Cllr Billinge-Jones welcomed everyone to the first virtual meeting of the Parish Council. 1 ELECTION OF CHAIRMAN AND VICE-CHAIRMAN LGA S4 (1) Following the Coronavirus Act 2020 and subsequent Local Government and Police and Crime Commissioner (Coronavirus) (Postponement of Elections and Referendums) (England and Wales) Regulations 2020, no elections will take place in 2020. The elected official will remain in their posts until 2021. Acceptance of apologies for absence Schedule 12 of the Local Government Act 1972 requires a record to be kept of the members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Parish Clerk as it is usual for the grounds upon which apologies are tendered also to be recorded. Under Section 85(1) of the Local Government Act 1972, members present must decide whether the reason(s) for a member's absence are accepted. Apologies: Cllr E. Spence, Cllr J. Bracey and Cllr Marks. Cllr Billinge-Jones assumed that by councillors connecting, this indicated acceptance of the first virtual meeting [Prior to the meeting the Clerk raised concerns over validity of this meeting, with both the Chairman and vice-chairman, due not constitutional changes being made by Council.
