1. INTRODUCTION

This Statement of Community Involvement has been compiled by specialist community consultation group Your Shout, part of Thorncliffe, on behalf of Grainrent Ltd. (the Applicant). This report supports a planning application for the comprehensive redevelopment of 23-37 Blagdon Road including partial demolition of existing building to form a building up to nine storeys in height with retained retail (Class A1) and gymnasium (Class D2) uses at ground floor level; retained car parking at first, second and third floor levels (142 spaces for residential and 116 spaces for public use); 91no. residential dwellings (Class C3) at first – eight floor level; with associated vehicular access, private and communal amenity space, public realm improvements, cycle parking, refuse storage and replacement tree planting. In addition, provision of temporary car park (150 spaces) on adjoining land to the south of exisiting multi-storey car park during construction works.

This report details the public consultation the Applicant has undertaken in order to inform the evolution of the proposals. Consultation has been carried out in accordance with national and regional policies, as set out in the following section of this report, and exceeds the requirements of the Royal Borough of (RB Kingston) current Statement of Community Involvement (adopted January 2007).

Your Shout has also signed up to the Consultation Institute Charter, which sets out the best-practice principles for consultation. A copy of the charter can be found at www.consultationinstitute.org.

The key aims of the pre-application stage of public consultation, which this report documents, were:

1. To inform local residents, businesses, councillors and other stakeholders about the redevelopment aspirations for the site.

2. To gain a full understanding of local views of the proposals, engage with the local and wider community throughout the design development stage, and use these views to identify concerns and opportunities, and where possible inform the evolving final proposals.

3. To demonstrate how the Applicant has responded to the issues raised by the community and stakeholders and identify how changes have been made to the proposals to address them.

In addition, this report demonstrates the Applicant’s continued commitment towards consultation and engagement throughout the statutory planning process.

2. POLICY FRAMEWORK

National Context

Pre-application consultation has long been seen as a positive process and a key part of ensuring local communities have a say in proposed developments. Many large scale planning applications are the subject of extensive pre-application consultation as a matter of course.

However, prior to the Localism Act 2011, there was no legal requirement for applicants to undertake any pre-application consultation with communities nearby.

The Localism Act 2011 introduced “a new requirement for developers to consult local communities before submitting planning applications for certain developments. This gives local people a chance to comment when there is still genuine scope to make changes to proposals… to further strengthen the role of local communities in planning.” (A plain English guide to the Localism Act, p.13)

This amends the Town and Country Planning Act 1990 and creates several obligations for potential applicants. There is a requirement to carry out pre-application consultation for all “large scale major applications”, and applicants must:

 Publicise the proposal and consult with residents in the vicinity of the site concerned.  Give local people a chance to comment when there is still genuine scope to make changes to proposals.  Have regard to the local planning authority about local good practice.  Take account of responses to the consultation.

The Town and Country Planning (Development Management Procedure) (England) Order 2015 defines “major development” as involving any one or more of the following: a) The provision of dwelling houses where— (i) the number of dwelling houses to be provided is 10 or more; or (ii) the development is to be carried out on a site having an area of 0.5 hectares or more and it is not known whether the development falls within sub-paragraph (c)(i). b) The provision of a building or buildings where the floor space to be created by the development is 1,000 square metres or more; or c) Development carried out on a site having an area of 1 hectare or more.

However, it is best practice to consult stakeholders and the local community on all significant developments before a planning application is submitted.

Additionally the Government has used the Localism Act 2011 to clarify the rules on ‘predetermination’. Previously in some cases councillors were warned off doing such things as campaigning, talking with constituents, or publicly expressing views on local issues, for fear of being accused of bias or facing legal challenge. The Localism Act 2011 makes it clear that it is proper for councillors to play an active part in discussions on developments prior to submission of a planning application, and that they should not be liable to legal challenge as a result. This will help them better represent their constituents and influence the development proposed.

The National Planning Policy Framework (NPPF), published in March 2012, says that local planning authorities should work proactively with applicants to secure developments that improve the economic, social and environmental conditions of the area. The NPPF adds that “early engagement has significant potential to improve the efficiency and effectiveness of the planning application system for all parties.” (NPPF, p. 45, 118)

Regional Context

The Mayor of London’s ‘London Plan’ (adopted March 2015), does not directly advise on how developers should engage with local communities about proposed development. However, several sections relate to the principle of involving both residential and business communities in new development.

8.2 “The Mayor recognises the complexities of delivering new development in London, with a wide range of organisational, infrastructure and other issues that have to be considered. The most effective way of achieving delivery is to work together in a collaborative manner towards agreed goals. The Mayor is committed to engagement with all groups and individuals concerned with planning for London, including:

 Government from national to local level.  Other public bodies/agencies.  Private businesses and trade/ representative bodies.  Voluntary and community sector groups.

