Devon & Cornwall Chairman’s Message 2021

Dear Centre Members

When I stepped back into the Chairman’s role for 2019/2020 I never expected for one minute we would experience a year like we have. It has been privilege and honour to take up this role once more. I am very proud of this centre and its achievements and I feel I have done my best this year to live up to standards previously set by former Chairpersons and you the membership.

This year has seen our lives completely turned upside down with the Coronavirus and our thoughts must go to all those that have lost friends and family to this Virus.

My sincere thanks must go to my officers and committee in the way that we have dealt with all the restrictions that have been applied to the centre due the Coronavirus.

We did have some rallies at the beginning of the year before Coronavirus Lock down was imposed which were very enjoyable and enjoyed by all who attended them. We did have rallies in the

Autumn following the lifting of Covid-19 Restriction. My thanks must go to the Stewards and

Assistants for giving up their time and running these rallies on our behalf under these conditions.

A special thanks must go to this year’s officers and committee who have all worked extremely hard on your behalf over the last year. Thank you. All have agreed to stand again this year and work with me over the next year. We have places available on committee and we would welcome any one who would like to get involved with the centre committee.

This year we have no junior committee but hopefully within the rally plan there will be rallies that the juniors can take part in and enjoy.

My thanks to all for playing their part for preparing the rally plan for 2021, which is very demanding and no easy task. Rally numbers are on the decline causing limited or no weekends for us all to enjoy. We urgently need Stewards to come forward and keep our enjoyment of rallying going. Please consider running a rally it is a really good feeling when a rallier leaves at the end of the weekend and stops and says “Thank you” for a brilliant week end or you receive a Thank you card though the post that week. It is not always possible to be able to commit to being a steward but by just attending a rally you are supporting the centre so take a look at this year’s rally plan and send those booking slips off.

2020 saw another Land mark in the Centre’s history with the Centre’s completing 4000 rallies since the very first one back in 1952.

The centre was planning a Celebration rally at Trevornick Holiday Park Holywell Park Newquay, from May the 3rd through to May the 10th to celebrate this occasion which had to be cancelled but the Celebration rally is rescheduled for the next year.

Venue and date are to be confirmed. I would personally like to thank all of you who give your time to run, assist and help on rallies for our centre, along with various site owners land owners and authorities for allowing us to use their facilities for our enjoyment.

With Covid –19 restricting our rallies this year we are proposing to continue with this year’s centre chari- ty which is Make –A-Wish UK. South West area.

Make –A—Wish UK helps to grant life-changing wishes for children with critical illness.

I am sure you will agree with me this is a very worthy cause and I hope you will support me and the centre in our efforts to raise money for this worthwhile cause.

Finally, Susan and I look forward to meeting members old and new on the Rally field during 2021 and we hope you will all have a Safe and Happy caravanning year.

Due to the 2020 Pandemic and the cancellations of rallies in that year, please note that all rallies in this Rally Handbook will only run subject to the Government Guidelines and Laws in place at the time.

Therefore, depending on future restrictions, they may be subject to cancellation at short notice.

Any deposits made for rallies that have to be cancelled due to the above, will be returned or, if preferred, transferred to an alternative rally.

Advice for First Time Ralliers

Firstly, choose the rally, then send a completed booking form and deposit to the Rally Steward whose name appears with the rally details. Give at least ten days’ notice (holiday rallies require more notice) when booking; the Steward will not acknowledge your booking unless the rally is full. If you require confirmation of your booking please request this and enclose a stamped addressed envelope with your booking slip.

On some rallies you may need blocks and plank or a wedge (called a 'Prout' in our Centre) to level your caravan, your own toilet facilities and a container to fill the reservoir (toilets must never be taken to the drinking water tap), means of taking your dry rubbish home, drinking water container and filler pipe and a waste water container.

Before you set off check the site directions against a map. When you get near to the venue you will find rally signs to help you. These are yellow arrows, with D & C in black. Follow these to the site. When arriving on the site please keep to 5 m.p.h, there may be children running around. Stop at the Stew- ards caravan, which will be marked with a sign and let them know that it is your first rally. The Steward will give you an envelope, which contains details of the cost of the rally, a programme of events and a plaque if re- quested. The plaque is a small plastic memento of attending the rally. Please pay the Steward the money , unless you are attending a prepaid rally and then they will assist you with pitching your caravan.

The Steward will inform you of water, waste water and chemical toilet emptying facilities that are available. They will also tell you of any other information pertain- ing to the rally. Do not feel obliged to participate in any events that are being or- ganised, your wishes will be respected. REMEMBER: We were all new once and appreciate how apprehensive you are feeling.

RULES OF THE DEVON AND CORNWALL CENTRE OF THE CARAVAN AND MOTORHOME CLUB

1. Membership

(a) A member may register with not more than one Centre and he/she will be registered with that Centre to which he/she applies annually on the form provided.

