Council votes to rename city park The name of the old Ortega Park in downtown Santa Barbara was changed to the Ruben Salazar Park Tuesday night by the City Council. What makes one feel even more irritated is the fact that these institutions, where we find a high percentage of Chicanos, do not help in “correcting” the \UpUSTR\fiA.vZKnC^ individual, but instead shatter his life. Each year 2.5 million men and women are jailed in state and federal prisons. It is estimated that 70 per cent of the offenders are incarcerated time and time again which proves that these detentions don’t help, but instead this creates a dehumanized and bitter being. Inevitably, the frustrations of prisoners boil over into resistance in the form of work strikes and riots, such as those that have taken place in New York, Folsom, Soledad and Lompoc Penetentiaries. What we see from recent investigations and findings is that the U.S. penal system is a small part of society, where terrible conditions such as homosexuality, inadequate space, lack of educational facilities, racial discrimination and exploitation of labor exist. “Newsweek” reports, “reintegration of the prisoner is the professed aim of the UJS. correctional system — yet for the offender the penal system often causes more emotional upset than anything he has undergone before.” It is no yronder, then, that those in captivity lose all hope of ever having a good life as well as ever regaining some self-pride. Nuestra Raza, on the other hand, instead of mourning, has found the Chicano liberation movement as an inspiring force. The Chicanos have begun to organize groups such as PUMA and MARCO within the Lompoc prison and other penetentiaries for the purpose of improving themselves with education in the hope of taking an active part in the Chicano movement once parolled or discharged. At Lompoc Penetentiary, los pintos have a tremendous desire to know what is happening in the barrios of Aztlan. In their weekly organizational meetings the Chicanos hold discussions on politics and Chicano history.
