Greetings Companions! I would like to say that it has been my pleasure and honor to serve you as Grand High Priest this Capitular year 2019-2020.

My travels this year were cut short by a medical condition in the fall, work commitments and then the Covid-19 pandemic in the spring.

For the events, meetings and Official Visits I was able to attend I was very glad to see the Companions of the Grand Chapter working well together, enjoying fraternal company, and most importantly, getting along with each-other.

To my way of thinking this is the most important lesson and goal of . We are the inheritors of a wonderful tradition. We do not own this tradition, we are more correctly the keepers of it, and it is our duty to honor it and ensure the survival of the Craft for future generations.

We have a wonderful opportunity with the new Mark Master for free program. It has been very productive for the Grand Chapter. The most important thing that we can do at this point is to give these new men what they came for. When they arrive at a Chapter meeting they should see men who are willing to subdue their own passions and work for the betterment of the craft. That is the foundation we need to bring them what they have actually come seeking, a continuing Masonic education.

To the Grand High Priest and Companions of the Grand Chapter of Royal Arch Masons of Washington:

MEC Patrick Stanton, Grand Line Officers, and Companions of our Grand Chapter, I want to thank each and everyone of you for allowing me to serve this Grand Chapter as your Grand King. This is a position of honor and service not only to our Chapters, in particular, but to Ancient Craft Masonry, in general. I want to congratulate our Grand High Priest, MEC Patrick Stanton, for the extraordinary work he has done for our Grand Chapter this year. It truly has been a very busy year for our Grand Chapter.

I have done the following activities during this year as Grand King: 1. Attended three (3) Chapter meetings. Due to the pandemic, my visit to 5 more Chapters was stopped. 2. Attended the Northwest York Rite Conference in Boise, Idaho. I had the honor to represent our Grand Chapter and our Grand High Priest, MEC Patrick Stanton. Our regional Grand Chapters meet, report on what they are doing, their ideas and projects. This conference gives us, as Grand Chapter, the opportunity to fraternize with our counterparts, exchange ideas and discuss projects that helps our Grand Chapter and Constituent Chapters. 3. Read our Capitular ritual for memorization of different roles. I found several words misspelled. I will forward these findings to the appropriate Committee for their corrections. 4. Upon reading our Code, I found that none of the lower Grand Line Officers are appointed to any Grand Chapter Committee. It is the hope of our Constituent Chapters that a potential Grand High Priest be versed in the administrative part of our institution. Restricting the participation of our Grand Line Officers in Committees is a disservice to the Grand Chapter and the elected Grand Line Officer. Their participation in the Committees offer them an opportunity to acquire the knowledge and tools on how our Grand Chapter works. I would highly recommend to the incoming Grand High Priest to begin using his Grand Line Officers effectively in the various Grand Chapter Committees. Another area is to provide the knowledge needed to these Grand Chapter Officers to become effective Grand High Priests by providing workshops related to different Grand Chapter administrative areas, e.g. Constitution and Bylaws, Budget, Finance, etc.

Royal Arch Masonry is an unique organization whose ties with Freemasonry are historical. We will continue to have challenges in the future. How we resolve them determines our character as Royal Arch. There will always be a balance between our traditions and the solutions we take. There will be times we must adapt due to special situations such as we now confront with the COVID-19 pandemic. It has given us new paradigms we never thought of. This is the balance we try to achieve in using technology wisely without discarding our traditions. There is much we can learn from this pandemic as Freemasons. But as wise man once stated, it is how we choose to use new technology that liberates us as human beings and not become its slaves. A wise use of technology will assist us as Royal Arch Masons to better ourselves, where possible, while practicing our traditions for years to come.

My Companions, again, thank you for allowing me the honor and privilege of serving you as Grand King. I am humbled to be a part of this Grand Jurisdiction and hope to continue working and serving our Grand Chapter and all the Companions of this jurisdiction.

