He has over 200 publications, mainly in the fields of special and inclusive education. He has held visiting professorships in several countries and has presented lectures and workshops in 50 countries. His most recent consultancies with the New Zealand Ministry of Education include a review of the literature on wraparound models of services for students with severe behavioural and social difficulties and a review of educational adaptations for learners from low- socioeconomic families. In 2015 he reviewed international trends in the education of learners with special educational needs for the Victorian state government in Australia. His recent books are Contextualizing Inclusive Education (2005/2008) and What Really Works in Special and Inclusive Education, Second edition (2014), both published by Routledge. The latter has been or will be translated into six languages. As well, he co-edited a book, Crises, Conflict and Disability: Ensuring Equality, (2014). His most recent book is Diversities in education: Effective ways to reach all learners, published by Routledge, which will be translated into Dutch, Danish and Swedish. Ann Masten, PhD Regents Professor Irving B. Harris Professor of Child Development Distinguished McKnight University Professor Institute of Child Development University of Minnesota, USA Ann Masten, Ph.D., Regents Professor of Child Development at the University of Minnesota, studies resilience in human development. She directs the Project Competence research on risk and resilience, including studies of children and youth exposed to homelessness, war, natural disasters, migration, and other adversities. She is Past-President of the Society for Research in Child Development and in 2014 Dr. Masten received the Bronfenbrenner Award for Lifetime Contributions to Developmental Psychology in the Service of Science and Society from the American Psychological Association. She has authored more than 200 publications, including her recent book, Ordinary Magic: Resilience in Development, which provides an overview of her findings and other global research on resilience. He is an Adjunct Professor, Brown University, and Director of Childhood Communication Services, a private practice. Formerly, he was an Associate Professor of Child Psychiatry in the Brown University School of Medicine. Barry is co-author of four books, including The SCERTS Model: A comprehensive educational approach for children with ASD (2006). He has published more than 130 articles and chapters, presented more than 700 seminars and keynote addresses internationally, for 20 years, he has co- facilitated an annual weekend retreat for parents of autistic children. He has received many awards including the 2014 Honors of the American Speech-Language-Hearing Association, 2005 Princeton University-Eden Foundation Career Award in Autism, and the 2013 "Divine Neurotypical Award" of the Global and Regional Asperger's Syndrome Partnership.     CROATIA Promoting social inclusion of children in a disadvantaged rural environment Antun Ilijaš and Gordana Petrović Centre for Social Care Zagreb Dora Dodig University of Zagreb Introduction Roma have lived in the territory of the Republic of Croatia since the 14th century. According to the 2001 population census, the Roma national minority makes up 0.21% of the population of Croatia, and includes 9463 members. However, according to the data of the Office for Ethnic Minority in Croatia, there is currently around 30 000 Roma people living in Croatia. It is difficult to accurately define the number of Roma people living in Croatia because some of them declare as members of some other nationality, and not as Roma. There is a higher density of Roma in some regions of Croatia: Medjimurje county, Osječko-baranjska county, Zagreb, Rijeka, Pula, Pitomača, Kutina, ðurñevac, Sisak, Slavonski Brod, Bjelovar, Karlovac and Vukovar. 1 Roma people in Croatia are considerably marginalised in almost all public and social activities and living conditions of Roma people are far more unsatisfactory than those of average population and other ethnic minorities. The position of Roma and their living conditions have been on the very margins of social interest for years, and this has contributed to the significant deterioration of the quality of their living conditions, as compared to the average quality of living conditions of the majority population. This regards their social status, the way in which their education, health care and social welfare are organised, the possibility to preserve their national identity, resolving of their status-related issues, employment, presentation in the media, political representation and similar issues.

    Arijana Kolak Bošnjak Attempts to Introduce the Hungarian Language in Croatian Schools in the First Half of the 19th Century Review article UDK 373.3(497.5=511.141) 811.511.141(497.5)(091) Arijana Kolak Bošnjak (Croatia) Croatian Institute of History Zagreb [email protected] ATTEMPTS TO INTRODUCE THE HUNGARIAN LANGUAGE IN CROATIAN SCHOOLS IN THE FIRST HALF OF THE 19TH CENTURY Abstract In the first half of the 19th century, the national conflict between Croatians and Hungarians manifested itself most prominently in the language issue, particularly in the matter of introducing Hungarian as the official language in the whole territory of Hungary, including Civil Croatia. This paper will depict Hungarian attempts to introduce the Hungarian language in Croatian schools, based on an analysis of conclusions of the Croatian Diet, various reports and other documents of this period. Hungarians were partially successful in their attempt. In 1833, Hungarian became a compulsory school subject in Croatian schools, but Hungarians did not manage to introduce it as the language of instruction, which gave rise to disputes in the 1840s. In spite of all Hungarian efforts, the attempt to spread Hungarian through schools in Civil Croatia remained futile. On one level, it compares and contrasts the sustainable farming practices of farming families in Štitar, Croatia with the smallholders as described by the theory of cultural ecology. On another level, it contrasts the European Union’s (EU) Common Agricultural Policy’s (CAP) vision of sustainability to that posited by cultural ecologists and it seeks to understand the reaction of Štitar farmers to the CAP. My research goal is to explore how the social, economic and environmental health and status of the village, which is influenced by local traditional ethics and agricultural practices, fits with the CAP goals of rural preservation and agricultural sustainability.

