The doubling in air traffic volume coupled with increased airport congestion awakened the aviation indus- try to the adverse impact of aviation on the environment. Emis- sions of pollutants, such as hydrocarbons, carbon monoxide, and nitrogen oxide, and increasing noise pollution in the vicin- ity of airports represent the clearest examples of how air traffic 2 threatens the environment. Simultaneously, national and international bodies realized the limits of total trade liberalization and recognized the impor- tance of protecting the environment.     10 BÉLGICA RESULTADOS DE LAS ELECCIONES MUNICIPALES Y PROVINCIALES1 El domingo día 8 de octubre tuvieron lugar en Bélgica las elecciones municipales y provinciales, que se convocan cada seis años. Estos comicios se caracterizaron por una novedad: el derecho de voto de los extranjeros extracomunitarios. Tras el derecho de voto y de elegibilidad reconocido a los residentes no belgas procedentes de países de la Unión Europea, derecho que pudieron ejercer por primera vez en las elecciones municipales y provinciales del 2000, los residentes originarios de países no comunitarios adquirieron el derecho de voto, aunque con una diferencia respecto al primer colectivo: los participantes pudieron votar pero no pudieron presentarse como candidatos2 De manera global, los resultados de este escrutinio han revelado que las tendencias por regiones sufrieron algunos cambios trascendentes pero que no pondrán en peligro, de momento, la estabilidad del Gobierno Federal.     Stocktaking Segment Lysa John, Secretary-General, CIVICUS Lysa John is Secretary-General of CIVICUS, which is a global alliance dedicated to protecting civil society and civic freedoms. She is passionate about governance accountability and social justice and has spent a large part of her work coordinating large-scale civil society campaigns, including ‘Wada Na Todo Abhiyan’ (Don’t Break the Promise campaign, India) and the Global Call to Action against Poverty. Her past roles include serving as Head of Outreach for the UN Secretary General’s High-Level Panel on the Post-2015 Agenda and Global Campaign Director for Save the Children International.
