Prof. Dr. Adnan Sofuoğlu Enstitü Müdürü ii ÖZET Galatasaray Lisesi’nden mezun olan Fatin Rüştü Zorlu Cenevre Üniversitesi’nde Hukuk ve Paris’te Siyasi Bilgiler eğitimi aldı. 1932 yılında Dışişleri Bakanlığı’nda çalışmaya başlayan Zorlu, 1934 yılındaki Silahsızlanma Konferansına kâtip olarak, 1936 yılındaki Montreux Konferansında hukuk müşaviri olarak Türk Heyetinde yer aldı. 1939 yılında Paris’e başkâtip olarak atanan Zorlu, Kuybişev’de maslahatgüzarlık, Beyrut’ta başkonsolosluk yaptı. Türkiye II. Dünya Savaşından sonra zamanın şartlarına bağlı olarak siyasi sistemini, dış politika ve ekonomi politikalarını değiştirdi. Bu durumdan sonra Fatin Rüştü Zorlu, almış olduğu eğitimi, başarılı görevleri ve sosyal statüsünden dolayı Türk Diplomasisi için daha önemli bir figür haline geldi. 1946’da Dışişleri Bakanlığı İktisat ve Ticaret Dairesi’ne Genel Müdür oldu. 1952 yılında NATO Daimi Delegesi olarak atandı. 1954 yılında Çanakkale’den Milletvekili seçilen Zorlu Devlet Bakanı ve Başbakan Yardımcısı olarak kabineye girdi. 1955 yılındaki Bandung Konferansında Türk Heyetine başkanlık yaptı. Fatin Rüştü Zorlu Kıbrıs Konusu ve Türkiye’nin ekonomik ilişkileriyle ilgilendi. 6-7 Eylül Olaylarından sonra Kasım 1955'te Kabineden istifa eden Zorlu Temmuz 1957’de Basın İşlerinden Sorumlu Devlet Bakanı olarak Kabineye geri döndü. 1957 seçimlerinden sonra, 25 Kasım 1957’de Dışişleri Bakanı oldu. Sonuç olarak Fatin Rüştü Zorlu, uluslararası arenada iyi bilinen, özgür Dünya olarak nitelendirilen Batı Bloğunda savunma ve ekonomik işbirliklerini destekleyen bir figür olarak tanınmıştır. Zorlu uluslararası konferansların tanınan yüzü olmuştur. Anahtar Kelimeler: Fatin Rüştü Zorlu, Türk Dışişleri Bakanlığı, Türk Dış Politikası iii ABSTRACT A graduate of the Galatasaray Lycee in Istanbul, Fatin Rüştü Zorlu holds L.L.B. degrees from the Law School of the University of Geneva and from the School of Political Science in Paris. Mr. Zorlu entered the Ministry of Foreign Affairs in 1932 and was successively Secretary to the Turkish Delegation to Disarmament Conference in 1934, legal adviser to the Turkish Delegation to the Montreux Conference in 1936. He was appointed First Secretary to the Turkish Embassy in Paris in 1939, he later became Charge d’Affaires in Kuybyshev and Consul-General in Beirut. After World War II, Turkey changed political system, economic and foreign policies, because of circumstances of mentioned time. After this situation, Mr. Zorlu became more important for Turkish Diplomacy. He was appointed Director-General of the Department of Economy and Commerce at the Ministry Foreign Affairs in 1946. In 1952 he was appointed Ambassador and Turkish Representative to the North Atlantic Treaty Organization. Elected to the Grand National Assembly from the Constituency of Çanakkale in 1954, Fatin Rüştü Zorlu entered the Cabinet as Minister of State and Deputy Prime Minister. He headed to the Turkish Delegation to the Bandung Conference in 1955. Mr. Zorlu took a strong interest in Cyprus issue and economic relations of Turkey. After 6-7 September Events, Resigning from the Cabinet on November 1955, he re-entered as Minister of State for Press Affairs on July 1957. Later, he became Minister of Foreign Affairs on November 25, 1957. As a result, Fatin Rüştü Zorlu was a well-known figure on the international