REPORT OF THE GRAND SECRETARY

TO: MEC Patrick C. Stanton and the Grand Chapter of Royal Arch Masons of Washington

The past year has been challenging for in Washington. Last year’s Grand Proceedings have been posted. Generally the affairs of the Grand Chapter are in proper order. With the help of Assistant Grand Secretary, Al Luberts, VEC Michael Holland and REC Mike Smitson, the MMS membership tracking system is about to be implemented for the Grand Chapter. While this sounds like a huge step forward (and is), it will impose a significant responsibility on Chapter Secretaries to keep these records updated via computer systems. However, there will be significant benefits including shorter annual reporting in the future. I am planning that there will be training during the next year, perhaps via Zoom for individual Chapter Secretaries.

Alas, two Chapters, Dayton #5 and University #32 have consolidated into Walla Walla #1 and Oriental #19. This has reduced the total number of Chapters to 23.

While the Grand Chapter has lost companions through NPD drops and by passing on, the Mark Master for Free program continues to be a bright spot. In fact, prior to being shut down by Covid 19, the Grand Chapter of Royal Arch Masons British Columbia and Yukon contacted me about how our program worked. However, one issue has become a challenge – degree teams to complete the remainder of the degrees. The last few years the Grand Chapter has generally held a “Grand Master’s Class,” at which all the various degrees were performed. Otherwise it has fallen to the individual chapters to put on all the degrees. Unfortunately, it is can be difficult for some of the chapters. I recommend that the Grand Chapter continue the practice of having Royal Arch Degree festivals (regardless of whether they exalt the Grand Master).

We have also experienced some difficulties resulting from Covid 19. As most of you know, the Grand Chapter purchases a past Grand High Priest apron, collar, and case from LA Fraternal, located in California. However, after I placed the order for both Honorary PGHP Smiley and for GHP Stanton, but before the items shipped, LA Fraternal shut down operations consistent with the order of Governor Newsum. As soon as LA Fraternal reopens I (or whoever is Grand Secretary) should complete the order.

This year it was reported that the Supreme Architect called six of our Past Grand High Priests home to that “House Not Made With Hands”, amazingly all belonging to Research Chapter #68: MEC Charley Chapman, MEC Karl M. Forch, MEC Harold G. Rothgeb, MEC Harry B. Warnick, MEC Thurston H. Dickason, and MEC R. Dale Fluaitt. Notification was not received of the passing of any General Grand Chapter Officers or Past General Grand High Priests.

It is with a heavy heart that I must advise you of the passing of an additional 40 Companions of the Grand Chapter of Royal Arch Masons of Washington reported so far this past year. The complete roll of their names and constituent Chapters is filed in the office of the Grand Secretary and was not available at the time of the writing of this report as all annual returns had yet to be filed.

All will be well and truly missed.

I had the privilege of conducting the annual Affirmation Sunday Service at the Peace Arch Park last October which was well attended by the Canadians (who outnumbered us by 2 to 1) and unfortunately not so much by our own Washington Companions. A good time was had by all and the sun shone brightly as we assembled to sing “Let There Be Peace on Earth” under the Peach Arch itself.

We were unfortunately unable to hold our annual Washington York Rite Joint Memorial Service due to the COVID- 19 pandemic meeting restrictions in place during the original May Grand Sessions date and then during the rescheduled July date. When the move was made to a shortened electronic Grand Sessions there was not time nor the appropriate format to do justice to the memory of our departed Companions. Therefore, we will call upon our successors in office to honor this years departed in the Joint Memorial Service to be held at the 2021 York Rite Grand Sessions.

I would like to take this opportunity to thank you for the honor of having been asked to serve as your Excellent Grand Chaplain for this past Grand Chapter year.

Jeffrey Craig Excellent Grand Chaplain Grand Chapter of Royal Arch Masons of Washington GRAND CHAPTER ROYAL ARCH MASONS OF WASHINGTON Draft Budget 2020-2021 Short Term Capital Gain is decreased. Our holdings are such that we have had them long enough to be long term to us. The only Short Term is from within the Fund itself as reported by Edward Jones. Long Term Capital Gain is increased. The increase is directly related to the decrease in Short Term Capital gain and for similar reasons. MISC & Ritual Books is increased slightly as the $250 is generally constant and we normally get income for some strange reasons. Constitute Fees is decreased slightly. It is based on actual receipts this year plus an estimated of receipt of some unpaid fees at this writing. Dividends and Interest is up a bit from prior years. It is related to moving all funds to Edward Jones. We write checks on the Money Market fund, so it draws interest vis-à-vis previous years when we had a large sum in checking accounts not drawing any interest.

