The Polytechnic Education in our State was introduced immediately after independence. To look after the academic activities of polytechnic education, ‘State Council for Engineering & Technical Education’ was set-up as a Government out¿ t by an executive order. The Council was a part of the Chief Inspectorate of Technical Education and subsequently of the Directorate of Technical Education. West Bengal State Council of Technical and Vocational Education and Skill Development was formed as a Statutory Body under the West Bengal Act XXVI of 2013. West Bengal State Council of Technical and Vocational Education and Skill Development (Technical Education Division) has various activities for conducting a number of courses at Diploma, Post Diploma, Certi¿ cate, Advanced Certi¿ cate, Short Term Vocational Training, Commercial Education level besides monitoring and af¿ liating the academic institutions conducting these courses and development of curricula for the purpose. The Council also advises Government in respect of Technical Education for the areas mentioned above. Apart from aforesaid activities, the Council also conducts entrance examination and prepares merit lists for admission of students to Diploma Courses in Engineering/ Technology/ Architecture/ Pharmacy etc. in the Polytechnics of the State under its af¿ liation.

ELIGIBILITY CRITERIA FOR APPLICANTS

a) Citizenship

Must be an Indian Citizen.

b) Quali¿ cation

Must have passed the Secondary (Madhyamik) Examination of the West Bengal Board of Secondary Education or its equivalent examination with English, Physical Science/Science and Mathematics among others as subjects securing at least 35% marks (no rounding up) in aggregate as per AICTE norms excluding the marks of the subject taken as additional. Candidates appearing in the Secondary (Madhyamik) Examination of the West Bengal Board of Secondary Education or its equivalent examination in 2018 with English, Physical Science/Science and Mathematics among others as subjects may also apply. However, conforming to the benchmark of 35% marks (no rounding up as per AICTE norms) in aggregate excluding the marks of the subject taken as additional, is a must, failing which candidature is liable to be cancelled even after selection in JEXPO-2018.

c) Age

Should not be born after 01.07.2003 and there is no upper age limit. SYLLABUS

APPLICATION PROCEDURE

The prescribed printed OMR Application Form along with Information Brochure for JEXPO–2018 can be purchased from the Polytechnics as listed in this booklet (under ‘Admission’ section) and some selected ITIs, on CASH payment of Rs. 500/- (Rs. 250/- for valid Kanyashree enrolees) from 29th January, 2018 to 5th March, 2018 on all working days except for ‘SUNDAY’s and ‘GAZETTED HOLIDAY’s [between 11.00 a.m. & 4.00 p.m. on Monday to Friday and between 11.00 a.m. & 1.00 p.m. on Saturday].

Also, there will be provision to submit Application Form online in the website www.webscte.org (or in any other website as per announcement later). Fee for Online Application is Rs. 450/- (Rs. 225/- for valid Kanyashree enrolees). Procedure of online submission of application and deposition of application fee shall be noti¿ ed in the Council’s website www.webscte.org (or in any other website as per announcement later).

INSTRUCTIONS FOR FILLING-UP OF APPLICATION FORM

Application Form will have to be ¿ lled-in properly in observance of the instructions explained below in consultation with the sample section of the application form given in this brochure. Under no circumstances, any subsequent request for change in information, furnished by the candidate in the OMR Application Form, shall be entertained. Special care on the part of candidates should be taken to prevent such error of omission and commission. Council is not liable for refusal of admission to a candidate by the Institutes from taking ¿ nal admission even after getting allotment for wrong submission of information by the candidate. If any difference of information furnished by the candidate in the OMR Application Form and that furnished by the candidate at the time of counseling or thereafter is detected, it shall be treated as a case of furnishing false information on the part of the candidate and will result in cancellation of candidature. It is to be noted that detection of anomaly in respect of admission eligibility criteria at any stage (admission or registration or even afterwards) shall automatically cancel the candidature and no claim shall be entertained by the Council.