8.4 The Mayor will work with boroughs, other agencies with planning responsibilities, enterprises and their organisations and other stakeholders to ensure that planning decisions are taken as close as to the communities and interests they affect, and in as inclusive a way, as is appropriate having regard to the planning system and the nature of the decision concerned. He recognises that community and voluntary groups, local business organisations and other interest groups have particular contributions to make to planning decisions, plans and strategies to shape neighbourhoods (see Policy 7.1 and paragraph 7.6) and will support their involvement. He will also consider what guidance and support it would be appropriate for him to offer to aid neighbourhood planning.

8.5 In the same way, the Mayor supports approaches to planning, regeneration and development that harness the knowledge, commitment and enthusiasm of local

In particular, he will encourage use of tools such community land trusts, which enable communities to shape their own neighbourhoods through the management and development of land and other assets (including those transferred from public sector organisations). He recognises the importance of development trusts, other community organisations and local business partnerships and bodies in helping to shape and develop neighbourhoods, sometimes in ways that the public sector cannot.

Local Context

RB Kingston Statement of Community Involvement (adopted 2007)

“9.2 The Council encourages developers of large or potentially controversial schemes to involve the local community prior to submitting a planning application. Such involvement should be carried out at an early stage, enabling the views of the community to be taken on board. Early community involvement can be a way of resolving misunderstandings and tensions, which can arise in the progression of a new planning proposal. It can also help avoid public objections at a later stage. The Council will itself undertake consultation once a planning application has been submitted.

9.3 Applicants are encouraged to hold pre-application discussions with the Council. At this stage planning officers can advise the applicant whether there is a need for them to undertake community involvement, and what forms of consultation might be appropriate.

9.4 As a guide, the following list identifies the range of planning applications where the Council will normally encourage to undertake community involvement before they submit their application.

 Residential proposals for more than 50 units or on sites of 1 hectare or more;  Commercial developments of 1,000m² of gross floor area or a site area exceeding 1 hectare;  Development proposals on sites larger than 0.5 hectares or that are likely to be locally contentious or generate significant local concern following the submission of the application;  Applications that entail proposals that are significantly taller than surrounding buildings;  Applications that would depart from the adopted Development Plan;  Applications that entail Environmental Impact Assessments;  Major road or transport proposals.

9.5 Applicants should discuss with the Council the possible forms of community involvement that should be undertaken. Appropriate consultation arrangements will vary depending on the type and scale of development proposed.

9.6 The results of any pre-application consultation with the community should be reported as part of the submitted application and should indicate:

 The methods of consultation used to engage community participation, including hard to reach groups;  Who was consulted and the level of involvement;  The quantitative and qualitative findings of the consultation;  and How matters raised in consultation were taken into account in the submitted development proposals.

9.7 Where the council and applicant have undertaken pre-application discussions and agreement has been reached in respect of the details of the application and the community involvement to be undertaken, the Council will also agree with the applicant a timetable for the decision on the submitted application.”

3. SUMMARY OF PROPOSED APPLICATION

The current site

The site is currently occupied by a dilapidated car park and is in need of regeneration. The car park is situated to the south of train station, approximately seven minutes walk away.

This report supports a planning application for the comprehensive redevelopment of 23- 37 Blagdon Road including partial demolition of existing building to form a building up to nine storeys in height with retained retail (Class A1) and gymnasium (Class D2) uses at ground floor level; retained car parking at first, second and third floor levels (142 spaces for residential and 116 spaces for public use); 91no. residential dwellings (Class C3) at first – eight floor level; with associated vehicular access, private and communal amenity space, public realm improvements, cycle parking, refuse storage and replacement tree planting. In addition, provision of temporary car park (150 spaces) on adjoining land to the south of exisiting multi-storey car park during construction works.

The proposal is for the redevelopment of the multi-storey car park on Blagdon Road into residential accommodation whilst retaining the retail and leisure uses on the ground floor and providing three levels of car parking, as well as bicycle storage/parking provision.

The proposal for the redevelopment of Blagdon Road car park will provide:

 91 new homes, including a proportion of three-bedroom (or larger) units.  Over 250 car parking spaces across three levels.  Provision for the storage of over 100 bicycles.

 High quality amenity space for residents.  A design far more in keeping with the site’s residential surroundings.

The project’s architects, MDR Associates, have worked to provide a scheme that has been designed to be more in keeping with the surrounding area. The Applicant is also experienced in developments similar to the Blagdon Road Car Park scheme and is developing schemes such as:

 125 new homes above retail premises in Hounslow.  110 new homes above retail and leisure facilities in East Grinstead.  200 new homes and a hotel above a shopping centre in Erith.

4. THE CONSULTATION PROCESS – FIRST ROUND

The consultation process for this scheme exceeds the requirements of the Council’s Statement of Community Involvement.

