Signature:…………………….………… 1 Abstract Aiming at internationalisation, the Japanese government initiated the Japan Exchange and Teaching (JET) Programme in 1987 by introducing team-teaching by Japanese teachers of English (JTEs) and young graduates from overseas as Assistant Language Teachers (ALTs) into English language classrooms throughout Japanese public schools. Previous studies have shown that there have been, in some cases, a lack of interaction and collaboration between the JTEs and ALTs. However, these studies tended to focus mainly on classroom activities and consequently the teams were found to be the main cause of ineffective teaching and learning. In order to gain a deeper understanding of these team-teaching interactions and problems, the conceptual framework of this ethnographic case study was based on Holliday’s concept of small cultures and Lave and Wenger’s theory of communities of practice. It aimed to explore how team teachers’ (JTEs’ and ALTs’) perceived and actual roles are influenced by school cultures, as well as which aspects of the school cultures could impact on the effectiveness of the JET Programme. It also investigated the ways in which the ALTs are welcomed and accepted into the schools as well as how the ALTs cope with the contexts of specific school settings and cultures. Data for the study were obtained from 4 ALTs, 7 JTEs, 3 administrative teachers and 1 PE teacher through semi- structured individual interviews, observations of team-taught lessons of 5 teams and school activities outside the classrooms which ALTs attended, as well as fieldnotes, artefacts and documents. The findings revealed the complexities of the school cultures (as small cultures) and the effect that these cultures have on the perspectives of ALTs and JTEs, their roles and contributions and on the relationships between the ALTs and JTEs. The cultures also strongly affected the roles of schools as teachers’ professional learning and development communities (communities of practice). This study suggests that the JET Programme needs to be tailored to the specific culture, and that influential people in each school should be involved to overcome any difficulties caused by cultural aspects. These approaches may create supportive professional development communities within the schools and improve collaboration between the JTEs and ALTs. 2 Acknowledgements I would like to express my special appreciation and thanks to Dr. Jill Cadorath, my first supervisor, for her invaluable guidance, thought-provoking feedback and ongoing support.     Effectiveness of English Teaching with JET Programme Assistant Language Teachers and Japanese Teachers of English Team Teaching Perceptions through Team Interviews Elliot Smith 1 Effectiveness of English Teaching with JET Programme Assistant Language Teachers and Japanese Teachers of English Team Teaching Perceptions through Team Interviews Elliot Smith Abstract This research seeks to develop further understandings of effectiveness of the Japan Exchange and Teaching (JET) Programme. The JET programme is an internationalisation programme of which employs primarily native English language speakers into the role of Assistant Language Teachers of whom aid in teaching English within school settings across Japan. Inspiration to undertake the project arose through an observation that previous research into the JET programme displays an overwhelmingly negative perspective of the programme’s effectiveness, not least due to the consistent reduction in Japan’s perceived foreign language attainment rates in recent years. This study seeks to develop a new angle of understanding regarding the JET programme, namely through analysing its Assistant Language Teacher’s and Japanese Teachers of English’s perceptions of their own experiences within the programme, and what they each determine effectiveness to be within their own roles. These perceptions were elicited through joint interviews with pairs of Assistant Language Teachers and Japanese Teachers of English of whom work or worked together. A DISCUSSION OF OFFICIAL DISCOURSE AND POLICY Paul BORG INTRODUCTION Since 1987, the Japanese government has been inviting foreign graduates, mainly young native English- speakers, to work in the country's schools and local government offices under the auspices of the Japan Exchange and Teaching (JET) Programme. While JET is customarily referred to as a ‘Japanese government initiative’, the term ‘Japanese government’ has become virtually synonymous with rule by the Liberal Democratic Party (LDP), which has held power for all but four years of the entire post-war period. It was under an LDP Prime Minister, Yasuhiro Nakasone, that the programme was created. A few years prior to JET’s launch, Nakasone had declared his intention to transform Japan into an 'international nation' (kokusai kokka), initiating, in effect, a policy of 'internationalisation' (kokusaika). In embarking on this policy, Nakasone appeared to be acknowledging both that Japanese society had somehow remained excessively insular and that Japan’s rising status in the world had brought with it international obligations that needed to be fulfilled. Significantly, JET’s launch, hailed as a key step towards the internationalisation of Japan at the local, ‘grassroots’ level, occurred at a time when the country was enjoying unprecedented economic power. However, in the United States, Japan had come to be regarded, as Narelle Morris (2011) puts it, as “not only a pernicious economic competitor but also a potent national rival”. Accusations of protectionism were levelled at Japan, with some American lawmakers publicly destroying Japanese-made products.

The leader of the most powerful clan of samurais was called the shogun. During the 1500s the Portuguese arrived in Japan. They began to trade and learn about European society and the west. However, in the 1630s the shogun closed the country to outside contact and trade. This policy was called sakoku.

By 2025, the workforce is expected to be the first generation of workers anticipated to live overseas due to improved employment opportunities and ease of travel (HR Grapevine, 2013). This increase will affect the lives of a large number of adult workers who reside in an Asian context such as Japan. This qualitative collective case study includes interviews with eight foreign participants from what is commonly referred to as “Western” countries who have lived in Hokkaido, Japan for five or more years. This study describes the identity formation and/or development process of these participants, who range in age from thirty-one to seventy-seven years old, and the influence this cultural context has on their adult identity development. This research applied the prevalent Japanese discourse of Nihonjinron and the cultural belief of the binary of uchi and soto to determine how and to what extent foreigners are accepted into Japanese society and/or culture. In addition, acculturation theories such as Sam & Berry’s Acculturation Strategies and Benet-Martínez & Haritatos (2005) Bicultural Identity Integration (BII) were implemented to indicate the individual changes to the identity of each participant due to their time in Japan.