The Section 101 Expenses as stipends for the elected officers is unchanged from prior years. The Grand High Priest and Grand Secretary receive their payments in four equal amount quarterly, the Deputy Grand High Priest and Grand Treasurer receive their in two equal installments while the Grand King and Grand Scribe receive their in one single payment. The Triennial expense is booked at $300 per year. In real life it is an expense every 3rd year so we will have accumulated $900. Remember we must have a person present at the General Grand Conference, if it is held live (scheduled in the fall). The amount for the GCCRAM is the fee we pay General Grand. It is an estimated on the figure paid last year. Regalia is a figure budgeted to allow for repair and/or new Aprons & Jewels as they wear out. The Grand Master Reception is the amount we normally donate to the Grand Master’s Charity.

The Section 102 Expense for printing is an estimate for printing the information passed out at the Grand Session and is in keeping with prior year expenses. The GHP Apron & Case is the amount budgeted to purchase a Past Grand High Priest Apron, Jewel and case.. The Insurance line is a bit more problematic. Our code requires three insurance policies: General Liability, Directors & Operators and Surety. As to General Liability we use the same agent that does the insurance for Grand Lodge. Grand Chapter manages the Policy and shares the cost with Grand Council and Grand Commandery - - - total cost about $2,600 a year, split three ways. The Grand Council and Grand Commandery are names as an Additional Insureds on the policy and it (the policy) covers our Chapter, Councils and Commanderies when meeting as such. The D&O policy covers only the Grand Chapter for items not covered bye the General Liability policy. The Surety Bond required by the Code has not been purchased in recent years. That protects the Grand Chapter if one of the folks with access to the funds does a runner. The last Section 102 figures are the anticipated costs of meals and rooms for the distinguished guest sent by General Grand Chapter.

Section 103 expenses are pretty straight forward, $300 to the York Rite LLC which is matched by Grand Council and Grand Commandery and is the seed money for Grand Session each year. The pay our to Royal Arch Park is the rent on the building at that location for the storage of all the Grand Chapter equipment, not used every day.

The other line items are almost self-explanatory, Name Badges- - - we all like to get name badges. Internet is the fee we pay our WEB Master together with other miscellaneous charges which always come up in that category. Bank Charge (read Edward Jones charges) are for miscellaneous charges like new checks. The MMS charge is a carry over for the unused amount from prior years to get the Grand Chapter integrated into the MMS computer system run by the Grand Encampment. The Peace Park Permit is what is paid to use that facility. This fee alternates between us and our Canadian Companion and for the life of me I can not remember whose turn it is. Last is a new line item, LEGAL. We incurred some legal charges this year for our share of a LLC problem with the IRS. Hopefully that is a one time charge. In addition we incurred legal costs in defending an allegation from a Companion a complaint against the Grand Chapter. The Companion hired an attorney, we submitted the allegations to our D&O insurance carrier and they retained an attorney. We have self-retained (read deductible) of $2,500 on that policy, so we made a payment to our attorney. I would add our attorney’s charges were very reasonable.

The budget as presented show a net profit of $6,585 which is down from the Budget number last year of $9,345. Two thousand of that difference is for legal fees, most of the balance is from the decline in revenues.

I beg leave to report:

This Past year I have continued to have been privileged to have had an outstanding counterpart from Idaho to interface with, M.E.C. Johnny A. Willis. Johnny and I have had the opportunity to meet and exchange ideas and information on almost a monthly basis, keeping each other current on items of interest and happening in our respective jurisdictions.

Idaho was unable to hold their Grand Sessions in Idaho Falls, Idaho in April due to the COVID-19 pandemic restrictions in place at that time. However, they were able to hold an electronic Grand Sessions on 18 April with a highly successful outcome. I was privileged to attend that session and was able to interface electronically with my counterpart at that time.