Specifically, we have:

1. Made sure the consultation takes place as early as practically possible in the design development process, and is therefore ‘front-loaded’. 2. Conducted appropriate engagement that fits the community’s needs. 3. Conducted an accessible and visible exhibition. 4. Used Plain English and adequate response mechanisms. 5. Explained clearly what the scope of the consultation is, and what can and cannot be changed. 6. Analysed the results from the consultation objectively. 7. Publicised collective responses, with due regard to the Data Protection Act. 8. Summarised how these responses have affected the proposals. 9. Ensured feed-back, analysis and our response is available to the public and consultation participants. The first round of consultation was conducted by Pegasus Group, the Applicant’s Planning Consultant. This round of consultation included a public exhibition, held on-site in the first floor offices of the car park with local residents invited to view information boards regarding outline plans for the scheme. The exhibition was held on 20 August 2015 between 4pm – 8pm. The specific timing of the exhibition was chosen to encourage as many local residents to attend as possible including those in work. At the public exhibition, 13 information boards were displayed for those who attended to view the current plans. Copies of these boards can be found in Appendix 1.

Pegasus Group sent approximately 600 letters to the surrounding residents inviting them to the public exhibition. A copy of this letter can be found in Appendix 2. 22 people attended the August exhibition to view the exhibition. Almost all of the 22, some 20 attendees, completed a feedback form that asked residents’ views of the scheme. The results that came out of the 20 completed feedback forms is as follows. A copy of the feedback form available at the exhibition can be found in Appendix 3.

There were also a further three additional comments made about the scheme via email. A summary of the comments made at the first round of consultation is as follows: Supportive of Proposed Development

 Agreement that public car park currently has no architectural merit and proposed refurbishment / facadism will improve the appearance of the building.  Recognition that existing public car park is underutilised and proposals would make a safer environment for users of the car park.  Many residents commented on the need for additional housing within New Malden, particularly affordable housing.  Supportive of retaining the retail uses at ground floor level.  The use of green roof and living walls enhance the building’s appearance and provide sustainability and ecological benefits.

Neutral Comments

 The design of this site should be coordinated with the other major developments within the area, i.e. New Malden House and the wider Cocks Crescent Masterplan.  The development of this site should be well integrated and not preclude the aspirations of the Cocks Crescent Masterplan which is currently being prepared.

 There is the need for highway improvements and review of the existing traffic lights within the town centre to relieve congestion.  More detail is required in respect of proposed elevations and finishes before being able to comment in detail.  Existing coach park (opposite site) should be retained as part of development proposal.  Cost of public car park should encourage people to park at this site rather than on surrounding streets.

Concerns of Proposed Development

 The main concern perceived with providing additional residential dwellings in this location, was the additional pressures it would cause to parking and traffic generation within the surrounding area.  A couple of responses raised concerns about providing further residential accommodation in this location given the current application at New Malden House.  Additional residential accommodation would put pressure on existing local services including doctors, schools, water, gas and electricity.  Concerns raised about additional height and bulk at this site and the impact that may have on surrounding properties i.e. overshadowing.

Due to the fact that the exhibition and development proposals were only at outline stage when the first round of consultation took place, the project team felt it would be beneficial to the scheme and to local residents to continue refining the scheme and then return to consult local residents, stakeholders and councillors a second time once the proposals were at a more advanced stage.

5. CHANGES MADE TO THE SCHEME BETWEEN THE FIRST ROUND AND SECOND ROUND OF CONSULTATION

Following the conclusion of the first round of consultation, local residents were consulted on outline plans only rather than detailed design proposals, temporary car park plans or detailed floor plans. The project team have continued to refine the proposals, especially in terms of design detail.

Refinements, changes and reviews conducted between consultation rounds were:  Agreement of car parking numbers with RB Kingston.

 Review of in / out access from Cocks Crescent.

 Animated access cores at ground level.

 Have regard to potential development of surrounding sites.

 Review of materials palette.

 Review of separation between residential blocks.

 Height to reflect the prominent sustainable location with regard to surrounding properties.

 Review of amenity areas.

 Ensuring that housing meets nationally-prescribed space standards.

6. THE CONSULTATION PROCESS - SECOND ROUND

The second round of consultation, led by Your Shout, took place in September 2016. Pre-application discussions with planning officers

A series of pre-application meetings took place with RB Kingston on 8 July 2016, 6 September and also on 1 November 2016. Members of the project team have attended both meetings with various RB Kingston officers, included Planning officers, Highways officers and Urban Design officers. Discussions have been constructive and have also been ongoing for the duration of the pre-application period. Over the course of these meetings the design and other details of the scheme has been refined. Detailed information about this process and the evolution of the design is included in the Design and Access Statement.

Pre-application Design Review Panel

The proposals went before a Design Review Panel on Friday 9 September 2016. The design of the scheme has been further refined as a result of the Panel’s comments. The Cocks Crescent Masterplan and the relationship between the proposals for the car park and Cocks Crescent were discussed. Detailed information regarding the refining and evolution of the design of the proposals is included in the Design and Access Statement.

