India-Azerbaijan Bilateral Relations India and Azerbaijan Have Close
India-Azerbaijan Bilateral Relations India and Azerbaijan have close friendly relations and growing bilateral cooperation based on old historical relations and shared traditions. The Ateshgah fire temple in the vicinity of Baku is a fine example. This medieval monument with Devanagri and Gurmukhi wall inscriptions is a symbol of the age-old relationship between the two countries when Indian merchants heading towards Europe through the Great Silk Route used to visit Azerbaijan. In the recent past, President Dr. S. Radhakrishnan, Prime Minister Pandit Jawaharlal Nehru and film star Raj Kapoor had visited Baku. Famous Azerbaijani artist Rashid Behbudov, a close friend of Raj Kapoor promoted Azeri music in India and Indian music in Azerbaijan. Famous singer Elmira Rahimova spent two years studying Indian music/dance in India in the late 1950s. Diplomatic relations: India recognized Azerbaijan in December 1991. Diplomatic relations with Azerbaijan were established on 28th February, 1992. An Indian resident mission was opened in Baku in March 1999. Azerbaijan opened its first resident mission in New Delhi in October, 2004. The leadership of India and Azerbaijan are keen to form a reliable, strong, vibrant and mutually beneficial partnership with each-other. Bilateral agreements: An agreement on Economic and Technical Cooperation was signed in June, 1998. An Agreement to establish the India-Azerbaijan Intergovernmental Commission (IGC) on Trade, Economic, Scientific and Technological Cooperation was signed in April 2007. Air Service Agreement and a Protocol of Intergovernmental Commission were signed in April 2012. Agreements on Mutual Legal Assistance Treaty (MLAT) in Civil & Commercial Matters and Mutual Legal Assistance Treaty in Criminal Matters and Extradition Treaty were signed in April 2013. -

FORUM SPEAKERS H.E. NOVRUZ MAMMADOV PRIME MINISTER OF AZERBAIJAN Mr. Novruz Mammadov was appointed Prime Minister of Azerbaijan in April 2018. Prior to his appointment, Mr. Mammadov was serving as an Assistant to the President of Azerbaijan on foreign issues as well as serving as Head of the Department of Lexicology and Stylistics of the French Language at the Azerbaijan University of Languages. Previously, Mr. Mammadov has served as a senior interpreter in Algeria and Guinea, Dean of Preparatory Faculty and Dean of Faculty of the French Language at the Azerbaijan Pedagogical Institute of Foreign Languages, Head of the Foreign Relations Department of the Presidential Administration of Azerbaijan, and interpreter to former President of Azerbaijan Heydar Aliyev. He was granted the rank of Extraordinary and Plenipotentiary Ambassador by the decree of the President of Azerbaijan in January 2002 and in September 2005, Mr. Mammadov became a member of the National Commission of the Republic of Azerbaijan for UNESCO. Mr. Mammadov has received a number of honors including the French Legion d’Honneur Order by former French President Jacques Chirac, the Order of the Legion of Honor of Poland by former Polish President Lech Kaczyński, and the Order of Glory (Shohrat) by the decree of the President of Azerbaijan. MR. ELDAR ABAKIROV DEPUTY MINISTER OF ECONOMY OF KYRGYZSTAN Eldar Abakirov is Deputy Minister of Economy of the Republic of Kyrgyzstan and a Board Member of the Chamber of Commerce and Industry of Kyrgyzstan. From 2010-11 he worked as an expert at the National Bank of Kyrgyzstan and from 2003-10 he held several positions including Chief Specialist to the Deputy Director of the Treasury Department at JSC Bank Center Credit in Almaty, Kazakhstan. -

WELCOME BACK TO BAKU Dear friends, On behalf of Baku City Circuit, please let me welcome you to the third successive Formula 1 race weekend in Azerbaijan. Last year’s race in Baku was widely recognised as the most exciting and dramatic race of the year – if not the decade – by members of the media, teams, drivers and the global F1 fanbase alike. It truly was a race that had it all culminating in the most unexpected podium line up in many years. The fact that this historic race occurred under our new event title as the FORMULA 1 AZERBAIJAN GRAND PRIX filled us with an even greater sense of pride and satisfaction for a job well done. This year we once again welcome the world to Baku at the slightly earlier date of late April to bear witness to the awe-inspiring sight of F1 cars negotiating one of the fastest and most testing circuits in Formula 1. Baku City Circuit’s winding, narrow sequences, 90-degree turns and high-speed straights - all set against the breath- taking backdrop of Baku’s UNESCO-protected old city, magnificent skylines and beautiful seaside promenade - have proven to be a major challenge to the current F1 grid, resulting in last year’s spectacular outcome and many on-track altercations. We are very confident of a similar explosion of drama, speed and bravery occurring once again for the 2018 edition. Furthermore, the off-track entertainment will be bigger and better than ever before with world-class music, visual and conceptual artists once again performing all along the specially constructed Fan Zone all weekend. -

ALBANIA Credins Bank Credins Bank is the 3rd largest bank by loan portfolio and 4th largest in terms of assets and deposits in Albania. Established in 2003 as the first local private bank in the country, the bank has grown from a tier 3 bank to a systemic bank with a greater market share than some foreign banks in the country. It has continued to be profitable despite the impact of the crisis and has developed a strong brand based on being client- oriented and developing innovative products. EBRD has provided a senior loan of EUR 8 million for on-lending to SMEs. MSMEs with up to 249 employees can apply for the loans. Handbook of Reference Works in Traditional Chinese Studies (R. Eno, 2011) 9. WESTERN SINOLOGY AND FIELD JOURNALS This section of has two parts. The first outlines some aspects of the history of sinology in the West relevant to the contemporary shape of the field. The second part surveys some of the leading and secondary sinological journals, with emphasis on the role they have played historically. I. An outline of sinological development in the West The history of sinology in the West is over 400 years old. No substantial survey will be attempted here; that can wait until publication of The Lives of the Great Sinologists, a blockbuster for sure.1 At present, with Chinese studies widely dispersed in hundreds of teaching institutions, the lines of the scholarly traditions that once marked sharply divergent approaches are not as easy to discern as they were thirty or forty years ago, but they still have important influences on the agendas of the field, and they should be understood in broad outline. One survey approach is offered by the general introduction to Zurndorfer’s guide; its emphasis is primarily on the development of modern Japanese and Chinese scholarly traditions, and it is well worth reading. This brief summary has somewhat different emphases. A. Sinology in Europe The French school Until the beginning of the eighteenth century, Western views of China were principally derived from information provided by occasional travelers and by missionaries, particularly the Jesuits, whose close ties with the Ming and Ch’ing courts are engagingly portrayed by Jonathan Spence in his popular portraits, The Memory Palace of Matteo Ricci and Emperor of China.
