Summary

Cornwall Community Leadership Delivery Model was scheduled to be signed off December 2006 in order for funding to be released in January 2007. Due to delays the Model was not given approval until July 2007, with the first year’s money being released August 2007.

In order not to delay the positive links made with external organisations and the opportunities available to begin rolling out Year One of the model, Community Leadership Coordinator made the decision to start the first year of the model February 2007.

The success of the first year was down to the support and funding of organisations such as: Cornwall Outdoors; Cornwall Pirates Learning Zone; Bishop Forum and Cornwall Youth Work Partnership, whom were prepared to fund their first courses, as well as Cornwall Sports Partnership funding the role of the Community Leadership Coordinator.

Community Leadership Coordinator was able to deliver most of the awards in the first year, as well as partners having the support to deliver awards through their existing programmes. This has highlighted the opportunity for funding from Year One to extend delivery opportunities to more organisations.

Year one has been a success with; 11 Awards being delivered 2 x Local Tutor Training Days 1 x Under Graduate Tutor Training Day in Plymouth

1.0 Background

Cornwall Sports Partnership has been partnership working with Sports Leaders UK over the last 5 years, developing both educational work and community work.

In October 2002 Cornwall Sports Partnership (previously Active Sport) seconded a Sports Development Officer from Carrick Leisure to develop Leadership across Cornwall within educational establishments, in two years this work successfully had every secondary school and further education college delivering sports leadership awards.

In recent years, 2005 onwards the Cornwall Sports Partnership has been focusing on developments across the county, working in particular with external agencies, including; Cornwall Youth Service, Voluntary Youth Organisations, Police, Connexions, and Local Authority Leisure Services and Sports Development Units.

This led to a Community Steering Group being established in 2004 to support and coordinate developments across the county.

This year to help secure funding to develop leadership through a three year model, Cornwall Sports Partnership agreed to match fund monies from Sports Leaders UK to develop and implement leadership opportunities across the county over a three year period.

A Community Delivery Model for Leadership was written, emphasis being that funds would be used to set up courses, train new tutors and purchase resources. Match funding by CSP would pay for an officer to coordinate one day a week.

The report provides information relating to courses delivered, case studies, and statistics.

Support expenditure and income reports will be attached to this report showing how monies have currently been spent.

It is important to note that the delivery model needed to be flexible in terms of the groups chosen to work with and the courses being delivered. It was anticipated that there may a need to change elements of delivery.

Tutor Training: • Tuesday 30th May: Pilot Tutor Orientation with Police Community Support Officers from Devon & Cornwall Constabulary, Falmouth and Police Station. Delivered by Karen Edmond • Day Course; started at 9am, finished at 4pm. • This was a pilot, looking at the potential of utilising PCSO’s to deliver Day Certificate Awards to adults in communities. • 18 Police Community Support Officer’s and Police Constable’s in attendance.

• Friday 8th June: Local Tutor Training in Pensilva, . Attendees from organisations including YMCA; Cornwall Youth Service; Bishop Forum; Leisure Centres (Restormal District). Delivered by Karen Edmond & Janice Cooke. • Training covered: Level 1 in Sports Leadership, Level 2 in Community Sports Leadership, Day Certificate. Plus providing organisations with information leaflets on other awards available through Sports Leaders UK. • 23 Individuals in attendance.

• Undergraduate Tutor Training Marjons Plymouth: Tuesday 20th November 2007 • This was a request from the national training team at Sports Leaders UK. • The training was aimed at degree level students in their second year at university. • The training provided potential tutors with an Introduction, Getting Started and Teaching Leadership, and covered the Level 1 in Sports Leadership. • 26 Students completed the day

Awards: Day Certificate in Sports Leadership

• Wednesday 21st February 2007: Falmouth & Penryn Extended Services. The Award delivered in conjunction with Cassie Williams – UFA (University of the First Age) Tutor for Cornwall ‘Out of Hours Learning’. The UFA looks at how people learn. Delivered by Karen Edmond & Cassie Williams. 12 Candidates

