(Through Pre-qualification) (Submission of Bid through online) Director of Technical Education and Training, Government of West Bengal, invites e-tender from bona fide and reputed manpower provider agencies having valid license for supply of Sweeper-cum- Cleaner as listed in the BOQ for 47 Government Polytechnics as detailed in Table – 2 at para 6. Both Technical Bid and Financial Bid are to be submitted concurrently duly digitally signed in the website: https://wbtenders.gov.in 2. The Time Schedule for obtaining the Bid Documents, Pre Bid Meetings, Registration with the Tendering Authorities, the submission of Bids and other documents etc will be as per the list provided at Serial No: 12 below. 3. Eligibility for Quoting: Any reputed Company having valid license from Competent Authority of Government of West Bengal for supply of manpower and having credential of similar activities for at least 2 years may apply. Submission of Tender: All tenders must be submitted online. Tenders will be opened in presence of such tenderers or their authorized representatives. The Tender is to be submitted in Two Bid System. 4. (a) “Bid A” One folder for “Essential Requirements of the Tendering Firm for Participation” shall contain all papers related to the essential requirements of the Tenderer for participation in the tender, viz: Prequalification Documents:- (A) Application in the format prescribed in Annexure – I (B) Sl Documents No 1 Valid Trade License/ Enlistment with Registrar of Companies 2 PAN Card of Company 3 ESI Registration Certificate, if applicable 4 CPF Registration Certificate, if applicable 5 Professional Tax Clearance Certificate 6 Audited Balance Sheet for three years of the Company/ Organization 7 IT Return for last year 8 Authority of operating business of Security Service. (b) “BID B” Another folder as “Financial Bid” shall contain the Financial Bids with the BASE SERVICE CHARGE PER PERSONNEL EXCLUDING SERVICE TAX. (c) During the tender evaluation process, “BID A” will be opened first. Those tenderer who have qualified the essential requirements will be identified. On the basis of supplied documents, the Tender Selection Committee will assess the capability of the bidders of supplying the required manpower, then only their “Bid B” will be opened. The “Bid B” of those Tenderers failing to meet the essential requirements of participating in tender will not be opened and be rejected. (d) The Tenderer quoting the lowest rate in ‘Bid B’ will be considered as successful. (e) THE DECISION OF THE TENDER SELECTION COMMITTEE WILL BE FINAL IN THIS MATTER. 5. Payment of wages to the Sweeper – cum – Cleaner will be that of unskilled worker:- The personnel deployed should be paid monthly remuneration in conformity with the minimum wages in terms of the Circular No: 1112/RW/76/266/2000/LCS dated 12/12/2013 of the Labour Commissioner, West Bengal. These rates are effective for the period 1 st January 2014 to 30 th June 2014, and will be amended as per the circular of commission from time to time. Categories of Monthly Minimum Rates of Wages Employees Zone-A Zone-B (a) Unskilled Rs.6370.00 Rs.6095.00 (b) Semi-Skilled Rs.7007.00 Rs.6682.00 ( c) Skilled Rs.7708.00 Rs.7350.00 The classification of employees is as follows : Unskilled Workers :Security Guard, Watchman, Darwan; sweeper, helper, work assistant. Semi-Skilled Workers : Unskilled Supervisor; Skilled Workers : Guard with Fire Arms, Gunman, Field Supervisor , Marketing Personnel, Clerk, Account, Cashier and others capable of handling machines Implementing areas : Zone ‘A’ = (i) Areas Notified under Kolkata Metropolitan Development Authority (KMDA), (ii) Asansol Municipal Corporation , (iii) Durgapur Municipal Corporation, (iv) Siliguri Municipal Corporation , (v) Digha –Shankarpur Development Authority , (vi) Thermal Power plant areas including Township areas, (vii) All the Municipal areas in different Districts , viii) All the Sub-Divisions in the districts of Howrah, Hooghly , Burdwan and 24- Parganas (N) [excluding Barasat and Basirhat]’ (ix) Alipur Subdivision and Baruipur Sub- Division in the district of 24-Parganas (S), (x) Midnapore Sadar Sub-Division and Kharagpur Sub-Division in the district of West Midnapore , (xi) Siliguri sub-division in the district of Darjeeling, (xii)n Bankura Sub-Division and Bisnupur Sub-division in the district of Bankura, and (xiii) Raghunathpur Sub-Division in the district of Purulia ; Zone B = Rest of West Bengal 8. Sweeper-cum-Cleaners should be paid the minimum wage of a for an unskilled worker as per order of the Labour Commissioner, West Bengal 9. Quoting of Rates: Rates should be quoted for agency charge only for each person to be engaged by the agency without service tax. 10. Agreement: Before starting the Deployment of manpower, the successful bidder should enter into an agreement with the Principal/ Officer in Charge of the Polytechnic. 11. The successful bidders shall be able to supply manpower at the quoted rate at least for one year from 1 st September, 2014. The Director of Technical Education & Training, West Bengal, reserves all right to change the above schedule in case of any exigencies after putting up a notice in the website htpps://wbtenders.gov.in and office notice board. 14. All the prospective bidders are requested to be present during opening of the Financial Bid at the office of Director of Technical Education & Training. 15. No objections in this respect will be entertained raised by any bidder who will be present during opening of the financial bid, or from any bidder who will be absent at the time of opening of Financial Bid. 16. During the scrutiny, if it comes to the notice of the tender inviting authority that the credential or any other paper are incorrect/ manufactured/ fabricated that bidder would not be allowed to participate in the tender and the application will be rejected without any prejudice. 17. The Tender Selection Committee reserves the right to cancel the NIT due to unavoidable circumstances and no claim in this respect will be entertained.