Pre-application meetings with Councillors

Local Beverley ward councillors Terry Paton & Paul Bedforth took up the offer from the project team of a pre-application meeting. This meeting took place locally in New Malden on 6 September 2016. Members of the Your Shout community consultation team met with the councilors to discuss the proposals further and take on board any comments the councillors had and answer any questions as well.

Both councillors asked questions about the details of the proposed development and a discussion was also had about the site and proposals in relation to the Cocks Crescent Masterplan.

Councillor Raju Pandya was unavailable to meet when Your Shout met with councillors Paton and Bedforth. However, Cllr Pandya did attend the public exhibition and was taken through the proposals at the exhibition by members of the project team.

Pre-application discussions with individuals and groups

Prior to the public exhibition, we identified the community groups and other key stakeholders in the area of the application site, and built up a List of Stakeholders. We contacted individuals and community groups to invite them to the public exhibition, offer further information and to make them aware that we were happy to meet with them at a time of their convenience.

The community groups we contacted include:

 Community of New Malden Businesses  Kingston Environment Centre  Kingston upon Thames Society  Korean Residents' Society  Maldens and Coombe Heritage Society  Maldens and Coombe Strategic Working Group  New Malden Future Group  New Malden Methodist Church  South East Rivers Trust  and District Historical Society  Kingston Federation of Residents  Malden Manor Residents Association  New Malden Residents' Association  The Groves Association

On 22 September, members of the project team, including the Applicant’s Planning Consultant and Architect met with residents locally in New Malden who were members or Chairmen of various residents’ groups. The residents’ groups present at the meeting were:

 The Chair of the New Malden Residents’ Association  A committee member of the New Malden Residents’ Association  A member of the New Malden Future Group  A member of the Groves Association  A member of the Kingston Upon Thames Society

Each resident present was given the opportunity to ask questions of the project team about the proposed development. Among others, questions from residents looked to confirm the timescales for the development, the height of the proposals and the materials to be used on the construction of the scheme.

Further, on Friday 16 December, members of the project team met with residents who were members of the Kingston Society. Committee members of the Society attended the meeting. Each member was given the opportunity to ask questions of the project team about the proposed development. Questions focussed on the design of the scheme as well as the proposed Cocks Cresecent SPD.

We will continue to maintain contact with these individuals and groups as the planning application progresses.

Publicising the consultation

We publicised the consultation to the residential units surrounding the Site by distributing an information leaflet. The objective of the leaflet was to invite the local community to the public exhibition, to communicate information about the scheme, and to seek feedback from those not able to attend the public exhibition. We distributed approximately 2,700 copies of the leaflet, which were distributed by our in-house team to ensure correct delivery. The leaflet was delivered to all homes and businesses in the area highlighted in the map below.

Project and consultation website

A project website was set up to communicate information and seek feedback on the scheme. The website has a unique URL at www.blagdonroadconsultation.co.uk.

The website allows people to access documents such as the display boards for the consultation events and provide their feedback on the scheme. The website will continue to be updated and maintained throughout the planning application process.

Conducting a visible and accessible public exhibition

The second public exhibition took place on-site in the first floor offices of the Blagdon Road car park on 8 September 2016 between 3pm and 7:30pm, with 142 people attending. The times and date of the exhibition were chosen to encourage the maximum number of people to attend the exhibition, including those in full-time employment and those with parental responsibilities. We ensured the exhibition date did not fall on any locally observed religious or cultural festivals. We kept the exhibition open beyond its advertised hours to allow those attendants still present at 7.30pm to gain full benefit from the exhibition. Play materials were also available at the exhibition for young children.

Posters were placed at the entrance of the exhibition and around the site so people could easily find it. Visitors had the opportunity to view twenty display boards containing details

December BLAGDON ROAD CAR PARK Statement of Community Involvement 2016 of the scheme, including site layout, floor plans and further details of the proposed development. Copies of the display boards are available in Appendix 5.

As well as many local residents, the following local political stakeholders also attended the exhibition:

 Cllr Raju Pandya (Conservative Beverley ward councillor, also sits on the Maldens and Coombe Neighbourhood Committee).  Cllr Mary Clark (Independent ward councillor, also sits on the Maldens and Coombe Neighbourhood Committee).  Cllr Phil Doyle (Conservative Grove Ward ward councillor, also portfolio holder for Resident Services).  Cllr Julie Pickering (Conservative Coombe Vale ward councillor, also sits on the Maldens and Coombe Neighbourhood Committee).  Mr James Berry MP (Conservative Member of Parliament for Kingston & Surbiton).

Alongside the local political stakeholders who attended, the following local community stakeholders attended the exhibition:

 Ms Frances Marsh (Chair of New Malden Residents’ Association).  Zbig Blonski (member of the New Malden Future Group).  Liz Meerabeau (on the committee of the New Malden Residents’ Association).

