1 Disaster Management Plan Office of the District Magistrate Kalimpong 2017 2 FOREWORD This hand book on District Disaster Management Plan (DDMP) of Kalimpong Disaster Management section for information, guidance and management in the event of any disaster for the year, 2017 has been prepared. It contains the core concept of Disaster Management comprising preparedness, prevention, early warning system, Disaster Impact, quick response, mitigation, recovery and relief. The booklet comprises a discussion on the Hazard ,Vulnerability, Capacity and Risk Assessment, Institutional Arrangement for Disaster Management, Prevention and Mitigation Measures, Preparedness Measures, Capacity Building and Training Measures, Response and Relief Measures, Reconstruction, Rehabilitation and Recovery Measures, Financial Resources for implementation of DDMP, Procedure and Methodology for Monitoring, Evaluation, Updating and Maintenance of DDMP, Coordination Mechanism for Implementation of DDMP and Standard Operating Procedure and Check list, etc. including vulnerability assessment of the weak areas, of the District. The shelter point of the Kalimpong Municipality area and three blocks have been provided. The past history of the land slide under this District has been highlighted. The basic reasons of land slide in hill areas also have been added in this booklet. The action plans of the respective block and other line departments have been included in this booklet too. In Kalimpong hill areas two types of natural Disaster occurs frequently i.e. 1. Earth quake 2.Landslides. Earthquake: - Entire Kalimpong Hill areas fall under high damage risk Zone IV. Preparedness for Earthquake. PRE DISASTER:- 1. Ensure that the proper structural design and engineering practices as per the norms laid down by the BIS code are followed while allowing construction of a house. 2. Sensitize the people to evaluate structural soundness of building strengthening /retrofitting, etc. 3. Common people should be made aware of the importance of safe shelter in the areas vulnerable to earthquake. DURING DISASTER:- 1. Rescue and Evacuate people to the earmarked safety shelters immediately. 2. Arrange a patrolling group who will take care of the property left by the people. 3. Arrange for prompt First Aid and medical care (ton injure). 4. Movement of all vehicles be stopped to the site or diverted to other route. 5. Enough food stock, drinking water and common medicine may arrange. 6. To announce the latest bulletin to the community at periodic interval. 5 POST DISASTER:- 1. Rescue and evacuation process to be initiated immediately for stranded persons. 2. Be prepared for aftershocks. Strong aftershock can cause havoc damage to the building and weak structure may collapse. 3. To Remove debris and to restore roads and power supply. 4. To Provide relief and safe drinking water to the affected population. 5. To Check outbreak of any epidemics. 6. Mobile Health units to be mobilized. 7. Help from voluntary organizations may be welcomed. 8. Damaged and unsafe structures should be demolished. 9. Damage assessment to be carried out. 10. To Arrange for speedy disposal of dead bodies. 11. Trauma Counselling group to be setup, if required. 12. Appropriate rehabilitation measures to be sorted out and taken by way of :- a. Temporary Shelter b. Physical Rehabilitation. c. Social Rehabilitation. d. Psychological Rehabilitation. e. Economic Rehabilitation. 6 II LAND SLIDES:- A land slide is an event in which surface mass of slope forming materials of earth move down ward and out ward at basal discontinuity when gravitational force overcomes the sheer resistance of the mass. Such movement includes creeps, flows, falls, topples and slides etc. The size of slides varies enormously from 1cum to 10000 cum and displacement measures in meters to tens of kilometers. Landslides and associated phenomena are the most pervasive of natural problems which have been accelerated by illogical human intervention vis-a- vis environmental degradation which undermine the socio-economic development of the region. Landslide was a minor physical phenomenon in Kalimpong District a hundred and fifty years ago which has become rampant now-a-days leading to great loss of life and heavy damage to land and property. At present, therefore suggestion of remedial measures and their active implementation is of vital concern for this extremely sensitive region, today, in fact, landslide is the most pervasive of natural hazard that undermine the economic and cultural of hill areas. The diversity in slope components, geometry, site and situation, micro regional susceptibility to degradation process, micro geology, micro climate, depth of soil, its physical and chemical properties, vegetation with differential canopy and root system, unplanned growth of settlement, road and water systems etc., have led to recurring landslides. LANDSLIDE HAZARD MITIGATIVE MEASURES:- 1. Based on the criteria, landslide hazard zonation map should be prepared for all the vulnerable areas. 2. Construction activities like houses, roads, etc should be avoided over old, dormant and suspetiable slide as well as on steep slopes. 3. In hilly terrain number of loops of road over a steep slope should be reduced. 4. Urban development in mountain and hilly terrain should be monitored keep in mind slope stability factors as building activities impose unfavorable changes in the slope surface, below and above. 7 5. Very minor slope failure phenomenon should not be neglected. 6. Unstable slope and area above such slope should be avoided for any agricultural practice which requires sufficient quantity of water. 7. Deforestation should be totally banned over the vulnerable slope. Plantation activities with indigenous species should be undertaken on bare slope surface. 8. Initial slope failure should be brought to the notice of the concerned authority. 9. The toe of any slide mass shall not be disturbed and any type of water seepage in to the slide mass must be stopped. The Crescent shaped pucca drain should be constructed on the top and slides of the slide mass. 10. To adopt on structural measures like construction of breast wall, sausage wall, rock bolting, etc should be encourage stabilize the slide mass. 11. Always remain alert about landslide during rainy season and during earthquake in the area. 12. If any tree is cut its trunk and root should be removed and the void thus created should be filled up with local soil by tamping. 13. In case of any landslide movement debris should be cleared speedily to rescue any person trapped inside and to restore communication. In Kalimpong District Chuba, Tashiding, Sindebong khasmahal, Dalapchan area have slip zone and Kataray, Dalep, Pedong are very sensitive landslide prone areas.