scene. Mr. Zorlu has come to be recognized as one of the freeworld’s foremost exponents of collective defense and economic cohesion. Mr. Zorlu has been a familiar personality at almost every major international conference. Dünya Savaşı’ndan sonra değişen Dünya düzeninde Türkiye’de siyasi, ekonomik ve politik değişimler yaşanmış olup Türk Dış Politikası da konjonktüre göre yeniden yapılanmıştır. Bu değişim ve dönüşüm savaşın hemen sonunda CHP iktidarı döneminde başlamıştır. Türkiye’de çok partili hayata geçiş süreci yaşandıktan sonra Demokrat Parti iktidara gelmiş, CHP zamanında başlayan Batı eğilimli politikalar daha da hız kazanmıştır. Sovyet tehlikesinin de bir etkisi sonucu Batı merkezli dış politika güdülmüştür. Bizim ele alacağımız konu ise kendine has bir karakteri olan Fatin Rüştü Zorlu’nun Türk Dışişlerindeki rolü ve etkisini ortaya koymaktır. Fatin Rüştü Zorlu’nun ailevi arka planı ve almış olduğu eğitim onun Türk siyaset sahnesinde yer almasını ve özellikle de Türk Dışişlerinde ve politikasında etkili bir şahsiyet olmasını sağlamıştır. Fatin Rüştü Zorlu anne tarafından paşa torunudur. Babası İbrahim Rüştü Paşa olan Zorlu iyi bir eğitim almıştır. Galatasaray Lisesi’nin Ticaret Bölümünden mezun olup Paris’te siyasal bilgiler okumuş ardından Cenevre’de hukuk eğitimi almıştır. Atatürk’ün de bilgisi dâhilinde Tevfik Rüştü Aras’ın kızı Emel Hanım ile evlenmiştir. Zorlu Demokrat Parti İktidarından önce Dışişlerinde çeşitli görevlerde bulunmuş olup Montrö başta olmak üzere önemli uluslararası görüşmelere katılmış ve çok değerli tecrübeler kazanmıştır. Zorlu, Demokrat Parti iktidarında Başbakan Yardımcılığı, Devlet Bakanlığı ve Dışişleri Bakanlığı görevlerini üstlenmiştir. Zorlu özellikle de dış ülkelerle olan ekonomik ilişkiler ve ticaretle ilgilenmiş ülkeye maksimum düzeyde

INTRODUCTION Cyprus holds an important place in the United Kingdom’s foreign policy. There was a rather complex situation in Cyprus during the 1950s; the Greeks tried for enosis (the union of Cyprus with Greece), the Turks resisted, arguing either for the status quo or for taksim (partition), while Britain tried to quit the Island with the exception of keeping two air bases. British officials used every opportunity to preserve British influence on the Island. The Cyprus Question was the most difficult issue to the United Kingdom, Greece and Turkey during the second half of the 1950s and it disturbed Turkey’s relations with Greece and the United Kingdom. The Cyprus Question was the creation of the desires and aggression of two conflicting parties: Greece and the United Kingdom. The Greek Cypriots attempted to exclude the Turkish Cypriots from the Island’s political and economic life and directed terrorist actions against British soldiers and Turks on the Island. There was also a potential threat to the southern border of Turkey. An extreme group within the Greek community wanted to achieve enosis through using violence against their neighbouring community. Regarding Turkey and the international community, Cyprus is located in a crucial strategic area and simply cannot be left to any hostile power. Greece possesses the Aegean Islands that encircle Turkey’s border.1 Periodically, Greek terrorists attacked first the British and then Turkish Cypriots, causing difficulty in relations between Greece and Britain.