Allotment of Zone is fully at the discretion of the Council subject to availability of suf¿ cient number of candidates in a Centre/Zone. Any change made by the Council is ¿ nal and no request for changing of Zone and/or Centre of Examination will be entertained under any circumstances. SUBMISSION OF APPLICATION FORM

The OMR Application Form, duly ¿ lled-in, is to be submitted to any of the Polytechnics (as mentioned in the Information Brochure under ‘Admission’) on all working days except for ‘SUNDAY’s and ‘GAZETTED HOLIDAY’s [between 11.00 a.m. & 4.00 p.m. on Monday to Friday and between 11.00 a.m. & 1.00 p.m. on Saturday] within 5th March, 2018. No testimonial needs to be submitted along with the OMR Application Form. The documentary evidence(s) in support of eligibility (citizenship, educational quali¿ cation and age) and/or claims for reserved seats [Scheduled Caste or Scheduled Tribe or Physically Challenged (Handicapped) or OBC-A or OBC-B, as applicable] need(s) to be produced by the successful candidates at the time of counselling / admission / registration. An applicant should ensure that he/she satis¿ es the requirements relating to Age, Educational Quali¿ cation, Caste, etc. before submission of the ¿ lled-in application form at the centers. If, after scrutiny at any stage of performing diploma course, it is found that an applicant is ineligible as per perscribed norms, his/her candidature will stand cancelled even if he/she appears in the examination and secures a position in the merit list or a seat is allotted to him/her or takes admission and gets registered. 5 JEXPO-2018 HOW TO GET ADMIT CARD ONLINE e-Admit Card of the candidates appearing for JEXPO-2018 will be available in the website www.webscte.org (or in any other website as per announcement later) from 2nd April, 2018 tentatively. The Admit Card can be downloaded by entering Application Form Number. The print-out copy of the e-Admit Card available in the website will be treated as valid Admit Card for JEXPO-2018. The e-Admit Card will contain name & address of the Examination Centre for JEXPO–2018 along with other details. No Admit Card will be sent to the applicants appearing for JEXPO-2018. Candidates must retain/preserve their e–Admit Cards carefully till completion of the admission process for the academic session 2018-2019.

SCHEME OF EXAMINATION FOR JEXPO–2018

The JEXPO–2018, will be conducted in two papers comprising “Mathematics (First Paper)” and “Physics & Chemistry (Second Paper)” for admission of students to Diploma Courses in Engineering/Technology. ‘Multiple Choice Questions (MCQ)’ shall be set for both the papers. MCQ type questions will have to be answered on specially designed machine gradable answer sheets (OMR Answer Sheet). Both ‘Correct’ as well as ‘Wrong’ methods of answering in OMR Answer Sheet have been shown below. In the OMR Answer Sheet, appropriate circles are to be ‘completely ¿ lled’ by using BLACK/BLUE BALL-POINT pen as shown below. SCHEDULE OF EXAMINATION

Under no circumstances, repeat examination will be conducted for those who are unable to appear in the examination on scheduled date and time.

PROCEDURE FOR CONDUCT OF EXAMINATION

(i) Candidates must enter the examination hall 30 minutes before the start of the examination. (ii) Candidates must bring with them the downloaded JEXPO-2018 e-Admit Card alongwith an original Photo Identity card, like Aadhaar Card / Admit Card or Certi¿ cate of Madhyamik or equivalent examination which contain the photograph / Voter Identity Card / Driving Licence / PAN Card / Passport / Bank Passbook which contain the photograph or any other photo identiy card issued by the Competent Government Authority to prove their identity. (iii) The downloaded e-Admit Card alongwith the aforesaid original Photo Identity Card must be shown to the Of¿ cer supervising the examination as and when asked for. A candidate without having the e-Admit Card issued by the Council alongwith the aforesaid original Photo Identity Card shall not be allowed to enter the examination hall under any circumstances or his/her candidature will be cancelled at any time during the examination, if above mentioned criteria does not ful¿ ll. (iv) Candidates must bring Blue/Black Ball-point pen. (v) Candidates will not be allowed to use graph papers, log tables, calculators, cell phone or other electronic gadgets in the examination hall.

6 JEXPO-2018 (vi) Rough work or any other type of writing should not be done on the OMR Answer Sheet. Question Paper may be used for the purpose of rough work. (vii) No candidate, without special permission of the Invigilator or the Centre-in-Charge, shall leave his/her seat or examination hall until the duration of examination of the paper is over. No candidate should leave the examination hall without handing over his/her OMR Answer Sheet to the on-duty Invigilator(s). (viii) In case of violation of any instruction and adoption of unfair means in the examination hall by a candidate shall render his/her candidature liable for cancellation and forfeiture of his/her claim for admission and appropriate legal action will be taken against the candidate.