Capitular Masonry in Idaho is doing well, yet they continue to experience similar issues to Washington. They report a Grand Chapter membership of 297 Companions, and were again able to post a balanced budget without having to raise the $30.00 annual per capita assessment. Several resolutions were introduced and were carried over to the 2021 session due to the abbreviated electronic format used this year.

Idaho has a system of all three York Rite bodies working together on common issues, preparing common resolutions for submission to all three bodies, and doing common items in a joint session to save time. As a result their Grand Sessions normally open with the Joint session, which includes all visiting dignitary introductions, led by the lead body on Friday morning, Friday afternoon is the lead body’s session, and the other two bodies each get ½ of Saturday. Each body session includes their installation. All of the honorarium bodies hold their meetings on Thursday and Thursday night is a Knight Commander of the Temple dinner. Friday night is a dinner to benefit the Holy Land Pilgrimage Fund which is preceded by the joint bodies Memorial. The Grand Banquet is held Saturday night. Unfortunately this format was not in use this year, with each of the three grand bodies having only an hour to conduct their abbreviated business and install their new officers using the electronic meeting format.

York Rite Masonry, and Capitular Masonry are alive and well in Idaho, and despite shrinking numbers, fraternal good will and spirit are on the rise. They have ideas to try to grow the fraternity and I look forward to being able to report some of them to you next year.

A significant discussion ensued relating to the calendar year and the fiscal year of the leadership of the York Rite body’s officers. It was eventually agreed that there was no true requirement to change the date of the IRS tax filing calendar year nor changing the York Rite Grand Session and the dates of the York Rite Grand Officer’s tenure. With no other business outstanding, the audit meeting was adjourned.

Masonry in Washington has undergone some "interesting" times in the past several months. We have not been able to meet in person in several months. We have had to resort to meeting on-line thru Zoom or Skype or POTS -- plain old telephone service to stay in contact with our brothers / companions / Sir Knights. It has been a truly trying time.

The York Rite Washington LLC is charged with assisting the three York Rite grand bodies, Grand Chapter, Grand Council, and Grand Commandery, in scheduling, planning, and contracting for all the meals and meeting facilities for the annual Grand Sessions.

Unlike most Masonic lodges, chapters, councils, and commanderies, we are not a 501(c)10 tax-exempt organization. We are a Washington State-chartered limited liability company. As such we are required to file an income tax return like every one of us. The LLC has been negotiating with the Internal Revenue Service regarding several of our recent years of tax returns. We are still awaiting their adjudication for abatement of some penalties associated with our past tax returns. We hope for a favorable outcome.

First the bad news ... we have had to cancel our (physical) grand sessions for 2020. We have had to refund all monies received by the LLC from registrants for meals reservations, and cancel everyone's hotel rooms. Darn. Now the good news. We will hold a "Zoom" on-line meeting for all three grand bodies ... Grand Chapter, Grand Council, and Grand Commandery ... this year on Independence Day, July 4th, 2020, beginning at 8:00am, and hopefully concluding the much-condensed meetings, elections, and installations, ending not later than 12:30pm. We hope to "see" you there.

More good news ... Provided that this coronavirus / COVIS-19 pandemic goes and stays away, we have contracted to hold the 2021 York Rite Washington Grand Sessions where we had planned to hold the 2020 grand sessions, at the LaQuinta Hotel and Convention Center in Tacoma, WA. We were able to negotiate to have our convention reservation deposit carry- over to 2021, and did not have to pay any additional fees for a cancelled reservation. In addition, the room rental rates will be lower in 2021; only $99 per night plus taxes. The 2021 York Rite WA grand sessions will be held May 12th thru 15th, 2021, in Tacoma. Stay tuned.

The LLC is financially solvent. The members of the LLC strive throughout the year to assist the three grand YR bodies in any way possible. It is quite a bit of work, but well worth the effort we expend.

Stay home for now, stay healthy, and pray for a swift end to this pandemic, that we may meet again, in person.