• May 1st & 8th 2007: LEAP Active Award delivered through LEAP Active with adults from Illogan (). Delivered by Karen Edmond 7 Candidates

• June 28th 2007: Poltair College & Extended Services Award delivered through School Sports Partnership to involve more adult volunteers in delivering activities in the communities around the partnership. Delivered by Karen Edmond 10 Candidates

Young Leaders Award

• Piloted and Delivered through Cornwall Outdoors 24th – 26th October 2006 – This award was delivered and funded through Cornwall Outdoor Education Centre, Delawere. This was the first piloted award run in Cornwall following discussions with Cornwall Sports Partnership. The course was offered to young people during the October half term. A successful award. No numbers provided

• Delivered through Cornwall Pirates Learning Zone 16th – 20th July 2007 Funded by The Big Boost, National Lottery, put together by Centre Teacher Kate Barden, and working alongside Adrian Edwards, Cornish Pirates team manager. Cornwall Outdoors purchased the accreditation as partners. 9 Candidates

• Delivered November 2007 through Falmouth Falcons Material Arts Club – Resources provided by CSP and support given by Community Leadership Officer. 5 Candidates

Level 1 in Sports Leadership

• Tuesday 7th November - Pilot Level 1 through Cornwall Sports Partnership, Caradon Sports Development and K2 Youth Centre. Although this award was delivered before January 07, this was one of the pilot courses being run through the Cornwall Sports Partnership. The Course was delivered by Karen Edmond, also this was an opportunity to mentor two newly qualified tutors. 8 Candidates

• March 6th, 13th, 21st & 26th 2007: Bishop Forum Youth Project Award delivered in Camborne with young adults linked to Connexions. Karen Edmond mentored the delivery by Zoë Morrison & Sam Sawyer from Bishops Forum. 7 Candidates

• July 2007: Award delivered through Caradon Sports Development, K2 Youth Centre and Caradon Extended Services. This was the second Level 1 delivered at K2 following the pilot Level 1 delivered November 06 as part of the developments through the Cornwall Sports Partnership. 6 Candidates

Level 2 in Community Sports Leadership

• October 29th to November 2nd: Penryn College and Extended Services Award delivered as a progression to the Day Certificate in Sports Leadership delivered in February 2007. 10Candidates

9 3.0 Reviewed Case Studies

Review 1 Day Certificate in Sports Leadership & UFA ‘Brian Friendly Learning’ – Penryn College, Falmouth & Penryn Extended Services - 21st February 2007. The Day Certificate in Sports Leadership was launched in February 2007 by Sports Leaders UK, following a number of successful pilots across the country over the previous 12months. Cornwall Sports Partnership was one of the successful pilots.

CSP in conjunction with the UFA (University of the First Age), Cornwall Out of Hours Learning, and in partnership with Penryn College and Extended Services was the first partnership to deliver a Day Certificate in Sports Leadership.

‘Parents in Falmouth & Penryn receive certificates in sports leadership...’ Parents from the Falmouth and Penryn areas were identified by Penryn College for Falmouth & Penryn Extended Services. Parents were targeted to undertake the award in Sports Leadership and UFA (University of the First Age), the parents not only developed their skills in communicating, planning, organisation and safety, and they also gained an understanding of how children and young people may learn from them: understanding that children learn by ‘seeing’, ‘doing’ and ‘listening’.

Those involved with the Award now have the opportunity to link with their local primary school and other community groups to provide activities for children and young people. Following this they will be give the opportunity to progress on to the Level 2 Award in Community Sports Leadership during the Easter Holidays.

These opportunities have been hugely successful due to working in partnership with Falmouth & Penryn Extended Services Network, University of the First Age (UFA) Cornwall Out of Hours Learning, and a number of services and agencies coming together to offer quality opportunities to local communities.

All 12 Attendees commented on their evaluation form that they felt the course improved their confidence to deliver sport within the community.