PUBLICATION OF MERIT POSITION OF JEXPO–2018

The merit position will be available in the website of the Council at www.webscte.org (or in any other website as per announcement later) tentatively on 18th May, 2018. The Council will not communicate the result to any individual applicant. No Rank Card will be issued by the Council to the merit listed candidates individually. There is no provision for post-publication scrutiny or review and inspection and hence any such prayer will not be entertained. Candidates who will obtain ‘zero’ marks either in ‘Mathematics’ or ‘Physics & Chemistry’ or did not appear in any of the two papers shall not be merit-listed.

A candidate must follow the Council’s website at www.webscte.org (or in any other website as per announcement later) on regular basis for obtaining information regarding post-result-publication counselling programme for admission.

CERTIFICATE FOR SC / ST

Scheduled Caste/Scheduled Tribe candidates of West Bengal, as speci¿ ed in Order No. 111(2)-TW/EC dated 07.03.1991 of Government of West Bengal, are eligible for seeking admission through JEXPO–2018, under SC/ST Quota. SC/ST candidates having such certi¿ cates issued by Competent Authorities of States other than West Bengal are not eligible for such bene¿ t and they shall be treated as ‘General’ category candidates (such candidates have to apply as ‘General’ category candidate). The caste certi¿ cate in the name of the candidate will have to be obtained from any of the competent authorities viz. District Magistrate, Collector, Additional District Magistrate, Deputy Collector, Sub-Divisional Of¿ cer, Sub-Divisional Magistrate, Executive Magistrate, First Class Stipendiary Magistrate, Chief Metropolitan Magistrate at Kolkata, Additional Chief Metropolitan Magistrate at Kolkata, Metropolitan Magistrate at Kolkata and Collector of Land Revenue, Deputy Collector of Land Revenue, within their respective jurisdictions. However, Director/Deputy Director in the Backward Classes Welfare Department, Government of West Bengal can issue such certi¿ cate in case of candidates claiming to be Scheduled Caste or Scheduled Tribe residing in any part of West Bengal.

CERTIFICATE FOR PHYSICALLY CHALLENGED (PC) [HANDICAPPED]

Candidates, claiming seats reserved for physically challenged are eligible for seeking admission through JEXPO– 2018,under PC Quota who have obtained such certi¿ cates to this effect declaring the extent of ‘Handicap’ to be not less than 40% by the Competent Authority. Candidates applying for claim against such reserved seats without having the requisite certi¿ cate shall not be considered valid and their candidature will be liable to be cancelled.

There may be additional 25 (twenty ¿ ve) seats for PC candidates in each of the following three Polytechnics: (1) North Calcutta Polytechnic, (2) Birla Institute of Technology and (3) The Regional Institute of Printing Technology.

CERTIFICATE OF OTHER BACKWARD CLASSES (OBC-A AND OBC-B)

Reservation of OBC-A and OBC-B will be made as per Government Order. OBC-A or OBC-B Certi¿ cate in the name of the candidate will have to be obtained from any of the competent authorities viz. District Magistrate, Collector, Additional District Magistrate, Deputy Collector, Sub-Divisional Of¿ cer, Sub-Divisional Magistrate, Executive Magistrate, First Class Stipendiary Magistrate, Chief Metropolitan Magistrate at Kolkata, Additional Chief Metropolitan Magistrate at Kolkata, Metropolitan Magistrate at Kolkata and Collector of Land Revenue, Deputy Collector of Land Revenue, within their respective jurisdictions. However, Director/Deputy Director in the Backward Classes Welfare Department, Government of West Bengal can issue such certi¿ cate in case of candidates claiming to be OBC-A or OBC-B residing in any part of West Bengal. Candidates having OBC-A certi¿ cate will not be eligible for OBC-B category seats and vice-versa.

™SC / ST / OBC candidates belonging to Other States i.e. outside West Bengal will be treated as ‘General’ candidates. They need not to ¿ ll SC/ST/OBC-A/OBC-B opition of the Application Form.

KANYASHREE SCHEME

As per Kanyashree Scheme, Kanyashree enrollees will get 50% waiver in the cost of Admission Form of JEXPO-2018, in Registration Fee and in Counseling Fee. Also Kanyashree enrollees will get priority for accommodation in Hostel of Government Polytechnics where hostel facility is available. The above stated facilities will be available on production/ submission of valid Kanyashree Idendity Card in original issued by the Competent Authority of the Government of West Bengal.

