The closure is required between Barkby Road, Syston and Queniborough Crossroads – junction of Rearsby Road/Queniborough Road/Barkby Road/Syston Road. Temporary Prohibition of waiting at any time from Queniborough. Road between Barkby Road, Syston and Queniborough crossroads Temporary 30mph speed restriction from Barkby Road, Queninborough from Syston Rugby Club to the junction with Ridgemere Lane and Queniborough Crossroads; Croxton Road from the junction of Three Turns Lane, South Croxton to Main Street, Queniborough; Rigdemere Lane, Queniborough from the junction of Syston Road, South Croxton to the junction of Barkby Road, Queniborough; Syston Road, South Croxton from the junction with Ridgemere Lane, Queniborough to the existing 30MPH at Grange Farm, Syston Road, South Croxton; Three Turns Lane, South Croxton from approximately 200m North of the junction with Syston Road, South Croxton to the junction South Croxton Road, Gabbesby; South Croxton Road, Gabbesby from the junction with Three Turns Lane to the existing 30MPH speed restriction Main Street, Queniborough. The road will be closed between 10:30 hours till 13:15 on the 7th May 2017. The Temporary Traffic Regulation Order will be implemented to safely PRESS RELEASE allow for a road race to go ahead. SC 22 21 Borough Councillor Report Cllr Daniel Grimley was unable to attend the meeting but had submitted his report which was added to the website prior to the meeting and is attached to these minutes. The main issues raised were Increase of Charnborough share of council tax, Rapid Covid-19 testing available in Loughborough, and a New Grant scheme to help Charnwood businesses affected by Covid-19. SC 23 21 Police Report The February report was received prior to the meeting, was added to the website, and is attached to these minutes. Cllrs have requested that the issue of Hare Coursing be added to the Notice Board and Website and that Cllr Grimley is to be asked to add this information to the Charnwood website.

To support the successful development of the Queniborough Neighbourhood Plan, the Rural Community Council (Leicestershire & Rutland) supported Queniborough Neighbourhood Plan Steering Group to undertake a consultation with households in the designated area. 2) Questionnaire Methodology A questionnaire was developed by the Neighbourhood Plan Steering Group in conjunction with the Rural Community Council (Leicestershire & Rutland). The final version of the questionnaire (see Appendix 1) and the basis of this report, was available for every household. The questionnaire was 16 sides of A4 in length including the instructions, guidance notes providing further background and context and a map of the designated area. Approximately 1500 questionnaires were delivered to households in the designated area during March 2019 by members and volunteers of the Neighbourhood Plan Steering Group and included an envelope into which the completed questionnaires could be enclosed, sealed and returned at 3 drop of points around the parish.

The council recognises that Barkby and Barkby Thorpe will in future be joined with Thurmaston rather than Queniborough and villages to the north. Given that outline planning permission has been given for the 4500 houses North East of Leicester SUE which will be built across the parish council boundaries of Thurmaston and Barkby there is a logic to the changes as our villages in the future will be more closely linked to Thurmaston although the current disparity in populations between the two parishes does give rise to the fear that the interests of our villages and hamlets could be outweighed by the interests of the urban fringe. The parish council wishes to point out that the proposed changes can only be temporary. They will have to redrawn again to ensure fairness in the size of the divisions once the SUE population gets into the low thousands. THE PARISH AND CHURCH OF ROTHLEY, LEICESTERSHIRE: A RE-INTERPRETATION Vanessa McLoughlin The following article draws on data gathered, interpreted and recorded in the author’s Ph.D. thesis of 2006 concerning the manor, parish and soke of Rothley, Leicestershire. During her research the author used a combination of historical and archaeological evidence, and concluded that the church at Rothley was a pre- Conquest minster founded in the mid- to late-tenth century. Some of the evidence regarding the church and parish is summarised in this article. Subsequent archaeological evidence has led the author to revise the original proposal, and she now suggests a new date for the foundation of the church at Rothley between the late-seventh and mid-eighth centuries. This foundation can be placed in the context of a Christian mission and the work of bishops, who sought to found bases from which to evangelise and baptise a local population beginning to embrace Christianity. DOCUMENTARY EVIDENCE Post-Conquest documentary evidence for Rothley church and parish is readily accessible: for example, the Domesday Book refers to Rothley as a royal holding and records a priest which in turn suggests the presence of a church;1 and the Rolls of Hugh of Wells, circa 1230 (hereafter the Matriculus), record that a vicar was installed at Rothley with chaplains to serve each of the chapels at Gaddesby, Keyham, Grimston, Wartnaby and Chadwell (with Wycomb), and in addition Gaddesby had all the rights of a mother church.2 The Matriculus also recorded that both the

