Overview and process for establishing the plan 1.1 Executive summary i. Political, economic and social context Summary of political and policy context The Netherlands wishes to make a substantial contribution to the Paris Agreement, so we will be taking measures that prepare us for a 49% reduction in greenhouse gas emissions by 2030, compared to 1990. At a European level, we are calling for a reduction in emissions of 55% by 2030. One of the commitments in the Coalition Agreement 2017 was the realisation of a Climate Agreement that is to mark the next step, following the Energy Agreement that was realised in 2013, towards a climate-neutral society and a reliable, affordable, safe and low-carbon energy supply by 2050. In the Climate Agreement, the national government wishes to make commitments with local and regional authorities, businesses, nature and environmental organisations, trade unions and other social stakeholders with regard to the measures that are required to achieve a 49% reduction of greenhouse gas emissions by 2030 and put
