    Lands Administration Office Lands Department Practice Note Issue No. 7/2019 Provision of Transitional Housing in Converted Existing Industrial Building This Practice Note supplements (i) Lands Department ("LandsD") Lands Administration Office ("LAO") Practice Note No. 1/2010 as varied by LandsD LAO Practice Note Nos. I/2010A and 1/2010B (collectively "1/2010 PNs") and supplemented by LandsD LAO Practice Note No. 2/2016; and (ii) LandsD LAO Practice Note No. 6/2019 ("PN 6/20 19"), both of which are in relation to special waiver for conversion of an entire existing industrial building for non-industrial purposes (collectively "Special Waiver"). 2. In accordance with Government's prevailing policy of facilitating community-initiated transitional housing projects, owners may apply for a waiver (as part of or in addition to the application for the Special Waiver, or otherwise) for the conversion of an existing industrial building and for the provision and use of the converted industrial building or part thereof, situated in an area zoned "Commercial", "Comprehensive Development Area", "Other Specified Uses" annotated "Business", or "Residential" according to the statutory town plans prepared pursuant to the Town Planning Ordinance, any regulations made thereunder and any amending legislation (collectively "TPO"), for transitional housing purposes ("Transitional Housing Waiver") for a term of not more than five (5) years provided that: (a) the transitional housing is to be run by a non-profit making organisation 1 or social enterprise2 (collectively "NGOs") and the waiver application is supported by the Transport and Housing Bureau ("THB"). To this end, the Task Force on Transitional Housing ("Task Force") has been established under THB to provide one-stop facilitation; and (b) the temporary use as transitional housing is permitted under the statutory town 3 plans prepared pursuant to the TP0 .

The extant studies on policy institutions largely focus on the coordinative mechanisms of multiple actors within one single institution. Only a few studies have tried to understand how different policy institutions are interlinked and mutually affected to influence actors’ decisions and problem resolutions. This article applies a network-based analytical approach and adopts the Ecology of Games Framework to explore how regional environmental governance is coordinated in the Guangdong-Hong Kong-Macao Greater Bay Area. It was found that coordinative mechanisms in regional environmental governance can happen around three elements: policy institutions, policy actors, and policy issues. Policy institutions tend to serve as an umbrella for many diverse and interdependent activities and actors within individual institutions. Additionally, positive externalities emerging between different policy institutions perform as coordinators across institutions. For actors, state-level actors usually play as facilitators of policy institutions while they are not active in participating in policy games in later phases; it is regional actors, particularly from Guangdong, that are active in the operation of policy institutions. For policy issues, they emerge because they are often tied with each other, and some of them play as the common ground for seemly separating policy institutions.

Fax. 5 September 2019 Distribution: To all Licensed Plumbers and Authorized Persons Dear Sirs, Circular Letter No. 7/2019 Electronic Submission for Applications for Water Supplies to New Village Type Houses using Pre-approved Standard Plumbing Design Drawings Pre-approved Standard Plumbing Design Drawings (“Standard Plumbing Designs”) Owing to the relatively simple nature and high degree of similarity among plumbing designs of village type houses, some LP associations/institutions have developed a number of commonly used plumbing designs for village type houses including standard Vertical Plumbing Line Diagrams and standard meter box arrangements, and have obtained pre-approval from the Water Authority (“WA”) confirming the compliance of these plumbing designs with statutory and WA requirements. A list of the standard plumbing designs for village type houses is given in Appendix A and drawings of the standard designs could be found at the official websites of relevant LP associations/institutions as given in Appendix B. They are the copyright owners of these standard design drawings and have agreed to share these designs for use by LPs in application for water supplies, exchange of technical knowledge and educational purposes. It does not cover the land requirements of quasi-government bodies such as the MTR Corporation Limited (MTRCL), but it describes the procedures necessary to avoid any possible interference with these land requirements. The authority for land matters is the Director of Lands (D of L) who exercises his duties through the respective District Lands Offices (DLOs). The role of CEDD, DSD, HyD and WSD in land matters is either as a works department requiring the temporary use of the site and associated areas, or in some instances as the operation department requiring the permanent use of the land. Because of the large number of departments that have a pertinent interest in land matters, it is necessary for formal procedures for the reservation, allocation, acquisition and clearance of land to be followed before any land can be made available for works to proceed. This chapter does not give details of procedures to be followed by the Lands Department (LandsD), which are covered by Land Instructions (LIs). However, reflections have been made to concur with the procedures laid down in the LIs.

  • Land Resumption and Compensation in the Urban Area
    1 1 LAND RESUMPTION IN URBAN AREA 1. PURPOSE This pamphlet briefly outlines the procedures and compensation provisions for private land resumed in Urban Area (defined as Hong Kong Island, Kowloon and New Kowloon). Resumption proceedings are instituted under the relevant Ordinances for different purposes. As the procedures and compensation provisions of various Ordinances differ, the following paragraphs only intend to give a general guideline on resumption matters. Any person whose interest is affected by a land resumption project is advised to refer to the provisions of the respective Ordinances for details or consult professional consultants. 2. LAND RESUMPTION The Government may acquire private land by resumption for the implementation of public projects such as a road scheme, a public housing development, an urban renewal project, an open space, a drainage improvement project, a new market, a school or any item in the Public Works Programme. According to the purpose of public projects, resumption proceedings may be instituted mainly under the provisions of:- (a) the Lands Resumption Ordinance, Chapter 124; (b) the Roads (Works, Use and Compensation) Ordinance, Chapter 370; (c) the Railways Ordinance, Chapter 519; (d) the Land Acquisition (Possessory Title) Ordinance, Chapter 130; (e) the Land Drainage Ordinance, Chapter 446; (f) the Urban Renewal Authority Ordinance, Chapter 563; 2 2 (g) The Mass Transit Railway (Land Resumption and Related Provisions) Ordinance, Chapter 276. The Director of Lands is given the authority to implement resumption and compensation provisions of these Ordinances. 3. NOTICE OF RESUMPTION When a resumption is ordered, a Government Notice will be published in the Gazette and a freezing survey1 will be conducted.
