S4M-01978 Angela Constance: Youth Employment Strategy—That the Parliament believes that the all- government, all-Scotland approach at the centre of Scotland’s Youth Employment Strategy is vital to provide opportunities for Scotland’s young people to enter the workplace, and welcomes the allocation of £30 million of additional investment over and above the Scottish Government’s annual investment of over £1.5 billion in post-16 education and training.

*S4M-01992 Dave Thompson: Dingwall Pupils Take Part in Sign2Sing—That the Parliament congratulates all the pupils from Dingwall Primary School on their bid to break the record for most people signing and singing a song simultaneously; notes that Sign Health is expecting more than 150,000 schoolchildren throughout the UK to take part in the event; is delighted that 430 pupils and 50 staff members from Dingwall are representing Scotland in this bid, and also welcomes the National Deaf Children’s Society (NDCS) Scotland’s development of a family sign language course for families of deaf children in the Highland region to provide local families with the opportunity to achieve a level in British Sign Language (BSL) that is practical for communication specifically with their deaf child.

*S4M-01991 Richard Simpson: Preventing Dumbing Down of Food Labelling— That the Parliament welcomes the decision by the European Parliament to reject what it considers to be the dumbing down of food labelling by preventing food labels claiming that there is a reduced element of ingredients such as salt, sugar or saturated fat when that reduction is only 10% and by keeping the requirement that, to make such claims, there has to be a 30% reduction.

*S4M-01990 Richard Lyle: Queens Jubilee—That the Parliament congratulates Queen Elizabeth II on celebrating 60 years as Queen and Head of State; believes that Her Majesty has carried out her duties diligently over the last 60 years and compliments her on this; looks forward to her future visits to Scotland, and wishes her many more years of loyal service to her subjects.

*S4M-01989 Roderick Campbell: Professor Peter Bruce Energy Achievement— That the Parliament recognises what it considers the superb work of Professor Peter Bruce of the University of St Andrews, who has made significant progress in chemical research that could transform the range of electric vehicles and make renewable energy more viable; notes that this achievement has already earned him the inaugural UK Science Award for his progress in making lithium batteries last longer and deliver more power, enabling electric motor vehicles to travel further, increasing their viability to fulfil transport needs in the imminent future; understands that this work allows for more efficient storage of electric power, facilitating the accommodation of renewable sources of energy such as wave and wind power into the electrical grid system, and believes that Professor Bruce has not only made a significant personal achievement but has opened the door for others in Scotland to make use of his work for the betterment of the country as a whole.

*S4M-01988 : End the Blockade—That the Parliament notes the 50th anniversary of the economic blockade perpetrated by successive administrations of the United States of America (USA) against the people of Cuba; recognises the international, almost universal, opposition to the blockade manifested by the United Nations General Assembly voting consistently on a resolution condemning it, with the most recent vote in October 2011 showing only two countries, the USA and Israel, supporting the blockade; suggests that the economic blockade is an act of hostility,

which serves no purpose other than to attack the living standards of the Cuban people; believes that the blockade has been wholly unsuccessful in what it considers its ultimate aim of destabilising and destroying the Cuban Revolution, and considers that, despite the blockade, the social and political gains achieved over the decades are still in place, but that the removal of the blockade would allow Cuba to continue to develop and improve the lives of all her people.

Bills in Progress A list of all bills in progress can be accessed by the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