Members of the project team were available to answer any questions visitors had about the plans and wore name badges to identify themselves. Representatives from each of the Applicant, the architect, the planning consultant, the traffic consultant and Your Shout were present throughout the exhibition.

Visitors were encouraged to complete a feedback form during the public exhibition and some attendees also took the form away with them to complete at home and return via Freepost. A copy of this form is available in Appendix 6.

Using appropriate response channels

We have set up, and continue to maintain, several response mechanisms for the local community and stakeholders to give their feedback and comments about the scheme, including:

The feedback form contained information on how the responses provided would be used, which read as follows:

“Data will be held by Your Shout and Grainrent Ltd. Your comments, name and contact details, including address may be given to the Royal Borough of Kingston Upon Thames as part of the application process. By providing your comments and/or contact details, you authorise us to send periodic updates about this development. If you do not wish to receive information about this development, please tick this box."

Quantitative and qualitative response mechanisms

The consultation included questions which allowed us to assess the response in a quantitative way.

The qualitative response was gathered from listening to individuals and groups in meetings, on the Freephone hotline, and at the public exhibition.

The feedback form asked for written comments about the scheme and the email service also gave an opportunity for people to send in written comments.

The quantitative and qualitative comments have been recorded and analysed objectively by team members from Your Shout.

Feeding-back to participants and the wider community, and opportunities for continuing involvement

One of the main objectives of this Statement of Community Involvement is to help record individual and collective responses to the proposals and how these responses have affected our proposals.

This report also allows us to feed back this information, in a more readily digestible form to the local community, respondents, other stakeholders and councillors.

This Statement of Community Involvement will be made available, alongside other planning documents, as part of the planning submission to RB Kingston.

The Freephone, Freepost, email address and website will all be maintained until the planning application is determined by the local planning authority.

We remain committed to keeping in touch with local groups, individuals and all those that have participated throughout this consultation exercise. We will be available to meet consultees again as appropriate.

Qualitative response

People who attended the second exhibition, recipients of the leaflet and other local residents had the opportunity to provide qualitative responses to our consultation. These responses have been collected and collated and this will continue throughout the application process. The main points raised are outlined below, along with details of how the Applicant has responded to each comment. A total of 59 people left comments. The full comments received are included in Appendix 7.

Summary of key points and how the Applicant has responded to these comments The feedback received both from conversations with residents at the public exhibition and from feedback forms and emails received covered a number of themes; the most frequent themes are displayed below together with how the project team has taken this theme into account when developing and refining the proposals:

 Traffic The project team conducted a traffic survey on 28 April 2015 and, conducted a second traffic survey on both Saturday 15 October and Tuesday 18 October 2016. These traffic surveys model the traffic at peak times, in the morning and in the evening to ensure that the proposals will not adversely affect traffic locally. Currently there are 29 public car parking spaces used weekly on average out of 115 currently available to the public. It must be noted that currently 435 car parking spaces are not available for use on the site.

 Timescales for the proposals The timescales for the redevelopment of the currently neglected car park will take approximately between 12 to 15 months. During the redevelopment, the Lidl supermarket and the gym on the ground floor will remain operational to ensure that local residents can still make use of these facilities rather than being inconvenienced by them closing during construction.

 Overdevelopment Located within New Malden District Centre, the site is a sustainable location with access to numerous shops, services and local public transport infrastructure. As such the proposed development of 91 dwellings on this underutilised brownfield site is considered appropriate. The application should also be considered in the context of the surrounding sites which are subject of an emerging masterplan to provide high density development.

 The proposals in relation to the Cocks Crescent Masterplan The project team and the Applicant realise that the site is surrounded by Cocks Crescent which has its own Masterplan to build more homes in New Malden. The

project team and the Applicant also realise that the Blagdon Road car park forms an important part of the Cocks Crescent Masterplan and have ensured that the proposals will significantly improve the appearance of the car park, which is currently neglected and in need of redevelopment, whilst not predjudicing development proposals of surrounding sites. The project team and Applicant have offered RB Kingston the opportunity to meet to discuss the car park in relation to the Cocks Crescent Masterplan and they have also fed back into the Masterplan’s consultation earlier this year.

 Car parking for future occupants, occupants of New Malden House and the public Car parking on-site will be provided for future occupants, occupants of the developments approved at New Malden House and also for the public. 116 car parking spaces will be made available for public use, with 142 car parking spaces for residential development both on site and for New Malden House. These proposals will therefore ensure that future occupants, New Malden House occupants and the public have parking provision on the site. Currently there are 29 public car parking used weekly on average out of 115 currently available to the public. It must be noted that currently 435 parking spaces are not available for use on the site.

 Impact on local infrastructure Should the application be permitted by the Council, then the applicant will make a financial contribution towards the Community Infrastructure Levy (CIL) which is money set aside for the provision and improvement of local infrastructure.