(b) A Joint or Family member may only register to the Centre with which his/her corresponding Full member is attached. c) All events organised by the Centre shall be open to any member of the Club subject to accommodation being available. All members shall apply in advance.

(d) Basic outfit shall be defined as caravan or trailer tent and tow vehicle or motorhome and the member’s immediate family. Any additional persons and vehicles admitted at the discretion of the Stewards.

2. Management (a) The affairs of the Centre shall be administered by the Centre Committee, who will meet at intervals during the year. (b) The agreed Minutes of the most recent Committee Meeting shall be displayed on all notice boards and/or be carried by the attending Flag Officer for perusal by Centre members, within seven days of the said Minutes being agreed. Confidential business pertaining to finance or individuals to be moved into Part 2 of the Minutes which is not open to the membership.

3. Officers The officers who shall be elected annually at the Annual General Meeting shall consist of: (a) Chairman (b) Vice Chairman (c) Secretary (d) Treasurer (e) Rally/Event Secretary No member shall be elected to fill more than one of the offices referred to.

4. Committee (a) The Centre Committee shall consist of the officers and no more than ten members who shall be elected at the Annual General Meeting and who shall hold office until the next Annual General Meeting. (b) The Centre Committee shall have the power to co-opt Members to fill casual vacancies as may be necessary. (c) The Committee shall make such other appointments as it considers necessary. (d) The Chairman has vested in him/her a casting (i.e. second) vote. (e) The quorum for any meeting of the Centre Committee shall be four or more members

5. Annual General Meeting

(a) The Annual General Meeting shall be held at such time and place as the Centre Committee decides providing that it is held within 15 months of the previous Meeting. (b) The only formal notice of the Annual General Meeting shall be given in the Rally/ Event Book followed by details of nominations received to date in the September Newsletter available on line on the Devon and Cornwall website. No other notice will be given unless a formal notice of motion is received. (c) Formal notices of motion duly signed by the proposer and seconder must be received in writing by the Centre Secretary not less than 35 days prior to the meeting. (d) Nominations for Officer and/or Committee signed by the nominee must be received in writing by the Centre Secretary not later than 14 days prior to the meeting. Any members who wish to serve on the Committee, including those seeking re-election, should write, in no more than 75 words, a brief synopsis of their caravanning history and their views for the future of the Devon and Cornwall Centre. (e) A list of nominations received for Officers and Members of the Committee will be posted on the notice board at rallies during the four weeks prior to the date of closure of nominations (i.e. 14.00 hours 14 days before the Annual General Meeting) and for the following two weeks. (f) Copies of the agenda, minutes of the previous Annual General Meeting and the audited accounts will be available on the rally/event field during the weekend of the Annual General Meeting and in the hall where the meeting is held. (g) Ballot papers for Committee with more than ten votes shall be void. (h) If there are equal votes for the last place on the Committee an additional ballot will be held between the tied nominees concerned. (i) The retiring Centre Chairman shall conduct the Meeting to its conclusion. (j) An Auditor who must not hold office shall be appointed at the Annual General Meeting. k) Only registered Full, Joint and Family members of the Devon and Cornwall Centre are entitled to speak and vote, although the Clubs Constitution does not exclude the admission to the meeting of spouses and other persons of the member’s families. (l) Proxy or Postal votes are not permissible. (m) Any member acting as Steward for the Annual General Meeting will not be eligible to be considered for election to Committee unless he/she stands down as Steward. Refusal to do so will mean withdrawal of their nomination. (n) No person nominated as Officer or Committee Member shall play any active part in the running of the Annual General Meeting Rally/Event prior to the meeting.

6. General

(a) Although the Centre has insurance cover for theft or burglary there is no cover for money stolen from an unattended vehicle, i.e. car or caravan. Therefore, any Member or Steward handling Centre money will be held responsible for such loss. At no time should any Centre money be left in an unattended vehicle. In case of any loss the Centre Treasurer must be informed immediately, or if he/she is not available, the Centre Secretary. (b) The use of industrial and noisy generators are not permitted except those required for running of Rally/Events. Those wishing to use generators must inform the Rally/Event Stewards on the booking form and on arrival at the Rally/Event and that generators should not be left running unsupervised.

(c) If a Steward of a Rally/Event does not produce the necessary minimum profit as suggested by the Treasurer at the Annual General Meeting, the difference will be taken from the raffle monies. (d) Rallies/Events cannot be booked until the publication of the proposed programme at the Annual General Meeting.

These Rules are complementary to the Rules Governing Centres issued by the Caravan and Motorhome Club.

CENTRE CODE OF CONDUCT FOR RALLIES

1. Current Membership cards must be carried at all times and members may be request ed to produce evidence of membership at Centre Rallies. 1.1 Rally/Event attendees should be aware that they are only covered by insurance from the start time and date until the published close of rally (see Rule 27).

2. The Steward and Committee have the right, under the Caravan and Motorhome Club By-Laws, to refuse the use of a Rally/Event site to any member. Any member violating Club or Centre Rules may be asked to leave the Rally/Event field by the Centre Chair man or his/her representative.

