9Th SEPTEMBER 2019 65/93 MINUTES OF THE MEETING OF BLYMHILL AND WESTON-UNDER-LIZARD PARISH COUNCIL HELD AT THE BLYMHILL HILL AND WESTON UNDER LIZARD VILLAGE HALL AT 7.30 PM ON MONDAY 9th SEPTEMBER 2019 PRESENT: Cllr D Maddocks (Chairman) Cllr A Lowe Cllr B Cambidge Cllr D McGowan Cllr M Stokes IN ATTENDANCE: Mr P Delaloye – Parish Clerk APOLOGIES: Cllr N Parton Cllr P Maddocks Cllr M Sutton – Staffordshire County Council Cllr B J W Cox – South Staffordshire District Council 2046 Visitors Viscount Newport attended the meeting and informed the Parish Council that he had given up his partnership in London to takeover from his Father the Earl of Bradford to oversee the Bradford Estate. As per his visit to the Parish Council meeting, he wanted to be more involved with the Parish Councils that came within the boundaries of the Bradford Estate. He then introduced Steve Carey of Curtin and Co. who on behalf of Bradford Estates were looking after the proposal for the J3 Housing and Employment area to Shropshire County Council. Steve Carey reported that: • Shropshire County Council already had 3 preferred sites o Cosford o Tern Hill o Ironbridge Power Station • Bradford Estates had put in, very recently, a proposal to Shropshire County Council to join those bids on the land between Lizard Wood and the A41 on a Garden Village principal to include: o 5 residential areas of differing styles and levels (affordable homes etc.) o An employment area for technology companies o Shops and Local amenities o A doctors Surgery o 2 Primary Schools o 1 Secondary school o A number of Public open spaces and cycle paths • Timeline o If successful in being chosen by Shropshire County Council by the end of 2019 o The proposal would then go to the Secretary of State Inspectorate for scrutiny and acceptance which could take 18 months. o If the Secretary of State approves the plans the Employment area would be the initial build with the whole project taking up to 10 years to complete. Robert Paul was then introduced who manages the Bradford Estate for Viscount Newport he reported that the Bradford Estate was in talks with Airband Broadband to potentially provide its services to all areas of Bradford Estates Land and surrounding areas to improve fibre broadband for both homes and businesses. This would be done by the use of laying the fibre networks through Bradford Estate land rather than having to dig up lanes and roads. More information is to follow. 66/93 2047 DECLARATIONS OF PECUNIARY INTEREST None 2048 MINUTES OF PREVIOUS MEETINGS RESOLVED: That the minutes of the Parish Assembly and the Parish Council Meeting held on Monday 13.05.2019 be approved as a correct Record. 2049 MATTERS ARISING FROM THE PREVIOUS MEETING No matters Arising from the previous meeting were recorded 2050 REPORT OF The COUNTY COUNCILLOR Report given via email due to absence was read out by the Parish Clerk • A county librarian, foster family, university principal and football chairman were amongst the Staffordshire residents recognised in the Queen’s Birthday Honours. • The highly anticipated IRONMAN 70.3 Staffordshire saw crowds flock to watch the spectacle. Over 2,400 people took part in the race which started at Chasewater Country Park and ended in Stafford town centre. • News of the next phase in a major £15m road scheme and the improvement work at the McArthurGlen Designer Outlet in Cannock will create easy road access to the site which is set to be completed in 2020 • As the number of nursing homes reduces, together with rising placement costs, cabinet have agreed to open a new facility in Burton with a £1.2m investment. Two further homes could then be built in other areas, this would increase capacity and offer good quality placements. • As mentioned previously the Cabinet member for Highways will attend the November meeting. • I’ve spoken to Highways about the ‘humps’ along straight mile, they are currently looking at getting a price for warning signs. These would have to be funded, a potential option if the members felt it was sufficiently important was that we could split the cost between the Parish and my Highways fund. Cllr M Stokes said that the present signs were too far from the humps to be useful and the Parish Council would need to be involved in deciding where the signs needed to be sited and what the costs were before agreeing to put money to this. Resolved: The Parish Clerk was to respond with these queries to Cllr M Sutton. 2051 REPORT OF THE DISTRICT COUNTY COUNCILLORS None due to Cllr B Cox being in Hospital due to a stroke. Cllr D Maddocks, on behalf of the Parish Council wished him a speedy recovery and that all our thoughts were with him and his family. 2052 PLAY AREAS It was reported that a lot of people had commented on how good the new benches in the Weston under Lizard play area were 2053 FOOTPATHS AND HIGHWAYS • Cllr Lowe reported that he had received a number of complaints regarding the amount of stones from the “road dressing” of the A5 that had gone on to the pavements and made hard to walk on them. 67/93 • The Parish Clerk reported that he had received an email from South Staffordshire District Council’s Street Scene offering a Weed Spraying Service for the Parish at a cost of £50 per day. It was a unanimous vote for the Parish Clerk to contact them and get them to do this service early in 2020. • It was confirmed that the Cabinet Member for Highways would be attending the next Parish Council meeting in November. As per the Parish Assembly the leader of the Weston under Lizard Action group would also be invited to the meeting. • Cllr M Stokes reported that the Blocked Drain in Brineton, had still not been fixed even after 4 vehicles and 5 men attended, they reported to him that due to the location of a telephone and electricity pole they could not do anything due to health and safety concerns. Cllr D Maddocks said that the fingerpost signs and Blymhill signs that the Parish Council had commissioned had been made and erected and had received many good comments. • Cllr Maddocks reported that the Parish Council had had 78 signs around the Parish area for a total cost of £590.00 2054 PLANNING MATTERS Planning Application considered by Parish Council since the meeting held on 13th May 2019 Application No: 19/00366/FUL Proposal: Erection of a kitchen extension Location: Blymhill Village Hall School Lane Blymhill Shifnal South Staffordshire TF11 8LJ You can find these documents online at www.sstaffs.gov.uk/planningfiles. This is to cover Social Care as over a 5 year period the Governments grant for this will be reduced to zero with 50% of that already lost.

Cllr M Stokes nominated and Cllr A Lowe seconded Cllr D Maddocks for the position. There were no other nominations and the vote was unanimously passed. RESOLVED: Cllr D Maddocks was re-elected as Chairman of the Blymhill and Weston Parish Council Cllr D Maddocks took the chair and Thanked the Councillors for their support then asked for nominations for Deputy Council Chairman. Cllr P Maddocks nominated and Cllr D Maddocks seconded Cllr M Stokes for the position. Cllr G Carter nominated Cllr A Lowe for the position but there were no seconders. RESOLVED: Cllr M Stokes was elected as Deputy Chairman of the Blymhill and Weston Parish Council. Cllr D Maddocks asked for nominations for Parish Clerk. Cllr G Carter nominated and Cllr P Maddocks seconded P Delaloye for the position. There were no other nominations and the vote was unanimously passed.
