This document describes observations and previous experience on route and explains the Transport of Wind turbine equipment from Geelong port to Lal Lal wind farm.

This latest route study took place on 13-03-18.

6.0 Site Location. The Lal Lal windfarm is spilt into 2 sections, The Yendon Section (2km east of Yendon and 17km southeast of ) and the Elaine Section (2km north of Elaine and 17km south southeast of Ballarat). Both been roughly 80 Kilometres from the port of Geelong.

9.0 Port of Import.

The wind turbine equipment will be imported from various countries, and will arrive on ships into the Port of Geelong. The client may alternately source local towers. The likely berth for these shipments is the Corio Quay Berth.

Access from the storage to the Public roads, is via Corio Quay Road. This route has no Obstacles from the port to the , and has wind turbine equipment of up to 62 Metres, in the past.

11.0 Transport conditions.

The following are the conditions that Rex J Andrews P/L will operate under for all deliveries to site. - Travel in Accordance with VIC Roads permit conditions that are listed on the specific permit for each load. - All loads to have approved warning devices, to alert motorists. - Travel in Accordance with Powercor permit conditions that are listed on their specific permit. - Approach VIC roads with a request to travel through to site in the dark for loads from Corio through to site.

14.0 Emergency Procedures.

• In the event of an emergency situation, such as breakdown, the load will be moved to the left hand lane/shoulder to ensure minimal traffic impacts; police and pilots (Under the direction of the police) will manage traffic flow. In such instances the TMC should be promptly advised so that all necessary warnings can be made. • Where a tow is required, the trailer will be unhooked from the prime mover and a standby truck be called. In such instances the TMC should be promptly advised so that all necessary warnings can be made. • If police decide that the movement should be suspended as a result of time or potential traffic impacts the trailer with the load will be moved to a safe parking location and TMC will be notified. • In the event of bad weather, the driver is to notify the first point of contact before departing. • If the highway is blocked between the pickup location and drop off location, than the load is not to depart.

Upgrades required: Yes, It would be advisable to put a no parking sign on the entrance and exit of the corner. These would only need to be put in place between 2:00am and 5:00am daily, which is unlikely to affect the local businesses.

Procedure: Moderate right hand turn. Comments: The trucks will turn form the correct side to the correct side, the loads will interfere with the signs on the median strip and on the inside of the turn. These signs will need to be removed and replaced for each blade.

Upgrades required: Yes, small amounts of works are required.

92.3 Km’s: Yendon No2 Road at Yendon.

Procedure: Travel directly ahead in the centre of the road. Comments: There are several large overhanging trees in the township of Yendon. These trees have overhanging foliage that can be pruned back to 5.0 metres from the road. This would than allow a clearance of 300mm for the blades to safely pass under.

Conclusion: After studying all options and undertaking a route survey, we believe the loads could be transported on this route, however some upgrades will need to take place. The following are the key points that need to be taken into consideration, if the project moves forward with this route.

PORT OF GEELONG: • The port storage area will need some upgrades. There will need to be some internal road modifications, and some hardstand upgrades. • The roads from the storage yard through to Corio Quay Road need very little work in their current form, some signs need to be made removable and a no parking zone put in place between 2:00am and 5:00am on the corner of Crowle and Langdon streets.

GREATER GEELONG: • All roads up to the turnoff from the Princes Highway onto the Geelong Ring Road are okay in their current condition. • Large amounts of works are required on the turn from the Geelong Ring Road onto the Midland Highway.

BANNOCKBURN: • Hardstand required on the roundabout. Additionally some signs need to be made removable.

ELAINE SITE ENTRANCES: • Design drawings are currently been reviewed for these intersections

Conclusion: After studying all options and undertaking a route survey, we believe the loads could be transported on this route, however some upgrades will need to take place. The following are the key points that need to be taken into consideration, if the project moves forward with this route.

PORTLAND: • No problems with this section.

PORTLAND TO GEELONG: • This route has accommodated the same size tower sections in the past. There are no problems with this section of road.

GEELONG TO YENDON: • No problems on this route.

ELAINE SITE ENTRANCES: • Design drawings are currently been reviewed for these intersections

YENDON • Works required on the turn from Yendon-Lal Lal Road onto the Yendon- Egerton Road. This may include placing hardstand on the inside of the turn, and relocating a stay wire.

YENDON SITE ENTRANCES: • Design drawings are currently been reviewed for these intersections • No Towers or Nacelles are to cross the Moorabool West branch bridge.

DIMENSION-LENGTH: • No problems on this route.

DIMENSION-WIDTH: • The route in its current form is suitable for the width of the towers been 4.7 metres. However it is recommended that roadwork’s be checked prior to departing.

DIMENSION-HEIGHT UNDER STRUCTURES: • Lowest structure is the underpass on Geelong Ring Road under Creamery Road. This will require the towers to travel under the bridge in the far left side of the road and over the centre of the fog line height of this structure is 5.6 metres at this point.

DIMENSION-WEIGHT OVER STRUCTURES: • Bridge structures to be assessed by VIC Roads and local councils.

OVERHEAD UTILITIES: • Approval has been granted on this route for loads of 5.5 metres in overall height. An additional assessment is required from Clarendon through to site.

RAIL CROSSINGS: • Permit to be submitted to ECO DEV for approval.

TREES: • Trees to be pruned in Lal Lal. Route to be rechecked closer to the start of the project.

ROADWORKS: • To be checked closer to the date of movement.