3. A Rally/Event is not deemed to have been booked until the relevant non-returnable deposit has been sent to the Rally/Event Steward, together with a completed Booking Slip. Post-dated cheques do not constitute a Rally/Event booking deposit.

4. Please notify the Rally/Event Steward, as soon as possible, if you are unable to attend a Rally/Event you have booked. Members who book onto a Rally and do not attend, will be responsible for any expenses incurred on their behalf, in addition to the pre-paid, non-returnable deposit.

5. Rallies/Events commence at the time stated for a Rally/Event in the Rally/Event Book. Please do not arrive before that time. Weekend Rallies normally end on the Sunday evening and members should not embarrass the Rally/Event Steward by seeking to prolong their stay. The Rally/Event Steward may be able to advise whether arrangements may be made with the landowner to stay longer.

6. All members must report to the Rally/Event Steward on arrival at the site and await siting instructions. Caravans will normally be sited with their front offside corner by the marker peg, with the car alongside the offside of the caravan. The saving of spaces is at the Steward’s discretion, but this is not always possible. Therefore, if you wish to be sited together it is preferable to arrive together.

7. Rally/Event plaques are earned by bringing your van to a Rally/Event and occupying it. Please do not embarrass the Rally/Event Steward by asking for a plaque if you have not done so. A plaque will only be supplied to those members who have requested one on the booking slip and have paid the appropriate fee.

8. The speed limit on site is restricted to 5mph. Only members with full driving licences are allowed to drive vehicles on the site, except for learner motor-cyclists proceeding to and from their vans. Driving instruction or practice on the Rally/Event field is prohibited.

9. Vans should have between them, as far as possible, 11 metres from peg to peg, dependent upon the site.

10. Only properly made awnings will be allowed.

11. Separate tents will not be allowed except those used for chemical toilets. Small tents may be per mitted, by prior arrangement with the Rally/Event Steward, and sited adjacent to the caravan within the pitch area of the outfit to which it belongs. 11.1 Members may attend a Holiday Rally/Event (minimum of 5+ days) in a tent. Visitors of any mem ber may attend a Holiday Rally/Event with that member, at full cost on their own pitch, but will be subject to an additional administration charge and can only do this once.

12. The provision of toilets is not always available at Centre Rallies/Events. All members should, there fore, provide their own facilities.

13. Waste water must not be allowed to discharge on the Rally/Event field and must be disposed of as directed by the Rally/Event Steward. Chemical toilet contents must be emptied in the pit provided. Under no circumstances should toilets be filled or washed at the drinking water tap.

14. Dry rubbish should be taken away with you, unless advised of other arrangements by the Rally/ Event Steward. It must not be deposited in the chemical toilet pit. This includes disposable nap pies, dog waste and like material.

15. In inclement weather to avoid spoiling the Rally/Event field, if it is deemed preferable for caravans to be towed on or off the site, other than by their own towing vehicle, members are requested to co-operate. Any towing on or off will be done at the owner’s risk.

16. Domestic animals are to be kept under proper control at all times and on a leash of not more than ten feet when on the Rally/Event field and any fouling must be removed by the owner immediately. Dogs are not permitted inside Centre Marquees, Coleman Shelters or any undercover social areas.

17. All noise from radios, televisions, parties etc. must be kept to a minimum after 11.00 pm Members are reminded that noise coming from within awnings is included in this rule.

18. Barbeques should be kept well away from caravans and awnings; Barbeques and Fire Pits should not be inside awnings or tents. The Steward will advise members if barbeques are not permitted or restricted to a certain area.

19. The playing of ball games, lawn darts, swing ball etc. must be kept away from caravans. The flying of kites over caravans is not allowed and the Committee point out that it is dangerous to fly kites near overhead cables.

20. Due to their silent approach, cycles should not be ridden between the caravans. The Centre is not liable for accidents and parents are responsible for any damage or injury caused by the careless use of cycles by their children.

21. Parents should be responsible for their children at all times. Parents will be held responsible for any damage caused by their children to the site owner’s, or adjoining owner’s property.

22. Visitors to the Rally/Event Field must report to the Steward on arrival and additional fees will be charged if the rally is held at a Theme Park. Visitors are the responsibility of the member whilst attending the event.

23. Members who are knowingly leaving the Rally/Event Field before 9.00 am should park their vehicles away from the Rally/Event site to cause the least disturbance to other attendees.

24. All members must observe the Caravan and Country Codes at all times.

25. At the close of the Rally/Event please leave your pitch clean and as tidy as you would expect to find it.

26. No event involving motor vehicles is permitted unless the necessary permission is obtained from the Centre Committee.

27. Members are reminded that the Caravan and Motorhome Club insurance does not cover personal accidents arising from Rally/Event activities. A Personal Accident Policy is the member’s safeguard in this respect. Any accidents or incidents occurring during the rally should be reported to the Steward.

28. Any decision made by the Chairman, Flag Officer, Committee or Steward is final.
