Overview . The Government of Timor-Leste (GOTL) Leste will upgrade and climate proof 105 kilometers (km) of National Road No.1 (NR1) between its capital, Dili and the second largest town, Baucau on the north coast. The objective is to upgrade NR1 as part of a comprehensive national development program to upgrade, rehabilitate and maintain priority road sections of the road network of Timor-Leste that provide links between major cities and towns; improvement that will be designed and implemented by Ministry of Public Works, Transport and Communications (MPWTC). The Asian Development Bank (ADB) is requested to cofinance the proposed project on a parallel basis with the Japan International Cooperation Agency (JICA). JICA will support the section between Dili and Manatuto (49 km) and ADB will support upgrading and climate proofing 57.7 kilometers (km) of the A01-A02 section of NR1 connecting the towns of Manatuto and Baucau (the project). 2. The A01-A02 section of NR1 connects Manatuto to Baucau, passes through two sub- districts and many small villages and isolated settlements. The Baucau to Lautem Road (A01- 03) is also a priority as part of the Road Network Upgrading Sector Project. 3. Implementation arrangements . The executing agency for the upgrading and improvements of Manatuto-Baucau road is the Conselho de Administração do Fundo Infrastrutura
