Seventy-fourth session Agenda item 71 (d) Strengthening of the coordination of humanitarian and disaster relief assistance of the United Nations, including special economic assistance: strengthening of international cooperation and coordination of efforts to study, mitigate and minimize the consequences of the Chernobyl disaster Persistent legacy of the Chernobyl disaster Report of the Secretary-General Summary The present report is submitted in accordance with General Assembly resolution 71/125 on the persistent legacy of the Chernobyl disaster and provides an update on the progress made in the implementation of all aspects of the resolution. The report provides an overview of the recovery and development activities undertaken by the agencies, funds and programmes of the United Nations system and other international actors to address the consequences of the Chernobyl disaster. The United Nations system remains committed to promoting the principle of leaving no one behind and ensuring that the governmental efforts to support the affected regions are aimed at achieving the 2030 Agenda for Sustainable Development and the Sustainable Development Goals. 19-16688 (E) 041019 151019 *1916688* A/74/461 I. General situation 1. Since the Chernobyl nuclear plant accident on 26 April 1986, the United Nations, along with the Governments of Belarus, the Russian Federation and Ukraine, has been leading the recovery and development efforts to support the affected regions. While extensive humanitarian work was conducted immediately after the accident, additional recovery and rehabilitation activities were conducted in the following years to secure the area, limit the exposure of the population, provide medical follow-up to those affected and study the health consequences of the incident. -

By Emily Nussbaum The New Yorker, June 17, 2019 https://www.newyorker.com/magazine/2019/06/24/how- when-they-see-us-and-chernobyl-make-us-look In the third episode of “When They See Us,” Ava DuVernay’s bleak, beautiful drama about the Central Park Five, Linda McCray (Marsha Stephanie Blake) visits her son Antron in a juvenile-detention center. “I feel like everybody in the world hate me, Mom,” Antron (Caleel Harris) tells her. “I know it feels like that,” she says, then adds, fiercely, “But I love you enough to make up for everybody.” As music rises, Linda tells her son that she is always with him: “You cry, I cry. You mad, I’m mad. You scared, I’m scared. You free, I’m free.” The camera cuts to autumn leaves—and to the day of Antron’s release from prison, seven years later, as the child actor is replaced by a handsome adult, embracing his mother. “Hi, baby,” Linda says. It’s an elegant, affecting sequence—at once grand and simple, movingly performed— which captures the central ethos of the show. “When They See Us,” on Netflix, is a harrowing story about a hideous injustice: the railroading of a group of five black and Latino boys for the beating and rape of Trisha Meili, who was attacked while jogging in Central Park, in 1989. The show portrays a racist justice system and an equally hellish penal system, as well as media that amplified the lies that put the boys in prison. -

Time War: Paul Virilio and the Potential Educational Impacts of Real-Time Strategy Videogames
Philosophical Inquiry in Education, Volume 27 (2020), No. 1, pp. 46-61 Time War: Paul Virilio and the Potential Educational Impacts of Real-Time Strategy Videogames DAVID I. WADDINGTON Concordia University This essay explores the possibility that a particular type of video game—real-time strategy games—could have worrisome educational impacts. In order to make this case, I will develop a theoretical framework originally advanced by French social critic Paul Virilio. In two key texts, Speed and Politics (1977) and “The Aesthetics of Disappearance” (1984), Virilio maintains that society is becoming “dromocratic” – determined by and obsessed with speed. Extending Virilio’s analysis, I will argue that the frenetic, ruthless environment of real-time strategy games may promote an accelerated, hypermodern way of thinking about the world that focuses unduly on efficiency. Introduction Video games have been a subject of significant interest lately in education. A new wave of momentum began when James Paul Gee’s book, What Video Games Have to Teach Us About Learning and Literacy (2003a), was critically acclaimed, and was followed by a wave of optimistic studies and analyses. In 2010, a MacArthur Foundation report, The Civic Potential of Video Games, built on this energy, drawing on large-scale survey data to highlight the possibility that games that certain popular types of video games might promote civic engagement in the form of increased political participation and volunteerism. The hypothesis that video games, a perpetual parental bête-noire and the site of many a sex/violence media panic, might actually be educationally beneficial, has been gathering steam and is the preferred position of most educational researchers working in the field. -

This analysis is related to the concept of power by Michel Foucault that is supported by the text and context based interpretation. The result of this analysis shows the Soviet Government commits the criminal jurisdiction that can be seen from hiding the truth and ignoring the cictims of nuclear explosion.