    Kıbrıs Politikasının Annan Belgesi ile Başlayan Kırılma Noktaları Breaking Points in the Cyprus Policy Beginning with the Annan Blueprint Ahmet Zeki Bulunç* Özet Kıbrıs uyuşmazlığı Yunanistan’ın “Kıbrıs Halkına” self-determinasyon hakkı verilmesi ama- cıyla 1954 yılında Birleşmiş Milletlere yaptığı başvuruyla birlikte uluslararası bir nitelik kazanarak evreler halinde günümüze kadar devam etmiştir. Kıbrıs uyuşmazlığının temelinde Yunanistan’ın ve Rumların ENOSİS (Kıbrıs’ın Yunanistan’a ilhakı) mücadelesi vardır. Türkiye’nin bu mücadeleye karşı izlediği politika, Kıbrıs Türk halkının güvenlik ve huzur içinde siyasi eşit, egemen bir halk olarak yaşaması, Ada’nın kendine karşı kullanılabilecek bir konuma getirilmemesi ve Türk-Yunan dengesi- nin korunması ilkelerine dayanmaktadır. Annan Belgesi’nin taraflara sunulmasından sonra yen Türk hükümetinin uyguladığı AB odaklı ve inisiyatifli yeni politika nedeniyle Kıbrıs politikasında kırılmalar meydana gelmiştir. Özel- likle Türk hükümetince, Annan Belgesi’nin kabul edilmesi ve KKTC halkına kabul ettirmesi temel bir kırılma noktasını teşkil etmektedir. Bu arada Avrupa İnsan Hakları Mahkemesi’nin (AİHM) Loizidou Davası Kararının, AB Konseyi’nin 17 Aralık 2004 Brüksel Zirve Kararı’nın ve dolayısıyla Ek Protokolün, 3 Ekim 2005 Müzakere Çerçeve Belgesi’nin kabulü Kıbrıs uyuşmazlığında Türkiye aleyhinde çok ciddi kırılma noktaları olmuştur. Söz konusu kırılma noktalarından sonraki süreçte T.C. Dışişleri Bakanlığı’nın Ocak 2006 Akademik Bakış Eylem Planı, Gambari Anlaşması (8 Temmuz 2006 süreci), 2006 Fin Önerileri’nin ilke olarak 73 kabul edilmesi, Türkiye’nin Kıbrıs politikası’nda ve tezlerinde verdiği önemli tavizler olarak değerlen- Cilt 1, Sayı 1 dirilmektedir. Kış 2007 Kasım 2002 tarihinden itibaren Kıbrıs uyuşmazlığı konusunda Türkiye Hükümetleri’nin uyguladıkları politikalar temel hatalar ve yanlışlar içermektedir. Bu politikaların bir sonucu olarak Türkiye-AB ilişkilerinde ciddi bir tıkanma olmuş ve Kıbrıs uyuşmazlığı Güney Kıbrıs Rum Yönetimi -Yunanistan inisiyatifinde tam bir uzlaşmazlığa sürüklenmiştir.

However, in comparison with the Turkish War of Independence, Ottoman experience of the Great War remains a relatively under-researched area. The Committee of Union and Progress (CUP), which ruled the Ottoman Empire during the War, constituted a dictatorship and kept the opposition under strict censorship. During the armistice period, political pressure was lifted and the press became a platform for criticism about the wartime policies of the Unionists and its consequences. Therefore, this study primarily aims to analyze Sabah (from January 1920 onwards published as Peyam-ı Sabah), a leading newspaper of the opposition, with regard to its perspective on the War during the armistice period. The emphasis of the study will be on the editor-in- chief of the paper, Ali Kemal, an iconic figure of the period, who had been very influential especially in Sabah’s analyses regarding the War and the figures who were responsible in this debacle.

The negotiation of a peace treaty and its successful outcome took the shape of the Treaty of Lausanne in 1923. The Treaty of Lausanne left an indelible mark in our memory. The aspiration of the Turkish nation to live as a free and independent people is thus anchored in Switzerland, a land that earned the reputation for fairness, equity and justice. The subsequent adoption in 1926 of a Civil Code based on the Swiss example, the Montreux Convention negotiated in 1936 in Switzerland giving full sovereignty on the Turkish Straits and other events have solidified this perception. I am therefore particularly pleased that the roots of the friendship bonds between Turkey and Switzerland and the main events associating Switzerland to Turkey have been compiled in a book. The book also illustrates the reciprocal attention and like minded approaches of both Turkey and Switzerland to further promote bilateral relations between two democracies and to facilitate the realization of aspirations of peace.
