contractually requires the constructor, Crosslinx Transit Solutions Constructors (CTSC), to embed community benefits in their work, including ensuring that local communities and historically disadvantaged groups benefit directly from the province’s $5.3 billion investment. • We are committed to making the pathway to professional, administrative and technical (PAT) roles in the construction industry more accessible to people facing barriers to employment. • CTS has hired 209 people in PAT roles to date, as well as 185 apprentices and journey persons from historically disadvantaged and equity seeking groups. • We are committed to supporting small and medium sized businesses along the Eglinton corridor, businesses impacted by our construction, and social enterprises that create employment and training opportunities for people who face systemic barriers to employment. • CTS has spent more than $800,000 on social enterprises and more than $7 million at local businesses. EGLINTON CROSSTOWN Eglinton Crosstown COVID-19 Construction Safety • With construction remaining classified as an essential industry, work on the Eglinton Crosstown LRT continues through the COVID-19 pandemic. • Crosslinx Transit Solutions, the constructor of the Crosstown, has undertaken a comprehensive COVID-19 response plan to minimize the risk to workers, keeping staff and the communities around our sites safe. This plan includes: • A mask mandate for all workers on site • A daily screening questionnaire prior to entering site • Frequent rapid testing for workers on all sites • Outdoor seating/break spaces to minimize indoor interactions • Mandatory isolation for any worker who may express symptoms • Crosslinx is encouraging all employees to make an appointment to receive a vaccine as soon as they are eligible to do so.     EX9.1 Attachment 4 – Assessment of Ontario Line As directed by City Council in April 2019, City and TTC staff have assessed the Province’s proposed Ontario Line. The details of this assessment are provided in this attachment. 1. Project Summary 1.1. Project Description The Ontario Line was included as part of the 2019 Ontario Budget1 as a transit project that will cover similar study areas as the Relief Line South and North, as well as a western extension. The proposed project is a 15.5-kilometre higher-order transit line with 15 stations, connecting from Exhibition GO station to Line 5 at Don Mills Road and Eglinton Avenue East, near the Science Centre station, as shown in Figure 1. Figure 1. Ontario Line Proposal (source: Metrolinx IBC) Since April 2019, technical working groups comprising staff from the City, TTC, Metrolinx, Infrastructure Ontario and the Ministry of Transportation met regularly to understand alignment and station location options being considered for the Ontario 1 http://budget.ontario.ca/2019/contents.html Attachment 4 - Assessment of Ontario Line Page 1 of 20 Line. Discussions also considered fleet requirements, infrastructure design criteria, and travel demand modelling. Metrolinx prepared an Initial Business Case (IBC) that was publicly posted on July 25, 2019.2 The IBC compared the Ontario Line and Relief Line South projects against a Business As Usual scenario. The general findings by Metrolinx were that "both Relief Line South and Ontario Line offer significant improvements compared to a Business As Usual scenario, generating $3.4 billion and $7.4 billion worth of economic benefits, respectively.

    THE EGLINTON CROSSTOWN LIGHT RAIL TRANSIT PROJECT Keelesdale Station Spring 2016 Location • Eglinton Avenue West and Keele Street /Trethewey Station Future Keelesdale Drive Funding • Funded fully by the Province of Ontario. • The Crosstown project is the largest transit expansion in the history of Toronto. Station Construction • Support of excavation (also called shoring) is the first Primary Entrance step in constructing the Keelesdale Station. • A cut and cover method will be used at Keelesdale Station. Lobby Timelines • Construction begins in 2016 and is scheduled to be completed in 2021. Connections • One of 15 underground Crosstown stations. Secondary Entrance • The Eglinton Crosstown LRT will link to 54 bus routes, three TTC subway stations, various GO Transit lines, and a new UP Express station. Unique Attributes • The secondary entrance to the station, at the northwest corner of Eglinton Avenue and Trethewey Drive will be built adjacent to York Memorial Collegiate Institute, a City of Toronto designated Heritage Interest Building.     Report for Action Eglinton Crosstown LRT Interchange Stations – Final Designs Date: March 20, 2018 To: TTC Board From: Chief Capital Officer Summary Metrolinx is currently constructing the Eglinton Crosstown LRT between Weston Road and Kennedy subway station, scheduled to open in 2021. This new LRT line will be operated by TTC and be identified as TTC Line 5. Approximately half of the 19 km LRT line will run underground, and connect to three existing subway stations. These interchange stations are currently under construction and will connect to Line 1 at Eglinton West Station (to be renamed Cedarvale Station) and Eglinton Station, and Line 2 at Kennedy Station. As the owner and operator of the subway system in Toronto, the TTC has a responsibility to ensure that the structural integrity of the existing subway infrastructure is maintained during construction, and that safe and efficient operation of the system is maintained. This report presents the final Metrolinx/Crosslinx Transit Solutions designs of the 3 interchange stations at Eglinton West (Cedarvale), Eglinton and Kennedy. Recommendations It is recommended that the Board: 1. Approve the final designs for Cedarvale, Eglinton and Kennedy interchange stations, as presented in this report. Financial Summary The Master Agreement between Metrolinx, the City of Toronto and the TTC, states that Metrolinx, as owner and developer, is responsible for expenditures related to the delivery of the Eglinton Crosstown Light Rail Transit Project. The Chief Financial Officer has reviewed this report and agrees with the financial impact information.