8. SUMMARY AND CONTINUED CONSULTATION

The Applicant has undertaken public consultation to ensure local stakeholders have had an opportunity to comment on the emerging proposals in advance of submission at every possible opportunity.

A list of key stakeholders has been devised to ensure that all local interested parties have been kept informed of the plans and given opportunities to ask questions and give feedback. This list included, but was not limited to, stakeholder groups that were suggested by RB Kingston planning officers. Where information has been requested, it has been supplied in an easy to understand way.

The Applicant held a public exhibition of outline proposals on 20 August 2015 and then of further advanced proposals on 8 September 2016, as suggested in RB Kingston’s SCI. The public exhibitions were advertised with the delivery of letters or information leaflets to local residents surrounding the site. Key stakeholders and councillors were notified of the second public exhibition with an email invitation. In total, 164 people attended to view the plans in person over the course of the two public exhibitions.

The public exhibitions consisted of information boards that gave a clear indication of the proposals. Members of the Applicant’s professional team were in attendance to answer any questions. A wide variety of ways to respond to the public consultation were made available and will remain available throughout the application process. Feedback can be submitted by completing the feedback form, Freephone number, a Freepost address and a dedicated email address. Further information regarding the scheme could be viewed online at residents’ convenience via the dedicated website, www.blagdonroadconsultation.co.uk.

Key local stakeholders and councillors were contacted prior to the second round of public consultation and have been given the chance to engage since.

This Statement of Community Involvement fully demonstrates the Applicant’s commitment to thorough and meaningful public consultation and exceeds the requirements set out by RB Kingston. The submission of the planning application does not mark the end of this consultation and the Applicant will continue to meet with local groups and individuals as appropriate throughout this process.

Moreover such large construction will presumably cause considerable disruption to local residents. In an aside, greater detail should be provided to residents in relation to proposals, including architectural drawings. it would be interesting to know the proportion of affordable homes in the development. Also the green space (park) and facilities provided by the Malden Centre must be retained for public use. KT3 4DW The development per say is welcome as it would convert an eyesore and partly unused site into a much more attractive group of buildings. My main concern however is the overall scale of what is being proposed on a piecemeal basis with no apparent co-ordination to traffic concerns, infrastructure and leisure facilities and seeningly no guarantees. The masterplan shown in the exhibition is slightly disingenuous as it cuts out the 'Spillers' building for which planning permission has already been granted for 96 homes. This plus Blagdon Road, Cocks Crescent (and potentially the development of the other side of the station) plus....? represents a huge increase for New Malden with massive pressure on its infrastructure and already ver congested (traffic wise) Hight Street. The area around mainly consistes of Victorian and Edwardian family homes and it would be a disaster if any future changesin traffic schemes adversely impacted on the area and these homes. KT3 5QE Could you please email me the plans and elevations shown in the exhibition. KT3 3BY As long as the extent of 'overshadowing' is checked and the local residents don’t have windows looking into their houses. I think the principle of improving the site is good. KT3 3BY Important that publicly available car parking spaces are maintained to a level that satisfies the current and future demand levels - including provision for Cocks Crescent devt. Nice design - well presented exhibition. KT3 4DT Is there any social housing in this? Why isnt there any joined up thinking about the amuont of re-development of New Malden?? No I'm unsure as we already have a large development at Cocks Crescent which wikll Address have an impact on Blagdon Road/Howard Road due to the large amount of new Given homes, also the 'Spillers' office block is being turned into flats adding to congestion. At least 96 of the 250 car spaces need to be free for the residents of the new homes as 'family homes'mean children, therefore cars, therefore parking will be required. the car park needs to be well litsecure and low price to encourage people to use it and should be made one way and 20mph speed limit as part of the proposals. KT3 4AE I suggest you speak to the developers of the old Spillers building now called Malden House as the residents have been informed they are going to attach a walkway bridge from that building to the multi storey car paring spaces for their residents. KT3 4AE This proposal was delivered the day after the closing date for feedback on the Cocks Crescent development proposed by RBK. Around 100 flats have been approved in the redevelopment of 1 Blagdon Road, one of the conditions of being designated parking in the multi storey car park. WHERE in your proposal does this appear? You do not seem to be communicating. I TOTALLY object to your proposal. The density of population together with RBK plans will be unsustainable. No, no, no. KT3 6DY While I would like to see the car park tidied up I do not approve of the proposals put forward. KT3 4DT Am totally opposed to this plan. Why do we need 96 homes with a good proportion of families. Where are these children going to go to school, our schools are overcrowded already, many unable to get a school of their choice. The High St and Burlington Rd will be full of traffic and fumes. Not a viable proposal. KT3 4AP I am not supportive of your plan as it lacks information and detail. I fear that a large housing estate is being build piecemeal by a number of developers in your car park, the Spillers building and Cocks Crescent. If this was a mixture of properties for sale and social housing I would be more supportive but this appears to be developers using New Malden to put their social housing quota leaving developments in more affluent areas to be 100% sold. Schools in this area are already oversubscribed and the council foes not ahve a plan to deal with this huge increase in numbers. KT3 3LS I hope that the houses will go to local residents first. At the moment not people use the car parking spaces as businesses are moving away from New Malden. KT3 4HS I think overall the development will look better than the current car park. As with most people, I have concerns with regards to the height of the proposed plan overlooking a rather narrow residential street. With so may housing developments being proposed in the area kingston colonial MUST consider the pressure this will put on local schools. Burlington will be particularly affected. KT3 4BA Having visited your second exhibition in 12 months I find that not a lot has changed. The addition of two additional storeys will only exasperate the vortex created especially on windy days. It is particularly unpleasant walking past the adjoining High rise block (namely New malden house). the light and airy treatment of the facade certainly improves the building the appearance but presents its own problems in maintaining such a clinical astetic in its later life. Finally the mix of truly affordable social housing cuopled with flats sold at the going market rate presesents its own problems ensuring that such a redevelopment is successful by integrating the various factions. KT3 3QL Whilst I was impressed with your plans I have concerns 1. Impact on street parking of 96 homes 1/3 of which have no allocated spaces. 2. increase of traffic in surrounding streets already under pressure. 3. Extra high-rise buildings in an area

