the occupied Palestinian territory and diverts most of the water to illegal Israeli settlements, leaving Palestinians with chronic water shortages. UN reports have criticised Mekorot’s role in Israeli violations of international law, in particular its deep and clear participation in Israel’s occupation of Palestinian territory and illegal Israeli settlements in occupied Palestinian land. Mekorot since the 1950s is running Israel’s national water carrier and is responsible over a single integrated water management system that includes as core areas of water supply the illegal settlements in the occupied West Bank and the occupied Syrian Golan Heights. This implies that any of Mekorot’s operations affects the entire system and makes ‘differentiation’ as mandated by EU policies and international law impossible. Despite this, Mekorot continues to participate in EU funding projects. This completely ignores and runs counter to the repeated calls of the European Parliament, MEPs and civil society for the EU Commission to ensure that “no settlement-related activity can benefit from any EU cooperation programme such as Horizon 2020”1. The technology developed and made available with EU funding risks being applied by Mekorot to maintain the large part of its operations that are illegal activities in Israel’s settlement enterprise. This shows the failure of the application of the 2013 guidelines in effectively achieving Israeli accountability for its violations of international law and human rights and with this the failure of the EU to comply with its obligations under international law. -

Mekorot operates a system of water apartheid: Mekorot has been responsible for water rights violations and discrimination since the 1950s when it built Israel’s national water carrier, which is diverting the Jordan River from the West Bank and Jordan to serve Israeli communities. At the same time it deprives the Palestinian communities from the possibility of access to water: Palestinian consumption in the OPT is about 70 litres a day per person – well below the 100 litres per capita daily recommended by the World Health Organization (WHO) – whereas Israeli daily per capita consumption, at about 300 litres, is about four times as much. Mekorot has refused to supply water to Palestinian communities inside Israel, despite an Israeli high court ruling recognising their right to water. A French parliamentary report called these policies water apartheid. 1/6 2. Mekorot’s vital support for the illegal settlement enterprise: Mekorot support for colonial settlement has continued since the 1967 occupation of the West Bank, Gaza and the Golan Heights. The company took monopoly control over all water sources in the occupied territories, implementing policies that bolster Israeli settlements at the expense of Palestinian communities. The United Nations report of the independent international fact-finding mission on the implications of the Israeli settlements on the rights of the Palestinian people as well as the latest report on the settlements by the Secretary- General of the UN denounce Mekorot’s role in the settlement enterprise. All cooperation with Mekorot inherently benefits from or contributes to the illegal settlement enterprise. -

Introduction Alstom is a French multinational company profiting directly from Israel’s occupation of the Palestinian territory. Alstom is a major partner in the Jerusalem Light Rail, a project that will help to cement Israel's hold on occupied East Jerusalem and tie the surrounding settlements even more firmly into the State of Israel. The JLR project has been declared unlawful by the UN. An increasing number of governments, unions and civil society organisations are taking action to end their complicity with Veolia’s violations of international law. 2. Company profile Alstom is a French multinational transport and energy infrastructure corporation. It recorded sales of €23bn in 2009/10. The company employs 96,500 people across 70 countries.i Alstom has participated in Israeli infrastructure projects for over twenty years and has a 47% share in the Israeli transport market.ii Alstom is a signatory to the UN Global Compact, a voluntary commitment to ten universally accepted principles in the areas of human rights, labour, environment and anti-corruption.iii 3. Jerusalem Light Rail a. An infrastructure project of Israeli colonisation The Jerusalem Light Rail (JLR) will link west Jerusalem to illegal Israeli settlements in Occupied East Jerusalem and will facilitate travel between West Jerusalem and the illegal Israeli settlements in the West Bank. The light rail is one of the Occupation’s key infrastructure projects to literally cement Jerusalem’s fate as a Jewish-only capital of Israel and will help to cement Israel's hold on occupied East Jerusalem and tie the settlements even more firmly into the State of Israel. -

LRT Jerusalem Blue Line
Opening words Following the successful Tender process for the J-NET project, the Ministry of Finance, the Jerusalem Municipality and the Jerusalem Transportation Master Plan Team are intending to publish, during 2020, the Tender for the Blue Line project. The Blue Line will be the third in the city's light rail network. Once completed, approximately 600 thousand of the city's residents and visitors will enjoy an integrated reliable, readily- available and safe light rail network. Jerusalem - General statistics LRT Vision for Jerusalem The objective of the Jerusalem Transportation Master Plan Team is to transform the Light Rail Network in Jerusalem into the central mode of transportation for approximately 40% of the city's residents and visitors. Currently, approximately 15% of private vehicle owners living along the route of the Red Line choose to use the light rail for their daily commute. This fact only serves to strengthen the feasibility of the Jerusalem Transportation Master Plan's objective. The development of the network is based on the Principle of Walkability. When completed, 600 thousand Jerusalem residents will benefit from a light rail station located approximately only 300 meters from their home, workplace, place of study, and cultural centers. As part of the work on the network, extensive infrastructure and development work is done in order to restore the urban space for all city residents, thereby contributing to their mobility and to the promotion of fundamental transportation justice in the city. The Light Rail Network in Jerusalem: 3 Lines, 600 Thousand Trips a Day Once completed, the Jerusalem light rail network will include three main corridors (the Red, the Green and the Blue) which will traverse the city in all directions: Presently, the Red Line, Israel's first light rail line, provides a convenient and fast solution for more than 150 thousand passengers a day who seek to travel within the city. -

WATER-DEPRIVED Aseil Abu-Baker • Israel’s occupation dispossessing Palestinians • of their land and resources ABSTRACT Israel’s occupation of Palestinian territory, currently in its 50th year, includes its systematic control and exploitation of Palestinian natural resources, preventing Palestinians from fully benefiting from their natural wealth. This article examines how, in the case of water, Israel has deliberately denied Palestinians control over and access to their water resources, in clear violation of its obligations under international law, which require Israel as occupying power to protect the occupied Palestinian population and territory. The author argues that through the imposition of discriminatory policies and practices, Israel has created a comprehensive system of control over the water resource, which prohibits Palestinians from exercising sovereign rights over their water resources and forces the dependence of Palestinians on Israel for much of their water needs. Accordingly, Palestinians suffer from a lack of sufficient access to their most basic need; and a severe imbalance of water usage exists favoring Israelis, both those residing in illegal settlements in the Occupied Palestinian Territory and in Israel. The article finishes by examining what role third party states, companies and civil society should play in resisting the exploitation of water by Israel and the national water carrier, Mekorot.
