    Boulder City-based power plant financed Uouston Industries Inc. and Sempra Energy have completed the I1.jinancing of ElDorado Energy, a 492-megawatt, natural gas-fired power plant located in Boulder City. The plant has become the first merchant power plant in the country financed with non­ recourse debt.
