Pitt County Board of Commissioners Greenville, North Carolina Monday, January 11, 2021 Minutes The Pitt County Board of Commissioners met virtually on Monday, January 11, 2021 at 6:00 PM. Call to Order Chairwoman Floyd Huggins called the meeting to order. Invocation and Pledge Commissioner McLawhorn provide the invocation. Manager Elliott led the pledge. Approval of Agenda Motion: Motion to approve the agenda. Motion made by Commissioner Chris W. Nunnally. Motion seconded by Commissioner Mary Perkins-Williams. Motion passed unanimously. Public Addresses to the Board 1 No one spoke. Presentation Proclamation Recognizing January 2021 as Human Trafficking Awareness and Prevention Month - Scott Elliott Information Provided with the Agenda Pam Strickland, Founder of Eastern NC Stop Human Trafficking Now has asked for the Board's support to adopt the attached proclamation recognizing the Month of January 2021 as Human Trafficking Awareness and Prevention Month. Ms. Strickland along with several members of the Pitt County Coalition Against Human Trafficking will attend to accept the proclamation. Staff Recommendation Adopt proclamation as submitted. See Appendix 1 Meeting Notes Pam Strickland, Founder of Eastern North Carolina Stop Human Trafficking Now stated several members of the Pitt County Coalition Against Human Trafficking are in attendance via Zoom as well. She stated human trafficking is occurring in the United States, North Carolina and Pitt County. She reminded everyone of the recent traggic event in Pitt County when a 16-year old that was experiencing human trafficking died of an overdose. She stated the next meeting of the Pitt County Coalition Against Human Trafficking will occur January 21, 2021. She stated the speaker will be a senior analyst from the North Carolina Internet Crimes Against Children (Division of the SBI). She stated with children being online so much more (due to COVID-19) this topic is relevant. She invited the Commissioners to attend virtually. She stated tomorrow, January 12, 2021 their community outreach coordinator will present a webinar on talking to kids about boundaries, consent and pornography. She stated on Wednesday, January 13, 2021 she will host a webinar on Human Trafficking 101. Commissioner Albright asked Ms. Strickland to introduce the committee members in attendance. Mrs. Strickland stated the following are in attendance: Melinda Sampson, Community Outreach Coordinator for North Carolina Stop Human Trafficking Bonnie Juras, Community Outreach Coordinator for Teddy Bear Child Advocacy Center Travis White, Sheriff’s Office Deputy Desha Lane, Sheriff’s Office Community Outreach Minerva Freeman, Pitt County Coalition Board Member Maria Pinto, Center for Family Violence Prevention Advocate Marie Welch, North Carolina Stop Human Trafficking Board Member Faris Dixon, North Carolina Stop Human Trafficking Board Member Mr. Elliott read the proclamation recognizing January 2021 as Human Trafficking Awareness and Prevention Month. Otero and Saskia Marcano Conditional District Rezoning – Zoning Ordinance Map Amendment - James Rhodes Information Provided with the Agenda The Pitt County Planning Department is in receipt of a petition from O’neil J. Otero and Saskia Marcano requesting that their property be rezoned from Rural Residential (RR) to General Commercial (GC(CD)) to operate an office and repair garage/shop for a refuse material hauling business (Express Waste Removal) and tax preparation services office. The subject property is identified by the Tax Assessor’s Office as Parcel Number 02363, and is located on the western side of NC 43 South, north of its intersection with SR 1733 (B. Stokes Road) in the Chicod Township. The subject property is 2.86 acres in total, 1.99 of which is proposed for rezoning. Pitt County Planning staff finds that this request is consistent with the Pitt County Comprehensive Land Use Plan given the subject property’s location along a major thoroughfare as well as its proximity to existing commercial land uses and commercial-zoned properties. Additionally, the request meets locational criteria for the Suburban Residential land use category. Planning staff also finds that this request is reasonable and in the public interest because the property is located on a major highway in close proximity to several commercially-zoned parcels. The proposed zoning is primarily intended to accommodate a range of retail, service, office, limited wholesale and moderate density multifamily residential uses in areas that have access to major thoroughfares and the necessary utilities to support such development. The schedule for consideration of the rezoning request is as follows: • December 30, 2020 through January 10, 2021 - Advertise public hearing (Attachment 1) in Daily Reflector and notify adjacent property owners (Attachment 2) • January 11, 2021 - Board of County Commissioners Public Hearing Attached is a written statement by the Planning Board on the request's consistency with the Pitt County Comprehensive Land Use Plan (Attachment 3), a list of adjacent property owners (Attachment 4), the application for the request (Attachment 5), a flow chart that depicts the amendment process (Attachment 6), a survey of the area to be rezoned (Attachment 7), a conceptual sketch plan for the proposed use (Attachment 8), a final staff report (Attachment 9), a letter from the applicant consenting to the proposed conditions (Attachment 10), and an email from an adjacent property owner (Attachment 11). Approve the request from O’neil J. Otero. Meeting Notes Mr. Rhodes presented the following Power Point presentation. See Appendix 2 Chairwoman Floyd Huggins declared the public hearing open. O'neil J. Otero (applicant) stated he and his wife have had this plan in mind for many years with the idea of having their shop and office at the same location. He thanked the board for their consideration. Chairwoman Floyd Huggins declared the public hearing closed. Commissioner Nunnally stated he noticed there is a historic property that may be used in the future and as a side bar to the applicant there are historic property tax credits available at the state level. He stated he was excited to see Pitt County properties being reused and repurposed.