NEWLY INTRODUCED POLYTECHNICS AND DIPLOMA COURSES

Admission in the ¿ rst year may take place in some newly introduced polytechnics and some newly introduced diploma courses in the existing polytechnics subject to the availability of approval of the AICTE for the session 2018-19. Details in this regard shall be available at the time of counselling for JEXPO-2018.

Permission to appear in JEXPO-2018 or securing a rank in the merit list on the basis of the performance in the said examination does not constitute a right/guarantee in favor of the candidate for his/her admission to any diploma course unless he/she ful¿ lls eligibility requirements and be able to secure a seat in the counseling process.

ADMISSION

Admission of candidates in all the Polytechnics/Technological Institutions [subject to approval of the AICTE and af¿ liation of the WBSCT&VE&SD(TED)] for the Academic Seassion 2018-19 for them mentioned hereinafter will be made through counselling. Detailed information regarding counselling will be available in the Council’s website www.webscte.org (or in any other website as per announcement later).

The candidature of an applicant will stand automatically be cancelled at any point of time if he/she fails to produce any of the requisite supporting documents during counselling/ admission/ registration towards ful¿ llment of eligibility and other criteria prescribed by the Council.

N.B.: In case of Mining Engineering discipline, there are some statutory restrictions in Mining Act, 1952 in respect of engagement of female staff in underground mines and working time of female staff in any type of mines.

Admission to the above mentioned Polytechnics and disciplines will be allowed subject to the approval of the AICTE and af¿ liation of the WBSCT&VE&SD (TED) for the Academic Session 2018-19.

PRESCRIBED MEDICAL STANDARDS FOR ADMISSION PRESCRIBED MEDICAL STANDARDS FOR ADMISSION

Candidates must satisfy medical ¿ tness prescribed below : (a) No Colour Blindness. (b) Physically & Mentally ¿ t. (c) Able to pursue Technical Course.

Candidates seeking admission to the Courses under the WBSCT&VE&SD (TED) should possess good health and physique with sound mind. They should not be suffering from any disease/ physical or mental in¿ rmity.

All candidates (including Physically Challenged) have to produce Medical Fitness Certi¿ cate mentioning the above criteria issued by the Registered Medical Practitioner, at the time of admission. Such Medical Certi¿ cates must possess Signature, Seal and Registration Number of the Medical Practioner.

METHOD OF COUNSELLING

All candidates are directed to keep in touch on regular basis with the website www.webscte.org (or in any other website as per announcement later) for information in respect of counselling and admission. The process of counselling will commence tentatively in June, 2018. Scheduled Caste, Scheduled Tribe, Physically Challenged (Handicapped), OBC-A and OBC-B candidates are required to produce the Caste Certi¿ cate or Physically Challenged (Handicapped) Certi¿ cate or related Certi¿ cate in original issued by the competent authority of Government of West Bengal at the time of admission without which their claim for reserved seats will not be entertained. Candidate will have to take admission within the date mentioned in the allotment letter. Failure to take admission within the stipulated date will make the candidate ineligible for the offered seat and the vacant seat will be allotted to any other eligible candidate.

21 JEXPO-2018 LEGAL JURISDICTION

All disputes pertaining to conduct of JEXPO–2018 shall fall within the jurisdiction of Kolkata only.

REGISTRATION

After admission, all the students shall have to get themselves duly registered under this Council at the Institute on the day as will be noti¿ ed by the Institute. Admission in respect of the candidates failing to get themselves registered within stipulated time shall be cancelled. If not registered, candidature of the admitted candidate will be cancelled automatically and no further claim will be entertained.