Greetings from Your Royal Arch Masons Children’s Heart Foundation, Inc

2019-2020 has been a very productive and interesting year for your Heart Foundation.

Provided for review is the 2019 Year to date Budget.

This provided the frame work for expenditures and require board oversight and approval for un budgeted items.

As you can see, we were under budget again !!!.

The Foundation is committed to financial transparency on what we have and how it is being used and we will always provide this information freely for all to see.

Every member of the Grand Chapter of Royal Arch Masons of Washington deserves our best and open exchange of information regarding the Foundations finances is a must!!!

I am very proud of the work the Team has done thus far as they have spent countless hours assembling the information needed to provide to membership detailed reports, balance sheets and a budget.

But there is more work to be done and you can help by attending our meetings, being the light within your chapter when questions are asked and being an active advocate for the foundation whenever you see an opportunity to help a child.

This year we had 18 Chapters provide returns totaling $3108.68

The foundation would like to thank each and every one of the Chapters for their continued support.

Special recognition and thanks to the companions of Issaquah #39, Centralia #4, Fellowship #61 for making a $200.00 or more contribution and to Pasco # 33 for their $1000.00 donation and Triple Tau 66 for their $500.00 donation.

In 2019 8 Chapters provided $100.00 or more to making a difference in children’s lives and from all the trustees we thank you.

Thus far this year the foundation received 29 Life memberships.

Big Shout out to the Chapters that have reached 100% Life membership in the Royal Arch Children’s Heart Foundation. That’s an awesome accomplishment and truly appreciated.

Thank you companions for your continued support and for providing Life memberships to non- mason’s as well as this is a great way to spark the interest in who we are and what we do.

This year the Foundation granted 5-$30,000.00 donations totaling $150,000.00 in making children’s lives better for pediatric heart conditions and corrections as well as $7162.71 for approved case payments.

We have more cases coming in so please keep an eye out for any opportunities that may come your way and check out the updated website !!!!!

The foundation continues to work with Washington Masonic Charities to ensure they have some of our promotion material and contact information should an opportunity arise.

Our current investments at the end of the year was $3,451,189.79 and as of 5/31/20 our investments are at $3,278,035.89. Our investments continue to do better than the average specially in these un paralleled times with the S&P down over 8% our diversification of investments only realized a 4.18% drop and continue to gain it back and more.

Your Foundation is something special and unique and we will continue to make a difference in children’s lives long into the future.

As we continue to grow your foundation please let us know if you would like someone to visit your chapter for a short presentation or to answer any questions.

This is your Foundation so making it Great is up to each and every one of us.

Proposed Resolution 2020-004 – Additional Secretary Duties The Board of General Purposes reviewed and discussed the four (4) Resolutions submitted for vote at the 2020 convocation with the following results.

As to Resolution 2020-001 We find unanimously it is NOT good for Masonry. (Comments) The Past Grand High Priest Association is an EXCLUSIVE group or Club and there is no president of any Group or Club being codified. We recognize that the Past Grand High Priest's have vast knowledge to be utilized by the sitting Grand High Priest if he desires but that is their only function other than that as stated in the second paragraph of the Resolution.

Section 3 Third Paragraph of the Resolution is contrary to the Grand Code Section #18, which states that any sitting or past High Priest of a regularly constituted Chapter may file for ANY Grand Chapter office. Any Past or sitting High Priest will file for said office and include his Statement of Availability containing resume of his service to his Chapter and to the Grand Chapter (normally including Masonic and work or community leadership positions). Section (3) Reviewing all applications and rendering a decision on who is best suited to be elected is contrary to Capitular Law and is considered to be ELECTIONEERING. Election by the Delegates at Grand Session is the inherent right of the said Delegates and not by Past Grand High Priest's or by a committee of any sort.

As to Resolution 2020-002 We find unanimously that it is Good for Masonry (Comments) As stated in the Resolution, the Grand Chapter of Washington has been rushed with only one half day. A full day will allow for more discussion of legislation, introduction of visiting Dignitaries, Election of Officers, and It could possibly allow for Installation of Officers.