of low rise suburban homes. 4. Lack of infrastructure for approx 50 new homes. i do realise you need to sell flats to pay for the development. KT3 3AF This development is too intense. Families with children; where will children play? How will doctors and schools and dentists cope? The council is ripping the heart out of our village. I do not believe a new s. pool will ever be put in. Remember Richmond ice rink? They promised a replacement. 22+ years we're still waiting. Why does no one believe the council any more? KT3 3PU It all looks a great improvement on the unloved structure it is now. KT3 3QQ But only as long as car park will be large enough for residents and public and parking. I missed size of flat rooms - maybe not in feet and inches? My fault. All looked very nice on paper. KT3 4DP 1. The roof gardens on the top of all the new buldings look lovely BUT seem a bit of a con. How will these plants/bushes be watered in a heat wave? 2. Retaining the Fountain roundabout would allow easier access by car for vehicles arriving from the B&G end of Burlington Road (no right turn access). 3. If parking spaces for new residents prove inadequate will they get 'permits' for visitors in the 'public' parking area? KT3 6DI Positives: more needed housing and smartening up of that area. Negatives: decrease of public parking space - quite significant, residents in the proposed 96 that development who don’t get allocated parking spaces will most likely park in surrounding roads. Too many flats are being proposed. KT3 4AB The development will replace a run down blot on the landscape which will hopefully be part of the larger redevelopment of the whole Cocks Crescent area. The long term benefits of the development will far outway the short term inconvenience. KT3 4TR I think the scale and mass is too much, I am not opposed to creative use of the underused car park upper floors, but half the number of units would seem better given the site, also they should all be cheap/affordable. KT3 4AP However, any proposal should also include a revamp of the High Street, to include a M&S or Wilkinsons or other high quality shops. KT3 4AE Would like to speak with the architect and developer direct. One shitty piece of A2 papernot enough space to write how pathetic this scheme is. Craming people into shoebox spaces is disgusting, would like a one +one discussion. KT3 3PE It does not make sense to provide new homes when local transport infrastructure cannot support them. KT3 3PZ Already a large proposed residential area in New Malden. The infrastructure (schools, transport, traffic etc) will not be able to cope if all of these proposed developments go ahead. KT3 4AE Too much development is being siutated in a small area of Cocks Crescent. There is already one development with 96 flats going to be built and with additional 96 flats this will bring to 192 flats, if each houses at least 3 people, this will bring extra 576 new residents to a small area. Where will they all park their cars, go to GP or children to school? All these facilities are overcrowded as it is and we don't need more people. Also the Leisure Centre is at its maximum capacity & the green space also!!! KT3 3QS I cannot see a proposal for swimming pool. No roundabout & entrance to Blagdon Road & as for getting rid of The Malden Centre with all the amenities including Swimming Pool. Just think again - what you are doing!!! I learned to play bridge there 30 years ago. KT3 4AE Given the plans for other flats in the area, we need less flats and more parking. KT3 4HR While I don't object in principle to the development of the car park, it is misleading to consider this in isolation from the wider plans for Cocks Crescent, to which I do object. The cumulative impact of this amount of housing on local