10 Review 2 Day Certificate in Sports Leadership – LEAP Active 1st & 8th May 2007

LEAP Active (Primary Care Trust) now within the Health Promotions Services actively deliver ‘Street Games’ across the county. As part of this scheme, volunteer’s parents and helpers are trained and provided with a tool kit to continue delivery.

Following many months of discussion with LEAP Active around how the Day Certificate could be used as a basic training award for the ‘Street Games’ scheme ,LEAP felt that it would be the ideal award to be included in the ‘Street Games’ Tool Kit.

Therefore agreed that on the launch of the award arrangements would be made to run a course with LEAP.

‘Volunteers are trained in Leadership to develop ‘Street Games’ activities….’ Over two evening sessions, volunteers were given the opportunity to develop their skills in planning and delivering simple sport and recreational activities which they would then be able to use with children and young people.

The award was delivered in Illogen, with attendees coming from around the Truro, , and Camborne and Pool areas. Volunteers again covered areas in communicating, planning and delivering, and safety awareness.

Following this training volunteers were given training in first aid and child protection.

11 Review 3 Day Certificate in Sports Leadership – Poltair School Sports Partnership, 28th June 2007

Poltair School Sports Partnership had identified within their Action Plan, a need to a attract more adults, parents and other volunteers to support community sports and activities around both their local secondary school and primary school.

The Day Certificate in Sports Leadership was acknowledged as the ideal award to train individuals who had no experience in delivering sporting activities, but who were very keen to gain qualifications.

‘Poltair School Sport Partnership offers the Day Certificate in Sports Leadership training to parents and teaching assistants…’

The training was covered over a whole day, with the venue provided by Poltair School. Attendees were from differing backgrounds, many looking to gain training and qualifications to enable them to support community activities.

Adult leaders spent the morning developing skills, to then apply those skills in the afternoon.

As part of the training for parents and volunteers, Poltair has also developed a programme of further training that these volunteers will be able to access.

12 Review 4 Young Leaders Award – 16th July – 20th July 2007 The award was delivered by the Cornwall Pirates Learning Zone through funding from The Big Boost and Cornwall Outdoors Below is a report provided by Kate Barden – CPLZ

Double Celebration at The Pirates Learning Zone: This term has seen two major successes at The Cornish Pirates Learning Zone. Firstly the centre has been awarded the Quality in Study Support kite mark at Established level. This is the culmination of months of hard work by staff at the centre, proving that their after school study support sessions with Key Stage 2 and 3 children has a positive effect in attainment and attendance at school.

Centre manager, Kevin Jackson said, ‘We are thrilled to have gained this kite mark as it gives our centre the nationally recognised accreditation for the learning experiences we give to students. Learning through fun and using sport as a tool for motivation is such an important method of engaging children’.

‘We are really lucky to have such good relationships with the Cornish Pirates, both the players and all the staff at the club, who provide great role models for the children, as well as passing on games, team working skills and spending time in the centre.’ The Quality in Study Support kite mark is a demonstration of how investments of time, resources, partnership and hard work can have an outstanding impact on everyone involved’.

The second success has been the involvement of 9 Year 9 Humphry Davy School students in a Sports Leader programme. Funded by The Big Boost, National Lottery, put together by Centre Teacher Kate Barden, and working alongside Adrian Edwards, Cornish Pirates team manager, the programme has involved 9 young people learning a range of skills and activities based around rugby.

Cornwall Outdoors purchased the accreditation and as we are partners with them, we were able to adapt and deliver the course for this particular cohort. The week began with the Young Leaders assisting the Cornish Pirates in a tag rugby festival involving local primary schools.

Keeping score and supporting the staff were two of the jobs for the young people who were responsible for looking after different school groups and cheering them on! The year 9s then had to take these transferable sporting skills into St. Madderns Church of England School and run activities with each year group, looking at the space needed to play safely, the equipment necessary for each game, and setting tasks appropriate to each age.

‘I have really enjoyed myself this week, and I have learnt what it means to be a Sports Leader’, said Ben Tartaglia, ‘My legs have never ached so much, but it’s been worth it’ said Sapphire Walsh.