As to Resolution 2020-003 We find unanimously that it is Good for Masonry (Comments) Capitular Law requires an avenue of appeal for an accused individual to present a defense, call whiteness for his defense and to receive and unbiased decision as to his Guilt or innocence.

As to Resolution 2020-004 We find unanimously that it is Good for Masonry (Comments) This Resolution is a necessity To keep the Companions up to Date as to the proceedings of Grand Chapter in a timely manner and not delay this information until 31 December following the Grand Session. To certify and report to the Companions the results of the election of Grand Officers and disposition of the Resolutions allows the Resolutions to be relevant to the operation of the individual Chapter.

As chair of the finance committee for Grand Chapter, 2019-2020, I and the committee have reviewed the proposed resolutions to come before grand sessions in July, 2020. The finance committee is required to review all resolutions for their financial impact to Grand Chapter. Our findings and opinions are below.

#1 -- establishing a PAST GRAND HIGH PRIEST ASSOCIATION. This should have NO financial impact.

#2 -- MAKE GRAND CHAPTER SESSION A FULL DAY MEETING, rather than the 1/2 day currently. This will have an impact financially, but perhaps not to Grand Chapter itself. Assuming we have sufficient attendance, by staying in the hotel rooms, and purchasing meals from the venue, we essentially get the meeting rooms for "free". Not really free, but included in the total expenditures. Hence the NO COST CHANGE to Grand Chapter. Attendees will see an increased cost of hotel room, meals, etc. This MAY prod the other grand bodies (Grand Council, Grand Commandery) to do likewise -- revert back to a full day meeting. We could be looking at 4 full days in the future (honoraria degrees / memorials, Grand Chapter, Grand Council, Grand Commandery -- each a day long).

Cost impact to the companions = YES, but not necessarily Grand Chapter.

#3 -- make the committee on Grievances and Appeals a STANDING COMMITTEE. This should have NO financial impact.

#4 -- REQUIRE THE GRAND SECRETARY TO PROVIDE CERTIFIED ELECTION AND RESOLUTION RESULTS (PASS/FAIL/CARRYOVER) not later than June 1st following Grand Chapter sessions. This should have NO financial impact.

The Committee on Jurisprudence has reviewed Resolutions 2020-01, 2020-02, 2020-03 & 2020-04 and find no conflict with the Code or by- laws of the Grand Chapter of Royal Arch Masons of Washington.

We do not offer an opinion with regards to the prudence or wisdom contained in the resolutions reviewed.

PURPOSE: To amend the Constitution of the Grand Chapter Royal Arch Masons of Washington Code to Clarify the Seal of the Grand Chapter of Royal Arch Masons of Washington.

WHEREAS: The Grand Code does not describe the content of the seal of the Constituent Chapters and is not clear in certain directives of this Section of the Code as show below;

GRAND CHAPTER AND CONSTITUENT CHAPTER SEALS

SEC. 2. The Seal of this Grand Chapter and the Seal of Constituent Chapters shall consist:

1. Of a devise that shall emboss the image and may be a self-inking stamp or an electronic media seal providing that the image and inscription shall not be changed from the original. 2. There shall be two (2) Seals maintained by this Grand Chapter. The Grand Secretary shall affix his to all instruments issued by or under the authority of this Grand Chapter. The Grand Chapter must approve any changes to the Seal, including devises and inscriptions. 3. The Grand High Priest shall control the second seal. He shall affix his seal to all instruments under his authority. 4. The design of the “SEAL of the Grand Chapter” is hereby revised to be a “Circle of Stars” surrounding a circle consisting of the words “Grand Chapter Royal Arch Masons of Washington” and the date “A.I. 2414”; all of which surround a circle containing a triangle with the “Triple Tau” at its center.

THEREFORE, BE IT RESOLVED: That Section 2 of the Code should be amended and read as follows:

GRAND CHAPTER AND CONSTITUENT CHAPTER SEALS

SEC. 2. The Seal of this Grand Chapter and the Seal of Constituent Chapters shall consist: 1. RESOLUTION 2020-002 November 1, 2019

PURPOSE: To formally establish a one-day Grand Convocation instead of a one-half day for the Grand Chapter of Washington.

