Abstract/Keywords This thesis applies some teachings and methods of Michel Foucault (1926-1984) to critically analyze the history and current practices related to the United States’ “War on Drugs.” By tracing the history of the Drug War and placing drugs and drug addicts in a less hyperbolized context than traditionally presented in the media and in drug war propaganda, it is possible to critique what can be seen as a war on drug addicts and to gain insight as to its hidden motives, relevant patterns, social implications and ultimately its effect on American culture and society and notably its deleterious effects among America’s people of colour and urban communities. With respect to Foucault’s concept of a race war and the notion that “politics is the continuation of war by other means,” the War on Drugs can be contextualized in terms of a discourse of perpetual war that rages even in times of putative peace. Thesis Advisor: Daniel L. Byman, Ph.D. ABSTRACT This model predicts progress in transnational illicit market suppression campaigns by comparing the relative efficiency and support of the suppression regime vis-à-vis the targeted illicit market. Focusing on competitive adaptive processes, this ‘Boxer’ model theorizes that these campaigns proceed cyclically, with the illicit market expressing itself through a clandestine business model, and the suppression regime attempting to identify and disrupt this model. Success in disruption causes the illicit network to ‘reboot’ and repeat the cycle. If the suppression network is quick enough to continually impose these ‘rebooting’ costs on the illicit network, and robust enough to endure long enough to reshape the path dependencies that underwrite the illicit market, it will prevail. Two scripts put this model into practice. The organizational script uses two variables, efficiency and support, to predict organizational evolution in response to competitive pressures.

    THE RUM RUNNERS By Spud Roscoe VE1BC With Additions by Jerry Proc VE3FAB June 20/19 Prohibition was instituted in the United States in1920 and lasted until December 1933. After 1919, it was illegal to make, buy, transport, or sell alcohol such as beer, gin, rum, whiskey, and wine. To those who wanted liquor, they were going to drink regardless of the law, thus giving rise to the time known as the rum-running era. This proved to be a most colourful part of the history of the early 20th century. Looking back at the history of this rum-running era, the thing that fascinates me was that it came to an end. Everyone was having a grand old time making money at it, including those against it, who were making money holding lectures against the subject and receiving very good fees for participating in these gatherings. Those doing the rum running were anyone and everyone. Those in charge of the rum running, apparently in a lot of cases, were also the ones in charge of trying to stop it. Rum's cheapness made it a low-profit item for the rum-runners, and they soon moved on to smuggling Canadian whisky, French champagne, and English gin to major cities like New York City, Boston, and Chicago, where prices ran high. It was said that some ships carried $200,000 in contraband in a single run. Boats of all types and sizes, either took to running liquor or were on the other side, that of trying to prevent it. Abstract Families and Incarceration Donald Braman 2002 This dissertation describes findings from a three-year ethnographic study of male incarceration’s effect on family life in the District of Columbia. The central finding of the study is that the dramatic increase in the use of incarceration over the last two decades has in many ways missed its mark, often injuring the families of offenders as much as, and sometimes more than, offenders themselves. The effects of incarceration on families include practical hardships related to incarceration such as lost income and childcare, legal costs, and telephone expenses. Because prisoners are prevented from reciprocating, their families are not only materially impoverished, but the relationships within the extended kinship networks are eroded. Incarceration also forcibly restructures household composition, reshaping family life in ways that are entirely absent from policy debates. In addition to the direct effect of incarceration on gender ratios and father absence, incarceration also has more subtle effects on gender norms, encouraging behavior that is consistent with many of the common stereotypes of poor, black, inner-city families.

Major issues for fact finding included:(1) the incidence of drug abuse among high school students; (2) student attitudes on drug use and abuse;(3) the nature of existing drug education programs; (4) the effectiveness of those programs; and (5) students' perceptions of their drug education needs. The groups' research findings indicate widespread usage and availability of illicit drugs, failure of existing drug educationprograms to affect student drug usage, and the need for involvement of the community-at-large. The students repeatedly criticized the prevalence of a subject-matter orientation to school drugprograms, instead suggesting the need for a personal-problemsor social-problems orientation.     Date Rape Cases Among Young Women and the Development of Good Practices for Support and Prevention funded by the Daphne II Programme of the European Commission Institute of Forensic Studies University of Malta Frances Camilleri-Cassar and Jacqueline Azzopardi Country Research Report MALTA 1 Abstract The Institute of Forensic Studies University of Malta is participating in a transnational study entitled “Date Rape Cases Among Young Women and the Development of Good Practices for Support and Prevention”, funded by the Daphne II Programme, of the European Commission and co-ordinated by the Mediterranean Institute of Gender Studies, University of Nicosia, Cyprus. The project involves five countries of the European Union including Cyprus, Greece, Latvia, Lithuania and Malta. Project partners are the Institute of Equality in Greece, Coalition for Gender Equality in Latvia, Women Issues Information Center in Lithuania, the Institute of Forensic Studies in Malta and the Mediterranean Institute for Gender Studies in Cyprus who are also the project co-ordinators and lead partners. The main aim of the project is to investigate the incidence of date rape among female college students (aged 18-24) in the partner countries and assess the attitude, and level of awareness among beneficiaries and target groups. The project aims to promote awareness and make policy recommendations for prevention of date rape and support to victims. The study adopts both a quantitative and qualitative approach: 150 women currently registered students at the University of Malta responded to an anonymous questionnaire; there were 2 focus groups with the participation of 20 female studens; and, 3 in-depth interviews with relevant institutional representatives: the Malta Police, Agenzija Appogg which falls under the Ministry for the Family and Social Solidarity and Merhba Bik which is a shelter for battered women and their children.