Centre Teacher Kate said, ‘These young people have worked really hard all week, and they have been a pleasure to spend time with. The skills they have learnt will really help them in school, as they have now experienced some of the difficulties faced by teachers’.

This led to a further Young Leaders being delivered to Gifted and Talented Year 5 pupils – Award commenced Thursday 27th September – 6th December. Pirates Learning Zone are also looking to become accredited to deliver Level 1 Awards.

13 Review 5 Level 1 in Sports Leadership: Bishop Forum Youth Project - March 6th, 13th, 21st & 26th 2007.

Bishop Forums Youth Project – Sports Link, have provided opportunities for young people to gain a national recognised qualification in Sport Leadership, equivalent to an NVQ Level 1.

A partnership between, Sports Leaders UK, Cornwall Sports Partnership, Bishop Forum and Connexions has enabled young people 16 – 19years from Camborne, Redruth and to engage on an award that could help link them to entry on to college, employment or training programmes.

Bishop Forum acknowledged that sports leadership can provide young people with the opportunity to develop various skills and gain a qualification.

‘Strong multi agency partnership helps provide leadership training opportunities for young people…’

Bishop Forum registered the organisation with Sports Leaders UK to apply and run sports leadership awards with young people. The meant the organisation need to meet the criteria required to become an accredited centre. They met this and were given approval to run their first award.

With newly trained tutors, CSP supported this awarded delivery and mentored the newly trained tutors.

The award ran over 4 weeks, covering 25hrs. Young Leaders improved and gained in confidence as the weeks progressed. The final element of the award, the assessment, was completed by young leaders working with a scout group, to deliver some fun activities.

Feedback & Comments: Sam Sawyer and Zoe Morrison were mentored during this course to help support and allow newly trained tutors to gain experience.

Comments from the two tutors was positive, they acknowledged that only having a small group for the first course, help them gain in confidence. They became more confident with their delivery as the sessions progressed.

The young people attending the course were from different areas and backgrounds. Tutors were surprised at how well the group gelled and work positively together.

Both tutors brought a particular style to their delivery, very much young person centred, and constantly gaining assurance from the young people that they were happy with what they were covering in terms of content.

Bishop Forum is now looking to develop a plan that will look to deliver four Level 1 awards each year that will cover the west of the county.

14 Review 6 Pilot Tutor Orientation Tuesday 30th May: Police Community Support Officers from Devon & Cornwall Constabulary, Falmouth and Truro Police Station.

A short presentation was given on the Day Certificate in Sports Leadership at a meeting with the Extended Services Steering Group for Falmouth and Penryn in October 2006 which the Police from Falmouth & Penryn station attend,

Following this meeting the Police where very keen to look at how they could potentially get involved with this award. We had discussions around the possibility of PCSO’s having the necessary training to deliver the award with in the communities that they work.

From this it was apparent they was a need to contact Suzanne at Sports Leaders UK, as I felt that sending PCSO’s onto National Training might not be the most appropriate, as they were only very much interested in the Day Certificate.

The suggestion was to pilot a orientation tutor day for PCSO’s to see if this would be the most appropriate method of training in order for PCSO’s to deliver. It was agreed that this could form the part of a pilot that may be able to be duplicated in other areas. Pre-delivery: • Information leaflet put together and handed to link officer at both stations. • Date set for 30th May 2007 • Zed Shed booked as delivery venue, in Penryn • Information packs put together to provide resources for PCSO’s to help when delivering in the future. • Outline plan prepare in readiness for the delivery. Evaluation: The training was very was very well received, in total there were 23 officers from both Falmouth and Truro Stations.

The outline of the day was to provide the officers with the necessary information and practical skills to be able to tutor an award to adults within their communities. The training was structured very much in the same format as Local Tutor Training days and National Training Days.

It was evident that not all PCSO’s would be suitable to deliver, however following discussions with Sgt Binney and PC A Hocking, there would be opportunities for PCSO’s to work alongside other delivers as support officers.

