Industry participants, particularly those exposed to the spot-market, have found that existing indexes do not effectively represent their experiences in the marketplace. A widely-used and valid spot-market index could allow for more effective tactical decision-making, the development of freight derivatives, stronger analysis and negotiation of contract rates, and contracts with index-tied rates. This paper examines pricing indexes from other industries and expands upon a framework of characteristics that support successful indexes. Using this framework to evaluate existing industry indexes, it finds that two commonly used indexes are not designed appropriately for use by the spot-market. It also examines rates experienced by a large North American provider of non-asset based logistics services and finds that they differ significantly from rates measured by existing indexes. The analysis suggests that indexes of the spot market would be improved by disaggregating rate information based on geography and tender lead time. These markets operate under conditions of perfect competition, and are extremely volatile, with clear presence of high volatility, seasonality and clusters in returns. They also exhibit leverage effects, and feature non-zero and high levels of skewness and kurtosis respectively. This study attempts to measure extreme conditional volatility through implementing different models that accommodate autoregression in conditional volatility of returns, leverage effects and fat-tails via parametric and semi-parametric specifications. In addition, Extreme Value Theory (EVT) is adopted to explicitly capture huge losses exhibited in the left-hand side of the distribution of returns, in comparison to numerous non-parametric approaches, Nonlinear-GARCH-t(d) and EVT-based models perform well in forecasting out-of-sample VaR. In addition, statistical tests show that the proposed models provide appropriate interval coverage in both unconditional and, more importantly, conditional contexts.

With an unrivalled concentration of capital and capability, more overseas financial institutions and investors choose to operate in the UK than anywhere else. 5.1 Financial markets activities Fund management The UK is one of the largest global centres for fund management. A strong international focus, together with firm foundations – established and enhanced over centuries – have supported impressive growth in recent years. Over 50,000 people are employed in the sector and its supporting services.6 • The UK fund management sector contributed around 0.8% of UK GDP in 2007. • The industry was responsible for £4.1 trillion of funds at the end of 2007. • Institutional funds account for around 2/3 of fund management clients, with retail clients second at 17%. • The UK managed pension fund assets of £ £979bn at the end of 2007.7 Private wealth management The UK is one of the major centres for onshore investment of private wealth. It is also a leader in the management of overseas clients' non-domestic portfolios.     Invisible earnings enquiries The original Committee on Invisible Exports, in its study Britain's invisible earnings (1967), published new estimates for a number of the items in the invisible account; these were based mainly on direct enquiries of financial institu­ tions and other companies. The Committee recommended that some of these surveys should be continued at regular intervals to help improve the balance of payments statistics and to throw more light on the contribution made by invis­ ible earners. A programme for improving the official statistics about invis,ibles was agreed by the authorities, and for their part the Bank are canying out a series of direct enquiries into the overseas earnings of certain financial and allied institu­ tions and of some of the professions. These enquiries will take place at intervals varying from three to five years; they will serve as bench-marks, and figures for intervening years will be estimated by the Bank. The institutions which have agreed to participate in this programme are the banks, the London Stock Exchange, the Baltic Exchange and Lloyd's Register of Shipping. The investment trusts also are now providing the Bank with annual statistics of their overseas income, and it is hoped soon to agree with firms trading in the London commodity markets ways of improving the present statistics relating to 'merchanting'. Some of the enquiries about the overseas earnings of the professions are being conducted by government departments, and the Bank are to collect figures from accountants, actuaries and solici­ tors; the bodies which represent these professions have agreed to co-operate in special surveys and have pressed their members to participate.

INTRODUCTION The Baltic Mercantile and Shipping Exchange has its origins in the use, by merchants and ships' captains, of seventeenth century- London^ taverns and coffee-houses as business premises. These activities became concentrated in a number of establishments, among them the Virginia and Maryland coffee house, the proprietors of which provided newspapers and commercial information as well as refreshments. The Virginia and Maryland later changed its name to the Virginia and Baltic (these being the major sources of the merchandise traded in), and then simply to the Baltic. In 1823, to control the important tallow trade with Russia and the Baltic countries, a committee drew up the rules and regulations of the 'Baltic Club', with a limited membership of 300. This regularisation of procedures increased its pre-eminence in its particular sphere. In 1857 the Baltic Club purchased South Sea House, but the continued expansion of the Exchange's business (with the freeing of the grain trade after the repeal of the Corn Laws, and the general expansion of world trade) led to its increasing inadequacy as a meeting place for London's merchants and shipowners.