Applicants are being invited to be the “new wine” and to be part of shaping the “new wineskin” by the area dean, the Revd Peter Hooper , who is based at Asfordby. The advertisement says that the Diocese of Leicester, “which is particularly rurally based” has “launched an exciting new project” in Framland, one of its 10 deaneries, as part of its strategic review of ministry and mission. The advertisement continues: “Consisting of 65 churches, the Framland Deanery is centred on Melton Mowbray and is based in north-east Leicestershire. The Bishop of Leicester seeks to recruit seven new full time priests plus one priest who is interested in exploring the ‘house for duty’ concept. “All of these roles will be parochially based but with additional deanery wide responsibilities. If you enjoy working collaboratively, affirming lay ministries, are interested in strategic development and are comfortable in leading change we would like to meet you.” The deanery was holding two opens days, on Friday September 30 and Saturday October 1, for possible applicants to explore the deanery, offering overnight accommodation and dinner at Launde Abbey. The second part of the recruitment process sets Wednesday October 19 as the deadline for applications with interviews planned for Friday November 11.

Brenda Seaton – Annual Review 2020/2021 County Councillor for Thurmaston Ridgemere Division Firstly, I would like to take this opportunity to say that I hope you and your family have remained safe throughout this difficult period. The human and economic cost of coronavirus continues to disrupt our lives in ways we would not have imagined this time last year. The impressive vaccination rate combined with our successful Hands, Face and Space campaign has made a huge difference however we all need to act responsibly in the next few months until a large majority of the population is vaccinated. The Division of Thurmaston Ridgemere comprises of Thurmaston, Barkby, Barkby Thorpe, Beeby, South Croxton and Hamilton Lea The Thurmaston Ridgemere division embraces both rural and urban areas and is situated in east of Charnwood on the outskirts of Leicester City. It is a very diverse division comprising of newly built communities, long established rural villages, retail shopping centres and industrial estates. Over the last four years I have been extremely active in ensuring that the individual communities of Thurmaston Ridgemere receive the attention they deserve. In that time, I am pleased to say that I have been able to help and support countless residents with issues that have affected them personally, I have championed issues like foot paths, roads and taken part in environmental projects. Given guidance on planning issues and regularly meet with the police about ASB and rural crime as well as fly tipping and neighbour disputes. I am especially proud to have initiated ‘Helping our Community, Thurmaston’ and of experiencing first-hand how our communities have pulled together at a time of great need for the most vulnerable in our villages.

The Association remains in a position where some LRALC Branch areas do not formally meet, which results in the need for the LRALC Executive to appoint Executive Committee members for those Branch areas. Whilst this is constitutionally acceptable the Association still actively supports and encourages Branch areas to meet and appoint Executive Committee members locally. Executive Committee member Cllr Pat Crane put a great deal of effort into rejuvenating the Hinckley and Bosworth Branch during 2016-17. Farewell Bishop Tim . he Sunday before I wrote these notes in mid-June we met for a Group Service to T celebrate the dedication of the new roof at St Michael & All Angels Church, Thorpe Satchville, by The Rt Revd Tim Stevens, Bishop of Leicester. The weather was kind to us after the previous day when it hardly stopped raining for the Frisby Fun Day and the sun shone brightly as, prior to the service, we admired the vista of typical Leicestershire ridge and furrow rural scenery from the churchyard. On Saturday July 11 there will be a service at the Cathedral and party to mark Bishop Tim’s retirement after 16 years as our diocesan bishop. Over the years he has been prominent nationally as convenor of Bishops in the House of Lords, welcoming HM The Queen to the Cathedral at the start of her Diamond Jubilee tour and, of course, in the events surrounding the interment of the bones of Richard III earlier this year. An audience far beyond the bounds of this country heard the Bishop’s sermon which very much added to the significance of the occasion with a characteristically clear Christian message. His work with other faith leaders in Leicester has also been acclaimed.