A third of the PCSO’s did have the skills and appropriate manner to become deliverers. It was agreed that a follow up meetings would be held with each individual station to look further at how the training could be used: Truro Police Station Meeting 8th August 2007 Falmouth Police Station Meeting 11th September 2007

Following the meeting with Truro Police Station on 8th August, dates have been set to deliver the first Day Certificate in Sports Leadership, with the PCSO’s and Neighbourhood Beat Managers delivering the course for parents from the Gloweth and Threemilestone areas. Dates were scheduled for; 6th, 13th, 20th & 27th November 2007. KE will support the new tutors to deliver the course, it is anticipated that this will be the first of many delivered through the Police and PCSO in this area of the district. This date was postponed and

15 has been rescheduled for March 2008, and will therefore be included in the Year 2 programme of courses.

From the success of this pilot, Budehaven Sports College in conjunction with the CATS Scheme (Community Action Through Sport) has requested for a Day Certificate course to be delivered to the Police Community Support Officers in the area. This has been scheduled for February 18th 2008.

It is hoped that through the community work PCSO’s are involved with they will be able to identify adult volunteers who could benefit from attending a Day Certificate in Sports Leadership.

16 Review 7 Friday 8th June: Local Tutor Training in Pensilva, Liskeard. Attendees from organisations including YMCA; Cornwall Youth Service; Bishop Forum; Leisure Centres (Restormal District)

It was identified with in part of the Cornwall Model that there would be a requirement for a Local Tutor Training Day each year to sustain year on year delivery. It was important to ensure that this local training would focus on those organisations and agencies that have been identified as partners with in the Model, also those who are existing partners on the Community Leadership Steering Group. The training days will be funded as part of the Model, therefore providing the training free for organisations and attendees.

A very good attendance, 23 in total. An early start for both tutor trainers and attendees.

The decision was made to host the training in the Caradon area of the County, reasoning behind this was that in the previous years tutor training had targeted the west of the county, therefore it was necessary to try and cover the north and east of the county.

Caradon Sports Development Unit had also agreed to provide a venue and refreshments at no cost.

Prior to the training day, pre-meetings were held with Janice Cooke, (co tutor trainer) to establish the content and programming of the day. It was decided that the content would try to maintain that of the National Tutor Training Days. There would be an obvious focus on the fact that the attendees were coming from statutory and non- statutory external organisations.

There were some issues that did occur, the scheduled date had clashed with the Royal Cornwall Show. This caused problems with travel delays due to the volume of traffic, some attendees were an hour late in arriving, this put the starting times back. Also causing the programming of the day to fall behind, resulting in a rush to complete the days content. This was reflected on some of the attendee’s evaluation forms.

Tutor Trainers worked well in the environment and conditions of the day, it was an exceptionally hot day and unfortunately the room given to cover the theoretical element of the day did not have any air conditioning or windows this was reflected on the evaluation forms as something to improve on in the future.

It was agreed that due to trainers delivering only two days together previously and that it had been a while since training had been scheduled. Future courses should not be scheduled at the same time as Royal Cornwall Show. Have a more centralised venue. For the next training day trainers have now gained enough experience on each award to be able to deliver individual Level 1 and Level 2 briefing separately. From feedback need to look at the content of the day, and ensuring the programme is kept to time and the content is appropriate to the organisations attending training. The day has to be community organisation focused, giving examples and resources to attendees that will reinforce the training and help establish courses.

17 Review 8 Monday 26th November 2007: Callington School Sports Partnership – Day Certificate in Sports Leadership

This award was targeted at Teaching Assistants and School helpers from cluster primary schools with in the Callington School Sports Partnership.

Ruth Mitchell Partnership Development Manager organised the day’s delivery and provide the venue and resources.

Day Certificate in Sports Leadership Award

Led by Karen Edmond, Local Tutor Trainer, Sports Leaders UK & Cornwall Sports Partnership

A full capacity of 18 delegates attended this exciting one day course held at Callington Community College on Monday 26th November 2007.