DETAILS OF RESERVATION

(i) 22% and 6% of the seats are reserved for candidates of West Bengal belonging to Scheduled Caste and Scheduled Tribe respectively for the Government & Govt. Sponsored Polytechnics. In case of non- availability of suf¿ cient no. of eligible candidates under ST Category, the vacant seats will be converted to SC Category subject to the consideration of all merit listed ST candidates. (ii) 3% of the total intake capacity in Government and Government Sponsored polytechnics is reserved for Physically Challenged (Handicapped) candidates. In case of non-availability of suf¿ cient no. of eligible candidates under this Category, the vacant seats will be converted to General Category subject to the consideration of all merit listed Physically Challenged (Handicapped) Candidates. (iii) Reservation of OBC-A and OBC-B will be made as per Government Order. (iv) Reservation of Ex-Servicemen quota will be made as per Government order. (v) Women’s Polytechnic, Kolkata and Women’s Polytechnic, Chandannagar are exclusively reserved for women candidates. (vi) Ramakrishna Mission Shilpapitha, Belgharia and Ramakrishna Mission Shilpamandira, Belur are exclusively meant for the male candidates. (vii) Government and Self-Financed (Private) Institutes have a separate fee structure-- (a) For Government Institutes - Tution fee : Rs. 50/- per month. (b) For Self-Financed Institutes : (I) For seats through counselling – Tution fee: Rs. 1,500/- per month, (II) For seats under Management Quota – Tution fee: Rs. 2,500/- per month, (viii) Out of total intake capacities in the branches of Printing Technology and Photography at The Regional Institute of Printing Technology, 27 and 14 seats are reserved as AICTE quota. (ix) In compliance with the Government Noti¿ cation, 5% of the intake capacity shall be ¿ lled up on supernumerary basis under Tuition Fee Waiver (TFW) Scheme. (x) (a) District Quota (DQ) : 20% seats of Polytechnics in each district / zone will be reserved for the candidates of respective districts / zone (remaining 80% seats for State Quota). In case of non- availability of suf¿ cient no. of candidates in DQ, the vacant seats will be converted to State Quota (SQ). Candidates must pass Madhyamik or equivalent Examination from the district for which he/she claims district reservation facility. (b) Female Quota (FQ) in DQ : Out of the DQ seats 25% seats will be reserved for the female candidates of respective districts / zone.In case of non-availability of suf¿ cient no. of candidates in FQ, the vacant seats will be converted to normal seats of respective category (General, SC, ST, PC). (c) Land Loser Quota (LLQ): Land Loser means here, a person whose land has been acquired by the Government for public interest and who possesses proper certi¿ cate. (i) 2% of total seats in all Government & Government sponsored polytechnics shall be kept reserved for the candidates of land loser category. (ii) Certi¿ cate issued in the name of Parents / Legal Guardians (in case of orphans) by the Block Land & Land Reforms Of¿ cer (BL&LRO) / BDO / SDO / First Class Magistrate / Group ‘A’ Gazetted Of¿ cer of the state of West Bengal shall be considered only. Candidates have to produce original supporting documents at the time of admission. 22 JEXPO-2018 (iii) LLQ seats shall be ¿ lled-up through Counselling. In case of non-availability of suf¿ cient no. of candi- dates in LLQ, the vacant seats will be converted to General seats. (iv) LLQ is not applicable for the candidates of the states other than West Bengal. So they need not to opt ‘Yes’ in the application form. (d) Management Quota (MQ) : MQ seats for the Self-Financed Polytechnics af¿ liated to the Council are 25% of the approved intake as on date.

N.B.: However, there is no District Quota (DQ) in the following ¿ ve Government Polytechnics : (1) A.P.C. Roy Polytechnic, (2) Jnan Chandra Ghosh Polytechnic, (3) Central Calcutta Polytechnic, (4) Birla Institute of Technology and (5) North Calcutta Polytechnic.

TUITION FEE WAIVER SCHEME (TFW)

Technical Education, Training & Skill Development Department, Government of West Bengal shall implement the Tuition Fee Waiver Scheme (TFW) for all AICTE approved Govt.& Govt. sponsored polytechnics as well as non-aided self-¿ nance polytechnics of the State for the Academic Session of 2018-19 for the economically backward meritorious students of the State of West Bengal. a) Eligibility : Students who have been merit listed in the JEXPO–2018 conducted by West Bengal State Council of Technical & Vocational Education & Skill Development (Technical Education Division), whose annual family income from all sources in the preceding ¿ nancial year is less than Rs. 2.50 lakhs (Rupees Two Lakhs and Fifty Thousand) only and who are domiciled in West Bengal are eligible for availing TFW scheme. b) Availability of seats under TFW Scheme along with other modalities : i) Up to maximum 5% of sanctioned intake per course will be made available under this scheme. ii) These seats shall be supernumerary in nature. iii) All af¿ liated Polytechnics will allow requisite no. of seats over and above the sanctioned strength for each of the af¿ liated branch under this scheme subject to a maximum of 5% of the approved intake or the number of actual tuition fee waiver granted by the College in the same branch as per selection made by the State Admission Authority, whichever is less. iv) The waiver is limited to the tuition fee for all the Institution concerned. v) Selection of candidates for the Tuition Fee Waiver Scheme shall be decided during the councelling process based on merit from amongst the eligible candidates.
