MEET TEJU ABISOYE, OUR ACTING EXECUTIVE SECRETARY he Lagos State Governor, Mr. Akinwunmi Ambode has appointed Mrs. Teju Abisoye as the Acting Exec T utive Secretary (ES) of the Lagos State Employment Trust Fund (LSETF) with effect from April 1st, 2019 pend- ing confirmation by the Lagos State House of Assembly. Prior to assuming the role of Acting ES, Mrs. Abisoye was formerly the Director of Programmes and Coordination of the LSETF. Mrs. Abisoye is a lawyer with extensive experience in development finance, project planning, execution, monitoring and evaluation of humanitarian projects, government interventions and invest- ment opportunities. Prior to joining LSETF, she served as Director (Post Award Support) of YouWIN! where she was responsible for managing consultants nationwide to provide training, monitoring & evaluation for a minimum of 1,200 Awardees annually. She has also managed the affairs of a Non-Government Organization based in Lagos. THE LSETF 3-YEAR RAPID PROGRESS AND THE 90,000 JOB CREATION FEAT ince the establishment of the LSETF three years ago, it has keenly demonstrated transp arency and accountability in all its activities, principles that represent some of The S Fund’s core values. The LSETF has continued to grow in leaps and bounds, earning public support and securing partnerships with key players in the public and private sector as well as multinational corpo- rations. Recently, the LSETF presented its 3-year social impact assessment report. The impact assess- ment exercise carried out with support from Ford Foundation, measured the achievements of the Fund’s interventions, documented the lessons learnt, and made recommendations on how to enhance the Fund’s performance in the future. -

Dhikru Adewale Yagboyaju, PhD Dhikru Adewale Yagboyaju is a senior lecturer in the Department of Political Science at the University of Ibadan, Nigeria email: [email protected] ABSTRACT The relationship between elections and the vitality of a democratic society is clear. Elections have proven to be the best means of strengthening the mandate of a performing administration or removing a non-performing one. This paper argues, however, that the outcomes of several elections in Nigeria’s Fourth Republic have proved contrary to the common trend in most advanced democratic systems, in which electoral outcomes are based on performance. While in some cases, especially in political party primaries, candidates with little or no democratic credentials have emerged during general elections, in other instances administrations with relatively high records of infrastructural development have been voted out. This study traces the most probable causes of this paradox to Nigeria’s money politics and a possible misinterpretation of the concept of development. It is essentially a literature-based study, descriptive but also analytical. The paper concludes that the country will have to contend with the politics of underdevelopment for as long as immediate and pecuniary benefits constitute the expectation of the generality of followers. Summary The 2019 Nigerian elections comes at a time of great challenges for the nation, in economic, security and other terms. With 73 candidates competing, only two seem to be serious contenders for the role. However, both seem to lack aspects of leadership that Nigeria needs at this time in its history. This paper looks at the two leading candidates and the situation in Nigeria, describing the context in which the elections are being held among ongoing controversies. Analysis Nigeria is a strategic partner to many countries and a recognised global actor. With South Africa, it is among the largest economies in Africa. The country is its fourth Republic, having gained independence from the UK on 1 October 1960. The first Republic was proclaimed in 1963 with the adoption of a republican constitution, but came to an end in 1966 following a military coup. Six months later a counter coup led to a bitter civil war between 6 July 1967 and 15 January 1970 to prevent the secession of the country’s south-eastern portion, known as Biafra. Tension in Nigeria had been caused by a complex mix of political, religious, ethnic and economic factors affecting its 200 million peoples and over 300 ethnic groups. -