Participants included primary teachers, TAs, HLTAs, lunch time supervisors and a parent from schools throughout the Partnership .The one day course was designed to provide ideas and tips for effective leadership, enabling the delegates to go back into their schools and plan and organise engaging lunch-time and after-school clubs and activities.

Several SSCOs also attended the training as part of their CPD and will now have a better understanding of the course content and be able to deliver the training in their own areas.

All those attending received a certificate, and were successful in gaining their Sports Leaders UK qualification. Delegates also took back to their schools a comprehensive resource pack.

Feedback and evaluation indicated that the delegates had all really enjoyed the day and felt much more confident about developing and leading activities in their schools. They also agreed that the trainer had made the day interesting and been motivational.

18 4.0 Income and Expenditure Report

Cornwall Sports Partnership signed an agreement with Sports Leaders UK to match fund the delivery of a three year model for leadership across Cornwall.

Initially there was a delay in the signing off of the model which in turn delayed the releasing of funds by Sports Leaders UK.

Community Leadership Coordinator had created positive partnership with agencies who were interested in the development of awards with in their own organisations. To maintain this momentum the Year One programme was started in February. Many agencies were happy to utilise existing funds to establish their first award.

Income and expenditure tables have been created to show currently how funds have been spent.

Points to Raise: • Total income received £6038.20 • Expenditure £4148.82.00 • The under spend for Year 1 due to delay in payment of funding by Sports Leaders UK will help to extend the number of groups being identified and partnered in Year 2. • CSP is still awaiting invoicing from; Bishop Forum, Cornwall YMCA, Pirates Learning Zone, this is for each organisations Approved Assessment Centre Fees.

19 5.0 Conclusions & Recommendation

It is evident that the delays to funding being received did not prevent the successful achievement of Year Ones roll out of awards. Expenditure has been reduced in Year One due to most awards being delivered and mentored through the Community Leadership Coordinator.

Year One roll out identified a target of one Day Certificate, this was exceeded. In total four awards were delivered across the county, this has certainly been the most popular award. Feedback from agencies highlighted that the award has a short delivery time to achieve, has been developed and pitched at the correct level in terms of the content. It is certainly the right award as a stepping stone to progression into further leadership awards or coaching qualifications. It was identified with in the delivery model that the Day Certificate would be packaged as an award that would include the delivery, tutor resource and certification. It was also highlighted that this would need to be flexible. As the award was promoted it was found that the deliver in deed needed to be flexible. In some cases were the delivery was linked the School Sports Partnership it was negotiated that the partnerships would purchase tutor resources and pay for certification. It was then agreed that the Community Leadership Coordinator would deliver each School Sports Partnership first award, with School Sport Coordinators observing the delivery. This in turn would then provide each partnership with personnel who can continue to deliver in the future.

It is evident that this award will be the award to be the most successful over the three years of the delivery model.

It has been very hard for the Community Leadership Coordinator to achieve Year Ones targets over one day, however it has been beneficial to the agencies worked with to have the Community Leadership Coordinator deliver each first award and mentor newly trained tutor, in order to give confidence and an insight into how awards can be delivered. It is hoped that in Year Two there will be more opportunity to use Year Ones trained tutors to deliver more awards.

The time spent by the Community Leadership Coordinator going out to meet with different agencies and organisations across the county has benefited the representation on the Community Leadership Steering Group, with new members attending meetings.

The formation of the group has been the catalyst in sharing information across the county networks, and continues to provide evidence of cross agency working. Appendix 5 highlights the number of agencies and organisations that have been contacted and worked with in Year One.

Recommendations Look to use more community delivers to deliver new awards to free up more of Community Leadership Coordinators time. Purchases more resources. To develop a monitoring forms liaising with Regional Development Officer to put together. Work on ensuring support is maintained to those agencies and organisations that complete first course. Continue to coordinate the Community Leadership Steering Group and increase representation.
