The District Council objects to the proposed removal of both phone kiosks in and would want to see at least one retained. Standlake is one of the larger settlements in its sub-area with a population of about 1,300 and a range of local services and facilities, particularly recreational activities. Parish Council notes the poor mobile network coverage locally. Proximity to social housing. Email from Standlake Parish Councillor (17/10/11): Area Standlake: I should not wish to see our payphones removed. We have a very erratic and sometimes non-existent signal for some mobile phones and during power cuts many landlines (the ones on the Giga clear fibre optic network) also fail to connect. Payphones are our last resort in an emergency. We need to keep them. Email from Standlake Parish Clerk (12/11/16): Standlake PC would resist the removal of the 2 public telephones in the village for the following reasons. There are a growing number of residents who rely exclusively on mobile phone coverage which is, depending on carrier, non-existent, very patchy and/or intermittent in many parts of the village. In addition, a growing number of residents use fibre optic broadband connection for phone service, as well as internet access, and during power cuts this becomes unavailable. In an emergency, access to a public telephone would be vital to both these groups. I would also point out that the post codes for both phone boxes listed in the BT attachment are incorrect; the correct post code and address are listed below with the associated phone numbers and I trust you will bring this to the attention of BT. 01865 300401 Outside the Village Hall, Rack End, OX29 7SB. 01865 300883 Outside OUTSIDE VILLAGE HALL RACK END Standlake C of E Primary School, Church End, OX29 76SG 01865300401 STANDLAKE WITNEY OX29 7SA 0 05/10/2016 Object O/S MILLERS HOUSE PCO Low level of usage. Parish Council notes the poor mobile network coverage locally. Email from Parish Council (Clerk) (31/10/16): At present we do not have 3G or 4G in the part of the village where the telephone kiosk is situated so would ask that it is not removed until after we have a reasonable signal. On behalf of the Parish Council a resident is in communication with the mobile phone company and plans are afoot to achieve a better service. But at present they are only plans.

Ultimately it is possible we may want to keep the kiosk to put our defibrillator in as it would then be in the middle of the O/S MASONS ARMS P.H STATION village, but a decent mobile signal would be necessary. 01993702271 ROAD SOUTH LEIGH WITNEY OX29 6XJ 1 05/10/2016 Object PCO PCO UPPER CLOSE CRAWLEY 01993702343 WITNEY OX29 9TN 0 04/10/2016 Agree Low level of usage. Public comment that the payphone does not work, therefore the usage data cannot be relied on in determining the social value of the payphone. Proximity to social housing. Public comment on the poor mobile network coverage in the local area. resident email comment (28/10/16): There is a notice on the BT payphone kiosk in Bladon to say that BT is going to remove it because of lack of use. We would like to make these comments: The mobile phone signal in Bladon is very patchy and unreliable. The phone in the kiosk has been out of order for months. The kiosk is filthy as it is never cleaned by BT and so puts people off from trying to use it. We believe that there should be a reliable public phone in the village and ask you to make representations to BT about this. Email from Parish Clerk (30/11/16): ....We have advertised .... around the parish and on the phone box itself but to date have received no responses from the public. Unless this changes between now and then it will be proposed at the next parish council meeting on 26th November 2017 that the phone box in Bladon be removed. I will confirm the position after that meeting. Telephone comment (Bladon resident, 31/10/16): Resident commented that the Bladon payphone was used in the past. I understand that in other parishes, this lack of mobile coverage has been considered sufficient reason not to remove the phone box. Email from general public (9/12/16): I am writing to object to the removal of the only telephone box in . Being that it is the only telephone in the village, it would surely be foolish to rid us off it. Not everyone has access to portable telephones, meaning that without this box they may not be able to contact people in an emergency. An emergency as small as missing the last bus out of the village could be catastrophic without access to this telephone. So please do not remove this great fail-safe.
