    B8 A summary of our plans for becoming an NHS Foundation Trust Introduction Foundation Trusts are part of the NHS, are for people and are not-for-profit organisations. Our services will be free at the point of use, just how the NHS is now. The difference is that as a Foundation Trust we will answer to members of the public, and not central government. Foundation Trusts have more freedom to decide how to run their affairs and deliver services and members of our Foundation Trust will have a greater say about how things are run. Becoming a Foundation Trust is an important development for the hospital and what patients think about the services we provide and the way we are run really matters to us. In summary, Foundation Trusts are: • Still part of the NHS; • Free and are not run for profit; • Expected to keep to NHS standards and meet performance targets; and • Inspected regularly. They will: • Give local communities and local people a way of influencing what happens in the trust and the way we develop in the future; • Give us greater freedom about what we do locally and how we do it; • Give us freedom to borrow money to invest in developments, change the way we do things and make services better, quicker, with more choice for local people. We are applying to become a Foundation Trust because: • We believe it will be better for local people and our staff by securing local services at Kingston Hospital. • It will give all people locally a greater say in how things are done.

    Attachment 2 An Energy Strategy for Kingston: A Draft for Consultation Summary of Consultation findings 1. Introduction Initial consultation 1.1. The draft energy strategy was written after a period of evidence gathering and stakeholder engagement. This included interviews with people who have an interest in or responsibility for energy matters, a stakeholder event which brought together representatives from public and private sector organisations and energy support services providers and two special interest groups one on fuel poverty and one addressing planning and development issues. Formal consultation 1.2. A six week period of formal consultation was conducted after the Draft Energy Strategy was approved for consultation on the 4 th November 2008. The consultation material consisting of the draft energy strategy, a summary, and a response form was available on the RBK website, local libraries and Guildhall 2. The consultation was advertised to the public on the council website and a press release (published in the Informer and Kingston Guardian). Stakeholders were informed of the consultation at 1:1 meetings and via a targeted email. 1.3. A series of presentations was made to a number of representative groups and their comments invited. These were: • The four Neighbourhood Committees • Kingston Strategic Partnership and three of the Delivery Groups o Adult Health and Wellbeing Board o Children and Young People’s Trust o Safer Kingston Partnership • The Primary Care Trust Board. • Chessington Business Working Group • The Ecological Footprinting Working Group • The Primary Heads Partnership Group and • The Schools Premises Consultative Group Responses 1.4. We received 54 responses to the Draft Energy Strategy from a range of sources.

    Hogsmill Pollution Update Outfall and incident updates for SERT PAVs July 2015 Hello all, It's been a very dry June (the driest for 53 years in the neighbouring lower Mole catchment) meaning that your observations have been invaluable. The low flows mean that the watercourses are more sensitive to pollutants but also that misconnections are easier to trace through the sewer network. Thames Water have begun a few investigations so hopefully we'll have some results soon. It was great to meet a few of you on the Hogsmill on Wednesday, thank you for all your hard work! West Ewell Allotments The source of the sewage and the heaps of toilet I received a report from the Wandle Trust stating paper in the Bourne Hall Ponds stream has been that sewage was tracked down by Thames Water. The pollution entering the Hogsmill was caused by a collapsed manhole chamber near West Ewell blocking the sewer which caused the sewage to allotments. Thames flow into the neighbouring surface water sewer. This report supports a planning application for the comprehensive redevelopment of 23-37 Blagdon Road including partial demolition of existing building to form a building up to nine storeys in height with retained retail (Class A1) and gymnasium (Class D2) uses at ground floor level; retained car parking at first, second and third floor levels (142 spaces for residential and 116 spaces for public use); 91no. residential dwellings (Class C3) at first – eight floor level; with associated vehicular access, private and communal amenity space, public realm improvements, cycle parking, refuse storage and replacement tree planting. In addition, provision of temporary car park (150 spaces) on adjoining land to the south of exisiting multi-storey car park during construction works. This report details the public consultation the Applicant has undertaken in order to inform the evolution of the proposals. Consultation has been carried out in accordance with national and regional policies, as set out in the following section of this report, and exceeds the requirements of the Royal Borough of Kingston upon Thames (RB Kingston) current Statement of Community Involvement (adopted January 2007).
