1.2. Other News and Developments

2018 Federal Green Challenge Awards On 18 June 2018, the United State (U.S.) Environmental Protection Agency (EPA) recognized NASA's Langley Research Center (LaRC) as a 2018 Federal Green Challenge Award Winner. LaRC won the EPA Region 3 overall achievement and water categories of the Federal Green Challenge by using green infrastructure to manage stormwater and reduce pollutant runoff.

Ecosystem Carbon Flow On 18 June 2018, NASA announced it will commence the Export Processes in the Ocean from Remote Sensing (EXPORTS) oceanographic campaign in August 2018. EXPORTS is a collaborative mission with the National Science Foundation to study carbon cycle impacts of microscopic plankton. Through the study, scientists aim to develop new approaches to identify and quantify plankton species from space, predict how much carbon will cycle back into the atmosphere, and predict how much carbon will be transported to ocean depths over time.

Aircraft Noise Reduction Technologies On 25 June 2018, NASA announced the conclusion of its Acoustic Research Measurement flights at Armstrong Flight Research Center. The flights demonstrated an airframe noise reduction of more than 70 percent by combining Landing Gear Noise Reduction, landing gear cavity treatments, and the Adaptive Compliant Trailing Edge flexible wing flap technologies.

European Chemicals Agency Updates As part of its implementation of the European Union’s (EU's) regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals, the European Chemicals Agency (ECHA) has added three substances to the Registry of Restriction Intentions. Dossier submission is expected by 12 April 2019. Sodium dichromate 7789-12-0 Industrial use of a mixture containing chromium trioxide for etching composite connectors used by industries subject to harsh environments to ensure adhesive deposit meets international standards.

Although requirements associated with the authorization process do not affect operations in the U.S. directly, they can affect the global supply chain and potentially reduce the future availability of regulated substances.

TSCA Guidance On 20 June 2018, EPA issued guidance titled “Points to Consider When Preparing Toxic Substances Control Act (TSCA) New Chemical Notifications.” The guidance promotes early communication and aims to facilitate overall understanding of EPA’s technical review and analysis so substances can progress through the evaluation process more efficiently. The following topics are addressed: • General guidance relating to new chemical notices • Preparation of pre-manufacture notices (PMNs), Significant New Uses Notices, and exemption notices • EPA scientific approaches used in conducting PMN assessments • Best practices

E-Manifest Fact Sheets The 2012 Hazardous Waste Electronic Manifest Establishment Act (e-Manifest Act) required EPA to establish a national e-manifest system. The e-manifest is a substitute for the hard-copy manifest and continuation sheet forms, EPA forms 8700-22 and 8700-22A. The system will track manifest activity and bill facilities for their activities using a unique identification number for the receiving facility that is listed on each manifest. EPA recently updated fact sheets related to the June 2018 launch of the e-Manifest system. The system facilitates the electronic transmission of the uniform manifest form, which accompanies hazardous waste shipments.
