Purpose/Executive Summary 1.1 This report provides Members with an update on the progress of the Corran Ferry Project (Outline Business Case). The project has been established to review the options for securing replacement ferry vessels and for considering the preferred way forward for the future operation and management of the Corran Service. 2. Recommendations 2.1 Members are invited to: i. note that a letter was sent to the Cabinet Minister seeking approval to form a working group with officers from Transport Scotland, regarding the possibility of transferring over responsibility for the Corran ferry service in accordance with the principles set out in the Scottish Ferries Plan. The letter can be found in Appendix 1; ii. note that the Scottish government have advised that they will require confirmation regarding the Council’s plans to fund the capital replacement of the vessels and slipways prior to the setting up of a formal working group to discuss any potential future transfer of responsibility. The responding letter from the Cabinet Minister can be found in Appendix 2; iii. note that the Corran Ferry Project will be included as part of the Council’s Capital Programme Review; iv. agree to support the proposal for the new preferred Vessel and Infrastructure option - 2 x 25 car smaller hybrid vessels straight through (Ro-Ro) operation as detailed in Appendix 3; v. -

Agenda 14 Item Report HC/18/19 No The Highland Council Date: 9 May, 2019 Report title: Electoral Review of Island Council Areas Report by: The Chief Executive Purpose/Executive Summary The purpose of this report is to provide the Council with an overview of the provisions of the Islands (Scotland) Act 2018 that relate to the requirement for the Local Government Boundary Commission for Scotland to review the electoral arrangements for Argyll and Bute Council, Comhairle Nan Eilean Siar, Highland Council, North Ayrshire Council, Orkney Islands Council and Shetland Islands Council. 1. Recommendations 1.1 Council is invited to • Agree that the Chief Executive write to the Local Government Boundary Commission seeking a meeting to explore the possibility of the Commission broadening the scope of their current review to include rural wards of super sparsity. • Agree that the Council write to the Cabinet Secretary for Communities and Local Government to highlight issues around the methodology used in boundary reviews and to make the case for additional flexibility over the number of members for rural wards. 2. Background 2.1 The Local Government Boundary Commission for Scotland and the Scottish Ministers are obliged, under section 28(2) of the Local Government (Scotland) Act 1973 to implement electoral arrangements in accordance with section 1 of the Local Governance (Scotland) Act 2004. Currently this includes the requirement for there to be three or four councillors returned per electoral ward in Scotland. 2.2 The Islands (Scotland) Act 2018 amends the 2004 Act to provide an exception to the usual three or four member rule for electoral wards in relation to wards which consist either wholly or partly of one or more inhabited islands. -

STAR 2015 Stephen Canning, Neil Macrae and Laura Cromarty Orkney Outer North Isles Transport Options STAG Appraisal Stephen Canning, Peter Brett Associates – [email protected] Dr Scott Leitham, Peter Brett Associates – [email protected] Neil Macrae, Highlands & Islands Transport Partnership – [email protected] Laura Cromarty, Orkney Islands Council – [email protected] ABSTRACT The Outer North Isles of the Orkney Archipelago (Eday, North Ronaldsay, Papa Westray, Sanday, Stronsay and Westray) are connected to the Orkney Mainland by a combination of Ro-Ro & Lo-Lo ferry services and scheduled air services. The current air & ferry infrastructure (ferries, planes & landside) are coming to the end of their working life. Recognising the need to modernise and develop the network, Orkney Islands Council and HITRANS commissioned a STAG appraisal of future options for the Outer North Isles. This paper will provide an overview of this multi-modal STAG Part 1 study, which balanced the transport connectivity and capacity needs of islanders with the cost to government of providing a sophisticated transport network for less than 2,000 people. Following a detailed baselining and consultation exercise, an in-depth STAG Pre-Appraisal Report was prepared, setting out the problems, issues, opportunities and constraints at the network and individual island level. An important innovation on this study was the use of Transport Scotland’s Ferries Routes & Services Methodology (RSM) as the basis of the Transport Planning Objectives. The RSM provides a needs-based determination of the level of connectivity required by an island and thus acted as a robust basis for objective setting. -
