HOD Supplement 2017 163rd HOUSE OF DELEGATES PROCEEDINGS A SUPPLEMENT TO THE JOURNAL OF THE MEDICAL ASSOCIATION OF GEORGIA PROCEEDINGS OF THE 163rd ANNUAL HOUSE OF DELEGATES OCTOBER 21-22, 2017 HYATT REGENCY SAVANNAH Editorial Note: These Minutes will be published as a supplement to the Journal of the Medical Association of Georgia. Attendance: (A detailed attendance is recorded in JMAG, 2017, Vol. 106, Issue 4) FIRST SESSION Speaker of the House of Delegates Edmund R. Donoghue, M.D., called the first session of the 163rd House of Delegates to order at 8:25 a.m. Dr. Donoghue gave instructions to the delegates on seating and internet access procedures. He reminded members to download the MAG App which contained key information for the meeting including a schedule of events, the Policy Compendium, and reports and resolutions. Dr. Donoghue introduced Father Michael Kavanaugh, pastor of Saint Peter the Apostle Church in Savannah. Father Kavanaugh gave the invocation. The Chatham County Sheriff’s Department presented the colors while Ms. Camille Russo sang the National Anthem. The assembly stood for the pledge of allegiance to the United States flag and for the pledge of the Georgia flag. The assembly paid tribute to Georgia’s first responders and to the men and women who serve in the armed forces. Introduction and Recognition Dr. Donoghue introduced those on the Dias that included: Frank McDonald, M.D., President- elect, Steve Walsh, M.D., President, Mr. Donald Palmisano, CEO, Jim Barber, M.D., Vice Speaker of the House of Delegates, Joy Maxey, M.D., Parliamentarian, Andrew Reisman, M.D., Secretary and Donna Glass, Executive Assistant. Dr. Donoghue recognized the following sponsors: MAG Mutual Insurance Company, ACG Wealth, Angel Flight Soars, Appriss Health, Caresource, Compass P.T.N., CopernicusMD, GAMPAC, Georgia Drug Card, The Georgia Health Information Network, Hanger Clinic, HealtheParadigm, Legal Shield, MAG Alliance, MAG Foundation, MAG Medical Reserve Corps, Medical College of Georgia Alumni Association, PeachState Health Plan, Privia Medical Group and SunTrust Medical Specialty Group. The assembly joined the speaker in a round of applause for the SunTrust Medical Specialty Group for sponsoring the reception on Friday evening. CopernicusMD was recognized for sponsoring the morning breakfast. The assembly joined the speaker in a warm welcome for CopernicusMD executive managing director Don O’Neill who gave a few remarks on the mission and goals of CopernicusMD. Dr. Donoghue thanked Mr. O’Neill for his remarks and for CopernicusMD’s general sponsorship. Wynn, M.D., Special honor was given to two MAG Presidents, Milton I. Johnson, M.D., (President 1977-1978) and Joe L. Nettles, M.D., (President 1989-1990). Life members were recognized. Life membership is awarded to physicians who are 70 years or older and who have been an active, dues-paying member in a state medical society or in a branch of the armed services for at least 25 consecutive years, including at least two years with MAG. (A list of these members is published in JMAG, 2017, Vol 106, Issue 4) Georgia Physicians Leadership Academy Class X members were recognized. He announced that the House of Delegates would use the American Institute of Parliamentarians Standard Code of Parliamentary Procedure and that a ruling from the speaker was final unless immediately overruled by the House. Padgett Communications was engaged to record votes electronically from handheld keypads provided.     PRESESSION REPORT 2019 PRE-FILED LEGISLATION • House http://www.legis.ga.gov/Legislation/en-US/Prefiles.aspx?Chamber=2 • Senate http://www.legis.ga.gov/Legislation/en-US/Prefiles.aspx?Chamber=1 There were 28 pre-filed pieces of legislation for 2019. While some were on the lighter side – such as naming the judicial center after Governor Nathan Deal and commending the Atlanta Braves 2018 season – some notables include the following: HB 2 – (Rep. Matt Gurtler) Allows certain Georgians to carry a firearm without a permit. HB 8 – (Rep. Debbie Buckner) Exempts certain women’s hygiene products from state sales tax. HR 2 – (Rep. Scot Turner) Prohibits the use of a poll tax in Georgia. HR 6 – (Rep. Michael Caldwell) Provides for term limits for state elected officials. SB 2 – (Sen. Steve Gooch) Allows for EMCs to partner with internet companies to provide broadband service to members. HOT BUTTON ISSUES FOR 2019 Education Throughout the campaign, Governor Kemp presented education as one of his top priorities. Included in this is teacher compensation and a priority on mental health counselors in schools as well as school security. We will also continue to watch and see how the state proceeds with the implementation of the testing pilot program passed in 2018. One complication in education policy in 2019 is a void in leadership in each Chamber. With the retirement of Brooks Coleman in the House and Senator Lindsey Tippins resigning his chairmanship, both committees are currently without a leader. We expect the new chairs to be announced any day now. Rural Georgia Throughout the 2018 Legislative Session and the 2018 Campaign season, we saw a recurring theme in that legislators see the need for reforms that aid rural Georgia.

    Legislative Day 28 Crossover Edition *BREAKING NEWS* Georgia to declare a public health emergency amid coronavirus outbreak. Governor Kemp's declaration tomorrow will constitute Georgia's first ever public health emergency. Per State Law in the applicable Code Section O.C.G.A 38-3-51, the legislature must meet to ratify the Governor's proclamation within 48 hours of the announcement. Click here for more details and stay tuned as more information becomes available. Legislative Session Suspended Indefinitely Crossover Day came and went in a unique way this year under the Gold Dome. Legislators rushed to vote on a multitude of issues yesterday - some of which were the products of months of discussion and others have appeared in only the last few days. It was all about the money in the House, which has finally signed off on its version of the FY 21 Budget, which restores many of the reductions proposed by Governor Kemp while reducing the proposed teacher raises from $2,000 to $1,000. Afterward, the House moved to adopt the comprehensive tax reform measure unveiled by Speaker David Ralston Tuesday that purports to lower the income tax for individuals to 5.375%. Meanwhile, the Senate focused on polarizing policy issues, including tabling a discussion on tort reform by a 27-26 vote, and ultimately dying in the Senate. Amid growing concerns of a wide-spread coronavirus outbreak, the Georgia General Assembly will suspend its 2020 legislative session indefinitely starting after Friday. HR 589 acknowledges that women in the United States are more likely to die from childbirth or pregnancy-related causes than women in other high-income countries, and furthermore, Georgia is among the top 10 states with the highest maternal death rate. The resolution also recognizes that maternal deaths are a serious public health concern and have tremendous family and social impacts that affect diverse populations. HR 589 acknowledges that the Georgia Maternal Mortality Review Committee has reviewed three years of maternal death data in the state, and the data suggests that 60 percent of these deaths were preventable. Continued review of maternal deaths is recommended to understand the trends in the data, and there is a need to develop strategies and institute systemic changes to decrease and prevent maternal deaths in Georgia. House Resolution 589 provides for the membership of the committee, consisting of seven members of the House of Representatives, a minimum of two of whom shall be African American female legislators, and two members of the Georgia Maternal Mortality Review Committee appointed by the speaker of the House of Representatives.