    The Memory of Nicholas IV of Zrin and the Battle of Szigetvár in Croatia and the Balkans Damir Karbić * Department of Historical Research, Institute of Historical and Social Sciences, Croatian Academy of Sciences and Arts, Zagreb [email protected] Count Nicholas IV of Zrin (Zrinski in Croatian and Zrínyi in Hungarian) was certainly one of the most important fijigures of 16th-century Croatian and Hungarian common history. He especially excelled himself as one of the most important anti-Ottoman fijighters, which fact helped him to rise to an excep- tional position among the aristocracy of the whole Kingdom of Hungary– Croatia and to become a member of the supranational aristocracy of the contemporaneous Habsburg Monarchy, as has been amply demonstrated by Géza Pálfffy in several recent studies.1 His life completely coincided with the period when the whole kingdom was engaged in a long-lasting struggle for survival against the Ottoman Empire and his role in that struggle was very much determined by the fact that his original estate, the castle of Zrin in the border region of the Croatian parts of the kingdom near Bosnia (which at the time of his birth had already been held by the Ottomans for about fijifty years), was extremely endangered. Anti-Ottoman fijighting was already “traditional” within the family.     Strasbourg, 21 May 2007 MIN-LANG/PR (2006) 4 Addendum 2 EUROPEAN CHARTER FOR REGIONAL OR MINORITY LANGUAGES Third Periodical Report presented to the Secretary General of the Council of Europe in accordance with Article 15 of the Charter CROATIA Replies to Comments/questions submitted to the Government of Croatia regarding its Third Periodical Report Preliminary Section 1. Before the Republic of Croatia became independent, the Constitution of the former state guaranteed the status of a constitutive nation to Croats, Serbs, Slovenes, Montenegrins, Macedonians and Bosniaks (which were at that time called "Muslims"). The status of a national minority in the former state was enjoyed by: Italians, Hungarians, Czechs, Slovaks, Ruthenians, the Roma, Ukrainians, Albanians, Vlachs and Jews. After independence, the Republic of Croatia granted the status of a national minority to the existing national minorities and to all the constitutive nations from the territory of the former state. With the adoption of the Constitutional Act on the Rights of National Minorities, which recognised the status of a national minority to each ethnic group guided by the wish for the preservation of its special characteristics, the number of national minorities in Croatia increased, so there are 22 national minorities in Croatia today. On the basis of the Constitution of the former state and the Public Administration Act, which was then in force, in 1981 the Decree on the manner of, and the conditions for the use of languages and scripts of national minorities in proceedings before public administration bodies and organisations vested with public authority was passed ( Official Gazette , no.

Croatia in the revolutionary era, 1848-1849 On the eve of the revolutionary events of 1848, the Triune Kingdom of Croatia, Slavonia and Dalmatia was 1848 territorially divided, economically backward and politically weak.1 Only Civil Croatia, which consisted of the three central Croatian and Slavonian counties, had a very limited degree of au- tonomy, more akin to a province than a state. The Military Frontier, Istria and Dalmatia were subject to direct rule by Vienna and were entirely separate from Civil Croatia. The traditional danger of Habsburg centralism was augmented, as of the 1820s, by the even greater danger of burgeoning Hungarian national- ism, which aspired to transform Hungary into a unified Hungarian state with Hungarian as the official language. During the 1830s and 1840s, a new stratum of the national intelligentsia emerged among the Croats and, to a lesser extent, the Serbs, which resisted Hungarian policies, largely depending on normally concealed support from the Viennese court. The Hungarians had the support of certain groups and individuals inside the Triune Kingdom, from the petty nobility of Turopolje (south of Zagreb) to certain Slavonian magnates, but these remained relatively weak.
