    FEATURE Russia–Pakistan Strategic Relations An Emerging Entente Cordiale FEROZ HASSAN KHAN ince the famous American raid in 2011 that killed Osama bin Laden and given the US exceptional favor to India’s nuclear ambitions, Islamabad has gradually moved away from the United States, deepened Pakistan’s relations Swith China, and sought rapprochement with Russia. While Pakistan’s strategic relations with China have been developing for more than five decades, Islamabad’s relations with Moscow are new, evolving for less than a decade. Russia has always preferred India to Pakistan and shied away from any proactive role in conflict reso- lution between India and Pakistan. Additionally, Russia has been unsure of Paki- stan’s future and its strategic direction. In South Asia, Moscow seems to balance Russia’s interests proportionate to the strategic importance and economic advan- tage that each nation offers. Pakistan is a relatively small power undergoing internal and economic perils. It cannot match India’s power potential and offer the same scope of political, strategic, and economic influence that India wields in its rela- tions with major powers. Yet, Pakistan is a very important piece in the emerging geopolitical chessboard in Eurasia. Notwithstanding the handicap of perpetual asymmetry vis- à- vis India, Pakistan leverages its geophysical location, strong mili- tary with advancing nuclear capability, and considerable influence in the Islamic world in its conduct of international relations. In the past, Pakistan and Russia could not develop close ties because neither country fully trusted the other. However, given the mutual benefits to building relations, as discussed in this article, both countries are trying to move forward past lingering mistrust.

Ikram Hoti ISLAMABAD: Is the China-Pakistan Economic Corridor (CPEC) really a fate changer? Yes, if everything goes according to the plan. But what is the plan? And how it is implemented? These two questions are important as doubts of smaller provinces about the real CPEC road map have started subsiding. Reservations of these provinces may not be well-founded. Their leaders might be indulging in acrimonious politics. But what actually is in this project that may help to change the economic game in Pakistan and the entire region and how it is going to be realised? These are the issues that need to be technically raised. However, the Panama Papers leaks case against the prime minister and his family could prevent an insight into the two issues. A lot depends on the success or failure of CPEC. If it fails, Pakistan won’t be able to have a chance to reap even half of the benefits of CPEC. If it succeeds, the country might not only be economically strong but it will also be able to get rid of many monstrous forces it has had to endure over the past seven decades. In order to succeed, a complete rebirth of the political, cultural, economic and intellectual Pakistan is needed. This entails a change in the social and structural course, which starts not in factories and workshops, but in the quarters holding actual power.

Mr. Pervez Khattak, Chief Minister Khyber Pakhtunkhwa was the chief guest at the occasion. Air Chief Marshal Sohail Aman, Chief of the Air Staff, Pakistan Air Force was also present at the ceremony. Mr. Asad Qaisar, Speaker Provincial Assembly, Provincial Ministers, Senators, Corps Commander Peshawar Lt Gen Hidayat ur Rehman and family members of Capt Asfand Yar Bokhari (Shaheed) and Badaber Shuhdaa also attended the ceremony. Air Marshal Farooq Habib, Deputy Chief of the Air Staff (Training), gave the welcome address and spoke about the salient features of this institute. While addressing the audience the Air Chief said, “PAF has always come up to the expectations of the nation whether it is relief operations in national disasters or operations against the militants. Provision of technical training has become a new dimension of the services of Pakistan Air Force towards the nation-building during peace. The objective is to address the issues of poverty and unemployment through human resource development in the areas of technical and vocational training”. He further said, “This institute reminds us of our worthy heroes from Pakistan Air Force and Pakistan Army who laid down their lives to safeguard the personnel and assets of this camp. Establishment of this institute is a step forward in the mission of providing technical education to the unemployed youth to enable them to become productive and useful citizens of Pakistan”.