infrastructure, transport and public services (health, schools) is deeply worrying, as is the loss of greenspace. I am not clear what the demand for 100 bike places. KT3 4EA Would like clarification of the number of units which will be for Affordable Housing (of which there seems to be a considerable number in New Malden). Would like clarification of "New Malden House" which is described as a "residential scheme" as opposed to "residential units" - what is the difference and what is the difference in the number of parking spaces for these two named areas (80 + 61 in your development proposal)? What proportion of units are for disabled people? KT3 3PS North west corner (facing Howard Road) looks too high & imposing. A further "step-down" in levels would help to alleviate shadows/cold/wind issues. The intermittant use of different materials (red brick & white?) needs careful choice to consider maintenance & cleaning especially white render or equivalent to ensure it stays white! Generally an improvement but await further details. KT3 4AE The design is far to high for the surrounding area scale it down to 5 or 6 floors then ok. KT3 3HR Area does need to be improved but following concerns: Lots of development plans in New Malden at present - all should be considered together as huge implications for infrastructure - schools, health provision, traffic etc. Access to the development via Blagdon Road, leading onto the High St which already is frequently congested - development would increase traffic using the road. Not enough parking for residents - cannot assume that they won't have cars - will also have visitors, deliveries etc. Parking for local residents is already an issue - can foresee problems. Liked the changes to the car park access + exit & the "roof gardens". KT3 4AE Must consider all developments. Too many developments proposed in such small area; Cocks Crescent, Car Park, and Blagdon Road. No infrastructure to support such an increase in numbers. Trains. Parking Schools, Medical, Leisure. Parking on Blagdon already a nightmare and will only get worse. KT3 6BY I am concerned if new housing is created without the necessary infrastructure: GP places, school places, transport links, etc. are already extremely overcrowded. KT3 6BX There is not a single thing in this new proposal that a) differs from what you said last year b) benefits current residents. You are adding nearly 100 new homes and x number of people to an area with breaking infrastructure and already over crowded. Why have you not considered schools, doctors, dentists. This helps an area not new homes with cycle storage as a key selling point. Useless and shocking in your approach.

Dear Sir/Madam

Having studied the proposed plans for the Blagdon Road carpark site I have the following concerns/questions:

Parking: What proportion of the housing will be allotted to the disabled (physical and learning disabled?) I ask this, on the assumption that theses residents may be less likely to have a car if they are learning disabled, as it is not clear how much of the housing might want/need car parking facilities and there is clearly not a parking space per apartment.

I would question the practicality of cycle parking that is not at pavement level. As someone who regularly cycles into New Malden, I can assure you that I would be very unlikely to take my bike to the second floor of a car-park to lock it up, as I would normally be in New Malden for no more than an hour and would rather use the cycle racks provided on the High St, which are far more convenient.

Schools: Has anyone in the local authority looked at the potential knock on effect on local schools, namely Burlington Primary which is closest and also Christ Church New Malden Primary School? The same applies to nursery/pre-school provision.

Traffic: I would be concerned about the effect the extra traffic from car owners in the new development would have on the movement on traffic through the High Street, which is already very slow at peak times? What studies have been made to examine this?

Height: Whist the proposed development appears attractive and sympathetic to No its surroundings, I am hesitant about a 10 storey building and would find it helpful Address if the height could be given both in metres and in comparison to other existing Given buildings in New Malden.

Dear Sir/Madam,

Re. your plans for the Blagdon Road multi-storey car park area.

I am unable to attend the meeting you have arranged, at relatively short notice, for this coming Thursday.

However, I strongly object to your plans as outlined in the leaflet which came through my door. My main reason for objection is on the grounds of over- development - in that general area there is aleady the threat of up to 520 flats at Cocks Crescent/Blagdon Road plus 90-odd at the former Spillers building (14- storeys). The existing car park building is indeed very ugly as you highlight in your proposals. One the reasons why it is so ugly is that is too high, which makes it out of character with the rest of the area. Your proposal makes matters even worse.

Aesthetically your proposal is bland, boring, very uninteresting and again does not fit in with anything in the area. This can only lead to the Croydonisation of New No Malden. Postcode Given Regards,

Thank you for the opportunity to look at the above display last week. I retain many of the concerns I had when writing regarding the earlier application and these are now compounded to by the recent local authority consultation document relating to the development on the old Causeway Centre site.

Although the plans, with their split levels and differing heights are very attractive on paper, there is little to show how the needs of the increased joint density of population will be met. This relates to traffic flow, general services and in particular, the need for additional school places and also provision for medical care.

As a resident in Blagdon Road, opposite the entrance to Cocks Crescent, I am aware of the increased flow of traffic that the more recent development on the old Bryc Box site has caused. With the Causeway Centre and Spillers development we will see further traffic flow with attendant issues relating to parking etc.

The development itself appears to be graduated in height, but I am still concerned regarding light issues for Blagdon Road and also the proposed development on the Causeway Centre site.

I was also surprised a that the exhibition was open for such a short period of time - limiting the numbers who could attend to those available for viewing during the daytime and early evening.

On this such small land it does not have enough space to accommodate 96 families, it would make this area much more crowded, it would cause more congestion for us and local KT3 6DN residents.
