Victoria Government Gazette No Victoria Government Gazette No. S 250 Thursday 19 July 2012 By Authority of Victorian Government Printer Road Safety Act 1986 ROAD SAFETY (VEHICLES) REGULATIONS 2009 Variation to Route Specifications for B-Doubles and Certain Class 2 Combinations Fitted With Road Friendly Suspension 1. Purpose The purpose of this notice is to vary the route specifications for B-Doubles and for certain class 2 combinations fitted with road friendly suspension. 2. Authorising provisions This notice is made under – (a) section 27 of the Interpretation of Legislation Act 1984; (b) regulation 188 of the Road Safety (Vehicles) Regulations 2009 (in this notice referred to as the ‘Vehicles Regulations’); and (c) clause 11 of Schedule 8 to the Vehicles Regulations. Section 27 of the Interpretation of Legislation Act 1984 provides that the power to make a subordinate instrument should be construed as including the power to amend, alter or vary the instrument. Regulation 188(1) of the Vehicles Regulations provides that the Roads Corporation may exempt a category of class 2 vehicles from certain mass or dimensions limits set out in Schedule 8. Regulation 188(2) provides that a class 2 notice may contain any conditions the Corporation thinks fit. Clause 11 of Schedule 8 to the Vehicle Regulations provides that a B-double may only be used on a highway that is in an area, or on a route, specified by the Roads Corporation by notice published in the Government Gazette or by a class 2 permit. 3. Commencement This notice comes into operation on the date it is published in the Government Gazette. 4. Definitions In this notice – Mel means the latest edition of the ‘Greater Melbourne Street Directory’ as published by Melway Publishing Pty Ltd; Notice S 428 means the notice published in Government Gazette No. S 428 Thursday 22 December 2011 entitled ‘Declaration of Routes for B-doubles and Exemption of Longer B-doubles from Length Limit’; Notice S 440 means the notice published in Government Gazette No. S 440 Friday 30 December 2011 entitled ‘Mass limit exemptions and route specifications for certain class 2 combinations fitted with road friendly suspension’; and VCSD means the latest edition of the ‘VicRoads Country Street Directory of Victoria’ as published by RACV Tourism & Travel, Royal Automobile Club of Victoria (RACV) Ltd. 5. Variation to routes Notice S 428 and Notice S 440 are varied as set out in the Attachment to this notice. 6. Amendment to Notice S 428 For clause 8, paragraph (d) of Notice S 428 substitute – ‘(d) the prime mover does not have a load carrying area; and (e) the overall length of the B-double does not exceed 26 metres.’. Note: A vehicle may rely on an exemption in a notice only if it is in full compliance with all conditions of the exemption contained in the relevant notice.     Planning and Environment Act 1987 ARARAT PLANNING SCHEME AMENDMENT C39 EXPLANATORY REPORT Who is the planning authority? This Amendment has been prepared by the Ararat Rural City Council which is the planning authority for this Amendment. The Amendment has been made at the request of Ararat Rural City Council. Land affected by the Amendment The Amendment applies to approximately 100 individual places within both private and public ownership in the localities of Buangor, Cathcart, Dobie, Elmhurst, Lake Bolac, Maroona, Mininera, Mount Cole, Moyston, Nerrin, Norval, Pomonal, Pura, Rhymney, Rocky Point, Rossbridge, Streatham, Tatyoon, Warrak, Westmere, Wickcliffe, Willaura and Yalla T Poora within the Rural City of Ararat. The Amendment also applies to three discrete areas in Willaura, specifically: 14-20 Delacombe Way, Willaura 96-110 Main Street, Willaura 40-78 Main Street and 49-65 Main Street, Willaura A mapping reference table is attached at Attachment 1 to this Explanatory Report. What the Amendment does The Amendment implements the recommendations of the Rural Ararat Heritage Study March 2016. The Amendment proposes to apply a Heritage Overlay to individual places and three precincts identified in the Rural Ararat Heritage Study, update the Municipal Strategic Statement to make reference to the Heritage Study and make the Heritage Study an Incorporated Document within the Planning Scheme. Specifically, the Amendment will: Amend Clause 21.04-7 (Heritage) to include an additional strategy to consider the Rural Ararat Heritage Strategy March 2016 when assessing planning permit applications. Amend Clause 21.08 (Reference Documents) to include the Rural Ararat Heritage Study, volumes 1-4, March 2016 as a reference document.

  • 5. Australian Memorial Avenues
    5. AUSTRALIAN MEMORIAL AVENUES Information from published literature, personal discussions with members of the public and the arboricultural profession and the survey forms conducted by this study have been collated to produce a summary of memorial avenues throughout Australia. This list contains historical and descriptive information where available and represents all avenues known to these contributors. This list is unlikely to contain all avenues ever planted and may contain inaccuracies. It is possible that some avenues, particularly in Victoria, have been listed twice as some avenues have been called different names by different sources. All care has been made to only include factual information but a detailed investigation of all individual avenues is required for complete accuracy. In some isolated cases certain facts may already be lost to history and we must rely on opinion and conjecture. FIG 5.1: BACCHUS MARSH AVENUE OF HONOUR, VIC. (SARAH COCKERELL 2007) 1 5.1 Australian Capital Territory and Northern Territory No avenues were identified in the Northern Territory. Several single trees and other vegetative memorials exist. Only 2 avenues within the ACT have been identified. No council surveys were completed for these avenues. 5.1.1. Locations, Tree Details, Signs and Plaques The small number of avenues in the ACT is probably caused by the small area occupied by the Territory and the proximity of various federal memorials. Instead of local communities building their own memorials the presence of the federal government in Canberra resulted in larger, national memorials such as the Australian War Memorial. It is not known why the memorial at Hall contains such a variety of species or if any of the trees were replacements from the original planting.