WHEREAS: The Grand Chapter does not have enough time to complete its work with a one-half day Session.

WHEREAS: The Grand Chapter has not been able to formally introduce and properly recognize visitors from other jurisdictions because of the compressed time allowed in a one-half day Session.

WHEREAS: Our Grand Chapter has been hurried the past two years that has caused us to skip over necessary work.

WHEREAS: A full day will allow us time to handle a large number of Resolutions without being hurried.

THEREFORE, BE IT RESOLVED THAT: A one-day Grand Convocation will be formally established to allow sufficient time to complete the necessary work of our Grand Chapter.

THEREFORE, BE IT HEREBY RESOLVED THAT a sentence should be added to SECTION 79 making it a requirement to make our Grand Convocation at least one full day to be able to complete the work of our Grand Chapter.

To the Most Excellent Grand Chapter of Royal Arch Masons of Washington Purpose To add the Committee on Grievances and Appeals as a Standing Committee. Whose purpose shall be to review and resolve any grievances or appeals presented to the Grand High Priest and submit to him their findings and recommendations for a final determination or decision. Whereas Due Process is a fundamental right of any individual or organization in our nation. Whereas Our Constituent Chapters and Companions have this inherent right when a grievance is submitted to the Grand Chapter or an appeal is requested. Our Constitution and Bylaws should reflect this right in any grievance or appeal. Therefore be it here resolved that, Section 93 Standing Committees be amended and a Committee on Grievances and Appeals be added as subsection 10 to investigate, resolve and submit recommendation or recommendations on any grievance or appeal submitted to the Grand High Priest and a report submitted to the Grand High Priest on their findings with their recommendation or recommendations for his final determination or decision. Section 93 10. Committee on Grievances and Appeals The purpose of this committee is to review and resolve any grievances or appeals brought before the Grand High Priest. Grievances and /or appeals brought to the attention of the Grand High Priest shall be of such a nature regarding the improper conduct or decision made by a Constituent Chapter or one of its members; or by a member of this Grand Chapter insofar as such grievances relate to Capitular Law. This committee shall consist of the Deputy Grand High Priest, who shall serve as Chairman, the Grand King and a member of the Jurisprudence Committee. Any member of the Committee who is subject to any grievance or appeal shall recused himself as a member and not participate in any of the deliberations. The Committee, with approval of the Grand High Priest, can appoint a Trial Commission to resolve any grievances or appeals on an as-needed basis. The Committee after Deputy Grand High Priest shall report is findings and recommendation of recommendations to the Grabs High Priest. The Grand High Priest shall make the final decision based on the grievance or appeal report submitted. The Committee will submit a report of their work during the Capitular year at the Annual Convocation. This Committee shall follow the Penal procedures as outlined in sections of the Grand Constitution of the Grand Chapter or the Washington and of the Washington Masonic Code. To the Most Excellent Grand Chapter of Royal Arch Masons of Washington Purpose To have the Grand Secretary certify and report to the Craft the results of the elections of the Grand Line and the resolutions presented at the Annual Convocation by June 1st. This will allow the Bylaw Committee to begin working on any amendments to the Constitution several months prior to the publication of the proceedings. In addition, if a proceeding is not published, this certification will not delay the implementation of any amendments approved by the Craft. Whereas All organizations are governed by a constitution and bylaws as their rule and guide. Whereas Constitutions and Bylaws are constantly updated and amended through resolutions to meet the challenges of an organization. Whereas We as an organization, might encounter a delay in the implementation of amendments to the Constitution due to the delay of the printing or publication of the proceedings of the Annual Convocation of the absence of the same. Therefore be it here resolved that, Section 34 Duties of the Grand Secretary be amended to add an additional subsection (29) to the duties of the Grand Secretary whereby he shall certify and report to the Craft the results of the election of the Grand Chapter Officers and the resolutions presented at the Annual Convocation by June 1st .
