BROTHER OSCAR ALLEYNE FOR THE OFFICE OF DEPUTY GRAND MASTER VISION STATEMENT Strengthening the quality of New York Freemasonry through proven transformational leadership and membership engagement to grow and sustain our Masonic heritage for generations to come. PERSONAL Brother Oscar is the Chief Program Officer for the National Association of County and City Health Officials, where he oversees a $28 million-dollar portfolio providing executive leadership, membership and business development, and capacity building to the country’s 3,000 local governmental public health departments. He frequently provides health and policy information to global and national health agencies, community groups, universities and media outlets as a subject matter expert, published author and scientific presenter in the field of public health. For 15 years, he was also the Director of Epidemiology & Public Health Planning for the Rockland County Department of Health responsible for all disease outbreaks and investigations for a population of 312,000 residents. He implemented several community health initiatives helping Rockland County to become ranked as No.1 among all counties in New York in 2015. He also served as President, Chair and active Board Member of several professional Public Health Associations and Faculty member of a number of undergraduate and graduate institutions. Brother Oscar is a proud product of a New York education having earned a Bachelor’s in Biology at the University at Buffalo, a Master of Public Health at the University at Albany and a Doctor of Public Health from New York Medical College. MASONIC CREDENTIALS & QUALIFICATIONS Brother Alleyne has enthusiastically served as our Junior Grand Warden of the Grand Lodge during the 2018-2020 term. He has contributed valuable team leadership support to Grand Lodge priorities and the Grand Master’s initiatives and programs. He performed administrative duties as an Ex-Officio member of the Masonic Brotherhood Foundation and provided technical assistance as the Liaison for Grand Lodge Officers of the Region (East of Route 81) covering 12 Districts. In addition to the execution of ceremonial and ritualistic responsibilities, he assisted in the Grand Lodge’s pursuit of positive growth by developing successful prototypes of informational pamphlets and new potential member engagement materials and is the current Chairman of the Grand Lodge Publications Committee. He was coroneted a 33º Scottish Rite Mason at the 2019 Biennial Meeting of the Supreme Council NMJ. He also received the Sovereign Grand Commander's Medal For Distinguished Service for co-creating the Hauts Grades Academy educational program which has over 700 members enrolled. He previously served as Chair in 2010- 2012 of the Supreme Council NMJ Valley Unification Committee in which developed the successful reorganization of the Valley of the Hudson and the creation and implementation of a new unified Scottish Rite valley governance structure. He was appointed as the first Grand Superintendent for the State of New York for the Grand Council Allied Masonic Degrees of the United States of America from 2012- 2015. He was elected as the newest life member of the prestigious Council of Nine Muses No. 13. Brother Oscar is an internationally respected Masonic speaker and practical thought leader having presented over 200 lectures covering multiple areas of interest to over 8000 Freemasons.
